The European Parliament adopted by 638 votes to 21, with 14 abstentions, a resolution approving, unamended, the draft amending budget No 4/2009 of the European Union for the financial year 2009.Parliament recalls that this draft amending budget covers the revision of the ceilings of the multiannual financial framework for Headings 1a and 2 following the trialogue of 2 April held between the budgetary authority and the Commission on the financing of the European Economic Recovery Plan (for details of this agreement please refer to the procedure file ACI/2008/2332).

On 8 April 2009, the Commission forwarded to the Council preliminary draft amending budget (PDAB) No. 4 to the general budget for 2009, which translates into the EU budget the political agreement reached on the financing of the European Economic Recovery Plan.PDAB No. 4/2009 consists in the following two elements:1. For energy projects to aid economic recovery: creation of a new Article 06 04 14 (Energy projects to aid economic recovery) and four new Items, provided with the following appropriations:06 01 04 13 (Energy projects to aid economic recovery - Expenditure on administrative management), with EUR 1.2 million in commitments and payment appropriations;06 04 14 01 (Energy projects to aid economic recovery - Energy networks), with EUR 1 188.4 million in commitments and EUR 75 million in payments;06 04 14 02 (Energy projects to aid economic recovery - Carbon Capture and Storage (CCS)), with EUR 526.4 million in commitments;06 04 14 03 (Energy projects to aid economic recovery - European Offshore wind grid system), with EUR 284 million in commitments.These amounts, totalling up to EUR 2 billion in commitments and EUR 76.2 million in payments, are entered in the corresponding reserves pending the adoption of the legal basis.2. For broadband Internet infrastructure in rural areas and CAP Health Check "new challenges": increase of Item 05 04 05 01 (Rural development programmes) by EUR 600 million in commitment appropriations.The net effect of PDAB No. 4/2009 would be an increase of EUR 76.2 million on the revenue side in the 2009 general budget, raising accordingly the global contribution of the Member States to its financing.On 27 April 2009, the Council established draft amending budget No. 4 for the financial year 2009, as submitted by the Commission in its preliminary draft amending budget No. 4 and as set out in the technical annex to this explanatory memorandum (see Council doc. 9216/09 ADD 1).

PURPOSE: to present the Preliminary Draft Amending Budget No 4 to the general budget 2009.CONTENT: Preliminary Draft Amending Budget (PDAB) 4/2009 concerns the translation into the Community budget of the political agreement reached on the financing of the European Economic Recovery Plan:1) for energy projects to aid economic recovery, commitment appropriations of EUR 2 billion and payment appropriations of EUR 76.2 million are proposed for budget 2009;2) for broadband internet infrastructure in rural areas and CAP Health Check "new challenges", commitment appropriations of EUR 600 million are proposed for budget 2009.In order to accommodate these increases, the Commission has submitted a proposal to revise the ceilings of the multi-annual financial framework for Headings 1a and 2.Energy projects to aid economic recovery: on 28 January 2009, the Commission presented its Communication "Investing today for tomorrow's Europe". This was accompanied by a proposal for a Regulation establishing a programme to aid economic recovery by granting Community financial assistance to projects in the field of energy (COD/2009/0010). Following the political agreement reached on the financing of this initiative, it is proposed to create a new budget article 06 04 14 — Energy projects to aid economic recovery as well as four new budget items. Broadband and infrastructure and CAP “Health Check”: the Commission has also proposed to amend Regulation (EC) No 1698/2005 on support for rural development by the European Agricultural Fund for Rural Development (EARDF) (refer to CNS/2009/0011) and Decision 2006/493/EC laying down the amount of Community support for rural development for the period from 1 January 2007 to 31 December 2013, its annual breakdown and the minimum amount to be concentrated in regions eligible under the Convergence Objective.Accordingly, it is now proposed to increase budget item 05 04 05 01 Rural Development Programmes by EUR 600 million in commitment appropriations for 2009.
