summary: PURPOSE : to adjust the basic salaries and allowances applicable to Europol staff.
PROPOSED ACT : Council Decision, Initiative of the Grand Duchy of Luxembourg.
CONTENT : this draft Decision aims to adjust the basic salaries and allowances applicable to Europol staff. In a review by the Management Board, account was taken of the changes in the cost of living in the Netherlands, as well as of the changes in salaries in the public service in the Member States. The said review justifies an increase of 0,2% of remuneration for the period between 01.07.2003 and 01.07.2004.
It is for the Council, acting unanimously, to adjust the basic salaries and allowances of officials of Europol, on the basis of the review.

summary: The committee adopted the report by Claude MORAES ( PES , UK ) rejecting the initiative under the consultation procedure. Although it was in favour of the development of Europol as part of the EU's policy on combating international crime, the committee said that Europol was currently operating without sufficient democratic control at both national and international levels. It looked forward to Europol being fully integrated into the EU system once the Constitutional Treaty had entered into force. In the meantime, the lack of information available to Parliament made it impossible to assess "the relevance and adequacy of the proposed decision", and the committee therefore rejected the initiative.
