Draws attention to social dumping as one of the factors deteriorating job quality in the Union; calls on the Commission and the Council to ensure the reinforcement of social dialogue and collective bargaining institutions and the improvement of minimum employment conditions and wage standards, both at the national and European level, to avoid a race-to-the-bottom in working conditions between Member States;
