summary
In a resolution tabled by Mrs Caroline Jackson (PPE-DE, UK) and adopted by the plenary sitting of Parliament on 25 October 2001, the European Parliament states that the central task of the Marrakesh Conference on Climate Change will be to secure the entry into force of the Kyoto Protocol in 2002. In this context, it calls on the European Union to lead by example by ratifying the Protocol as soon as possible. Parliament urges all Member States to adapt their domestic policies to the aims set forth in the Protocol. It welcomes the proposals on emissions-trading and on the European Climate Change Programme presented by the Commission on 23 October 2001. The resolution states that the momentum generated in Bonn on the issue of climate change must be stepped up at the Marrakesh conference. Parliament also expresses doubts about the use of carbon sinks as a strategy for combating climate change and wishes to see the future establishment of a compulsory legal regime. It also believes that emissions from international flights and shipping should be included in the Protocol. Lastly, it calls for the establishment of a specific fund for the financing of measures aimed at helping developing countries to adapt to climate change. �
