AIM: To enable the officials and temporary staff of the political groups who are affected by the redeployment of human resources in the European Parliament to take early retirement. CONTENT: When consulted by the Council on the proposal presented by the Commission for a Regulation introducing special measures to terminate the service of officials of the Commission of the European Communities as part of the reform of the Commission (see document CNS/2001/0027), the European Parliament put forward amendments, the chief purpose of which was to extend this early-retirement scheme to the other institutions, especially the European Parliament. While declaring itself amenable to the idea of extending the early-retirement scheme to the other institutions, the Council took the view that the institutions must justify their needs and provide evidence that their planned measures would have no net impact on the Community budget and that their participation in the scheme would be covered by separate Regulations. The European Parliament estimated that the service of 100 officials and 24 temporary employees of the political groups could be terminated over a three-year period. The aim of the present proposal is therefore to authorise the release of 100 officials and 24 temporary employees of the political groups in the European Parliament between 2002 and 2004. Provided that the operation has no net budgetary impact, the savings from these staff cuts (the difference between the cost of full remuneration and that of the redundancy packages) should pay for the recruitment of some 47 new officials and 11 temporary employees. �
