  The European Parliament welcomed the positive approach adopted by the new Presidency-in-office of the Council towards concluding the Intergovernmental Conference on the basis of the Convention's Draft Constitution. Parliament urged the IGC to complete its work before 1 May 2004, the date on which the Union is set to enlarge to include the ten new Member States.�
