The European Parliament adopted a resolution drafted by Jan MULDER (ELDR, NL) welcoming amending budget No 5/2004, the purpose of which is to enter without delay the budgetary resources mobilised as part of the European Union Solidarity Fund in the 2004 budget so that those affected by these natural disasters can be assisted. (please see ACI/2004/2025.) It emphasised the fact that the adoption of amending budget No 5/2004 in one single reading has ensured the most rapid assistance possible from the EU budget to the countries and regions concerned, and accordingly approved Draft Amending Budget No 5/2004.�

PURPOSE: To present a preliminary draft amending budget No 5 to the budget for 2004 offering EU Solidarity funds for France, Spain and Malta following natural disasters in these countries. CONTENT: On 1 October 2003, 10 November 2003 and 26 January 2004 the Commission received applications from Spain, Malta and France for financial aid based on the EU's Solidarity Funds. (See ACI/2004/2025). In response to this request the European Commission undertook an extensive investigation of the files based on Regulation 2012/2002/EC, setting up the Solidarity Fund. On the basis of this investigation, the Commission came to the following conclusions: - In the case of France and Spain their applications do not qualify as "major disasters" as the estimated damage remains below the threshold of EUR 3 billion in 2002 prices applicable to these two countries. The French application has thus been examined under the provisions of Article 2, paragraph 2, last subparagraph of the EUSF regulation setting out the conditions for exceptionally mobilising the Solidarity Fund if certain criteria are met, such as "extraordinary regional disaster" - The Spanish application, in its revised version (received on 14 November) was examined under the "neighbouring country" criterion set out in Article 2 (2) second subparagraph. - In the case of Malta there is clear evidence that its application qualifies as a major disaster and thus falls within the main parameters of the Solidarity Fund. The total EU Solidarity Fund amounts to EUR 1 billion. The 2004 budget provisions for the Solidatity Fund remain unused. As a result the Commission proposes awarding the following sums to the applicants: Malta for flooding: EUR 961.000 Spain/fires: EUR 1,331 million France/flooding: EUR 19,625 million Total: EUR 21,917 million�
