The European Parliament adopted the resolution drafted by Doris PACK (EPP-ED, D) and approved the common position subject to two amendments: - for grants awarded in 2004, it will be possible for the period of eligibility of expenditure to start on 1 January 2004, provided that the expenditure does not precede the date on which the grant application was lodged or the date on which the beneficiary's budget year starts; - during 2004, in the case of beneficiaries whose budgetary year starts before 1 March, an exception may be granted to the obligation to sign the grant agreement within the first four months of the start of the beneficiary's budget year. In this case, the grant agreement should be signed by 30 June 2004 at the latest.�

The Council considers that its common position constitutes a balanced text, which will provide the necessary support for the activities of bodies in the field of education and training over the period concerned, and thereby facilitate reflection on future Community action in this area. As regards amendments made by the Council to the Commission's proposal, these refer to the following: - Duration : the Council has set the duration of the programme at three years (2004-2006) to coincide with the current financial perspectives; - Budget : the budget has been set at EUR 77 million (an increase of EUR 1.888 million on the Commission's original proposal), by the budgetary authority, also taking into account the three-year duration of the programme; - Implementation : a standard article has been introduced to clarify the Commission's role in the implementation of the programme. In this connection a reference to annual reporting by the Commission to the Council and the Parliament has been added; - Monitoring and evaluation : this article has been modified in the interests of simplification and coherence, and also in the light of the shorter duration of the programme; Other questions : the Council has introduced other modifications or clarifications, as appropriate: - Reference to the Financial Regulation and its rules for implementation; - Participation of countries outside the Union. A revised provision for the participation of non-EU countries in the programme refers specificially to the different legal instruments under which such participation will take place. This is a technical legal drafting change; - Support for actions in relation to training of national judges. - A requirement is added that the Commission should report annually to the Parliament and to the Council on the implementation of the programme; and reference to a second evaluation report in 2009 is removed, reflecting the reduced duration of the programme.�

PURPOSE : to establish a Community action programme to support the activities of bodies in the field of education and training. CONTENT : this proposal aims to adopt an act providing a basis for grants to promote bodies active at European level and support specific activities in the field of education and training, for a period of five years (2004-2008.) The programme will support bodies and their activities which seek to extend and deepen knowledge of the building of Europe, or to contribute to the achievement of the common policy objectives in the field of education and training, both inside and outside the Community. The programme covers the following activities: - the ongoing work programme of a body operating at European or world level which pursues an aim of general European interest in the field of education and training or an objective forming part of the European Union's policy in this area; - a specific action promoting the European Union's action in this area, providing information on European integration and the objectives pursued by the Union in its international relations or supporting Community action and relaying it at national level. The programmes objectives must be implemented by means of the actions set out in the Annex. Action 1 supports particular institutions, including the College of Europe and the European University Institute in Florence. Action 2 supports associations active at European level in the field of education. Such associations must have members in at least 12 Member States. Action 3 is aimed at supporting particular activities or projects focusing on European integration (Action 3A), or supporting European Union policies in the fields of education and training outside the Community programmes in these fields (Action 3B), or promoting training in European law, notably for national judges (Action 3C). The Commission must submit a report on the achievement of the programme's objectives by 31/12/07. An external evaluation report must be available by the end of 2006. The financial framework for the implementation of the programme is EUR 129.62 million.�
