PURPOSE : to present the preliminary draft amending budget No 8 to the budget for 2004.CONTENT : the Preliminary Draft Amending Budget (PDAB) No 8 to the Budget for 2004 covers the following points:- the revision of the forecasts of Agricultural Duties, Customs Duties, VAT bases and GNI;- the budgeting of the UK corrections as well as their financing, resulting in a change in the distribution between Member States of the contributions to the Communities' own resources;- Article 7 of the Council Decision 2000/597/EC, Euratom on the system of the European Communities' own resources stating that surplus from the Guarantee Fund arising from external measures, transferred to the revenue account in the budget, shall be regarded as constituting own resources.This PDAB 8/2004 concerning the general statement of revenue can be summarised as follows:- repayment of the surplus of the Guarantee Fund for external measures in accordance with Article 7 of Decision 2000/597/EC; this amounts to EUR 223,16 million;- revision of revenue of agricultural duties amounting to EUR 865,1 million (+0,71 %), a downward revision of revenue from customs duties amounting to EUR 9 981,8 million (-1,7 %) and updating of VAT (uncapped) and GNP bases, which amount to EUR 46 713,0 million (+0,9 %) and EUR 98 980,9 million (-0,9 %) respectively relative to the estimates entered in the 2004 budget;- revision of the correction of budgetary imbalances following final calculation of the correction for the financial years 2000 and 2003. The 2003 correction is subject to the rules of the new Council Decision on the system of the European Communities' own resources (2000/597/EC, Euratom) and its accompanying working document ("The Calculation Method"), whereas the rules of the previous own resources Decision and its accompanying working document4 still apply to the 2000 correction.Taking account of these two factors, the amount to be entered in Chapter 15 of the budget for 2004 is EUR 5 391 559 038 (EUR 5 097 567 919 – EUR 293 991 119).- the financing corrections to the budget in Chapter 15 and the result of the definitive calculation of the financing 2000 correction in Chapter 35.
