    The resolution on Gothenburg was adopted by 403 to 66 with 81 abstentions. One amendment was adopted which expressed regret at the long transition periods for the free movement of labour and called on as many States as possible to opt for the shortest possible period in this respect. On enlargement, the resolution urges the European council to ensure that negotiations are pursued at an accelerated pace so that candidate countries with whom negotiations have been concluded may have the prospect of participating in 2004 European elections. There is a warning too of the impact on public opinion in the applicant countries of any delay in accession. On the future of the Union, the resolution calls for a large-scale public debate before further reform of the Treaties. It calls for a Convention to be established along the lines of the Convention which drafted the Charter of Fundamental Rights. This new Convention should start work at the beginning of 2002 and draw up constitutional proposals to serve at the basis for an IGC that would meet in the second half of 2003. This IGC should finalise its work by the end of that year. The resolution notes the results of the Irish referendum and reaffirms Parliament's insistence on a radical reform of the method for the future Treaty amendments with greater participation by citizens. With regard to sustainable development, the Parliament welcomes the special prominence given by the Swedish Presidency to the theme of sustainable development. The EU leaders are urged to reconfirm their commitment to the Kyoto protocol on climate change and to seek to bring the US administration back on board. The importance of close cooperation between the EU and the US is stressed while there is concern about the US missile defence system proposals. There is also disquiet about the situation in the Middle East and the former Yugoslav Republic of Macedonia. Council is urged to take all necessary steps to improve the situation in these regions.�
