The Council took note of a Presidency report (doc. 16571/09) concerning the legal framework for ambling and betting in the EU Member States. The Swedish Presidency conducted a number of experts meetings on exchange of best practice with a particular focus on socio-economic costs of gambling, gambling responsibility measures and bans on the promotion and abetting of crimes.The Swedish Presidency encourages all relevant parties, including the preparatory bodies of the Council, to continue work and the exchanges of experience on the "Legal framework for Betting and Gambling". In doing so, a deeper understanding of common features and differences at Member State level could be developed and a higher effectiveness of policy tools and approaches be aimed at.
