summary
In its resolution on the outcome of the second EU-Latin America Summit, the European Parliament endorsed the objectives in the political declaration and in the Madrid commitment. It particularly welcomed the summit's support for the swift establishment and functioning of the International Criminal Court and its rejection of all forms of terrorism as a threat to democratic systems, as well as the reference to human rights violations by illegal groups in Columbia, and the Argentinean crisis. The Council and Commission must ensure that the new objectives and priorities are properly reflected in the financial resources made available under the Community budget. Parliament wants an agreement with Mercosur as soon as possible, and welcomed the ambitious Association Agreement with Chile. Finally, it placed some emphasis on the Madrid Summit's commitment to strengthening the multilateral system, its call for free trade against protectionism and its firm rejection of all measures of unilateral character and with extraterritorial effect.�
