summary
In adopting a resolution on climate change, the European Parliament calls on the European Union (EU) to take the lead at the Bonn Conference on Climate Change on 16 to 27 July by pressing for ratification and implementation of the Kyoto Protocol by 2002 without the US if necessary. The resolution, restates, inter alia, the Parliament's opposition to nuclear energy, its demand for restrictions on carbon sinks and its insistence on stringent monitoring, with a system of fines for non-compliance with the Protocol. It also calls on the EU to ensure that the WTO does not allow countries to gain unfair competitive advantanges from not signing up to the Protocol. MEPs say that the EU must set an example by reducing its domestic emissions of greenhouse gases. They stress the importance of research, demand a full role for Parliament's participants in the EU delegation and want them to develop a strategy for working with fellow parliamentarians from other countries. �
