Calls on the Member States to encourage and implement cooperation between the services responsible for health measures and measures relating to the rehabilitation of offenders, the aim being to ensure that the prison authorities' objectives in the field of rehabilitation are consistent with the objectives of protecting and fostering mental health by introducing more appropriate measures to protect both individuals' health and the safety of the public; considers that such measures should be implemented, from the moment an offender enters a penal institution, through the 'new arrivals' service and continued throughout his or her period of detention; considers that, to that end, protocols and rules should be drawn up for cooperation between the staff of the mental health services and the staff of the department responsible for the administration of the prison service and the youth justice system; considers that, in particular, practices of this kind should be strongly encouraged in young offenders institutions, remand centres and residential care homes;
