PURPOSE: to reallocate EUR 60 million from the Progress Programme to the new European Microfinance Facility for employment and social inclusion.

LEGISLATIVE ACT: Decision No 284/2010/EU of the European Union and of the Council amending Decision No 1672/2006/EC establishing a Community Programme for Employment and Social Solidarity — Progress.

CONTENT: to give unemployed people the chance of a new start and to open the way to entrepreneurship for some of Europe’s most disadvantaged groups, including women and the young, Parliament and the Council have adopted a new European microfinance facility for employment and social inclusion to develop micro-enterprises and the social economy. This Decision reallocates the amount of EUR 60 million from the Progress programme 2007-2013, to the new European progress microfinance facility.

The financial envelope for the Progress programme for the period from 1 January 2007 to 31 December 2013 is set at EUR 683 250 000.

Details

The European Parliament adopted by 511 votes to 95, with 11 abstentions, a legislative resolution approving, under the first reading of the ordinary legislative procedure, the proposal for a decision of the European Parliament and of the Council amending Decision No 1672/2006/EC of the European Parliament and of the Council establishing a Community Programme for Employment and Social Solidarity – Progress.

To recall, this proposal aims to finance the “ European Microfinance Facility – Progress ” which was adopted in parallel in December 2009 by the European Parliament. This instrument shall provide Community resources with a view to facilitating access to microcredit for persons who have lost or are at risk of losing their job.

Although the Commission had proposed that the facility be financed by the Progress Programme, Members of the Employment and Social Affairs Committee preferred to opt for a new budget line. They refused to approve the present amending proposal of the Progress financial envelope.

The compromise reached in plenary provides, on the contrary, for the reallocation of EUR 60 million from the Progress Programme and EUR 40 million from unallocated margins of the EU budget. This would result in EUR 100 million for the new European microfinance facility over a period of four years.

The main amendments adopted in Plenary, following the Commission statement on the Financing of the European Microfinance Facility which is annexed to this resolution, can be summarised as follows:

· the amount of EUR 60 million should be reallocated from the Progress Programme in line with the Interinstitutional Agreement of 17 May 2006 on budgetary discipline and sound financial management;

· as a consequence, the financial envelope for implementing the Community activities referred to in this Decision for the period from 1 January 2007 to 31 December 2013 is amended and is hereby set at EUR 683 250 000 .

The Committee on Employment and Social Affairs adopted by 41 votes to 4 with no abstentions the report by Kinga GONCZ (S&D, HU) rejecting , under the first reading of the codecision procedure, the proposal for a decision of the European Parliament and of the Council amending Decision No 1672/2006/EC of the European Parliament and of the Council establishing a Community Programme for Employment and Social Solidarity – Progress.

The committee rejects specifically the funding arrangements proposed by the European Commission. The report proposed creating a specific budget line for the new facility, to enable people at risk of losing their jobs and the most disadvantaged to start their own micro-enterprises. Members state that funding for this facility should amount to EUR 150 million.

The Commission had initially proposed that the micro-credit facility be allocated EUR 100 million from the Progress programme for employment and social solidarity. Under the 2006 inter-institutional agreement, the Progress programme had in fact been allocated an additional EUR 114 million, at Parliament's request.

Members note that the financial and economic crisis is now turning into an employment and social crisis. Reallocating money from Progress is sending the wrong signal since Progress is targeting the most vulnerable groups. It is the common responsibility of Member States and the EU to implement the Progress Programme effectively under the present circumstances. Therefore the proposal by the Commission has to be rejected. In the report on the European Microfinance Facility ( COD/2009/0096 ) an alternative way of financing the Facility is presented.

Decision No 1672/2006/EC should be amended accordingly and provides for EUR 643 250 000 from 2007-2013.

IMPACT ASSESSMENT: not applicable.

BUDGETARY IMPLICATIONS: an additional amount of EUR 114 million (current prices) was allocated to the Progress programme. The total budget for 2007-2013 was therefore increased from EUR 628 800 000 (current prices) in the Commission's initial proposal to EUR 743 250 000 (current prices). After examining all possible options, the Commission proposes to reallocate EUR 100 million from the Progress Programme to the new European microfinance facility for employment and social inclusion – Progress. This will also require further promoting cross-cutting across policy sections and linkages with other EU instruments, such as transnational cooperation under the European Social Fund or support for social dialogue. Lastly, it will increase the efficiency and consistency of EU action in support of EU objectives and priorities in the areas of employment and social solidarity.

Lastly, it will increase the efficiency and consistency of EU action in support of EU objectives and priorities in the areas of employment and social solidarity.

The committee rejects specifically the funding arrangements proposed by the European Commission. The report proposed creating a specific budget line for the new facility, to enable people at risk of losing their jobs and the most disadvantaged to start their own micro-enterprises. Members state that funding for this facility should amount to EUR 150 million. The Commission had initially proposed that the micro-credit facility be allocated EUR 100 million from the Progress programme for employment and social solidarity. Under the 2006 inter-institutional agreement, the Progress programme had in fact been allocated an additional EUR 114 million, at Parliament's request. Members note that the financial and economic crisis is now turning into an employment and social crisis. Reallocating money from Progress is sending the wrong signal since Progress is targeting the most vulnerable groups. It is the common responsibility of Member States and the EU to implement the Progress Programme effectively under the present circumstances. Therefore the proposal by the Commission has to be rejected. In the report on the European Microfinance Facility ( COD/2009/0096 ) an alternative way of financing the Facility is presented.

The main amendments adopted in Plenary, following the Commission statement on the Financing of the European Microfinance Facility which is annexed to this resolution, can be summarised as follows: · the amount of EUR 60 million should be reallocated from the Progress Programme in line with the Interinstitutional Agreement of 17 May 2006 on budgetary discipline and sound financial management; · as a consequence, the financial envelope for implementing the Community activities referred to in this Decision for the period from 1 January 2007 to 31 December 2013 is amended and is hereby set at EUR 683 250 000 .
