summary
PURPOSE : to establish uniform formats for the Facilitated Transit Document (FTD) and the Facilitated Rail Transit Document (FRTD). CONTENT : the Commission has proposed the adoption of a regulation establishing the FTD and FRTD for the case of a specific transit by land, allowing a third country national who needs to transit via the territory of one or several Member States to travel from one part of their country to another part of the same country. (See CNS/2003/0026). Uniform formats for these documents are proposed. These formats contain all the necessary information and meet high technical standards, particularly as regards safeguards against counterfeiting. The formats are suitable for use by all Member States and bear universally recognisable harmonised security features which are clearly visible to the naked eye. To ensure that information is not divulged more widely than is necessary, each Member State must designate a single body for printing the uniform format for FTD/FRTD. The body may be changed if necessary. For security reasons, each Member State must communicate the name of the competent body to other Member States and the Commission. This proposal constitutes a development of the Schengen acquis. Certain Member States will not be bound by its adoption.�
