Details

PURPOSE:: to mobilise the EU Solidarity Fund to assist Romania, Bulgaria and Italy following floods in 2014.

NON-LEGISLATIVE ACT: Decision (EU) 2015/1180 of the European Parliament and of the Council on the mobilisation of the EU Solidarity Fund (floods in Romania, Bulgaria and Italy).

CONTENT: the European Union Solidarity Fund aims to enable the Union to respond in a rapid, efficient and flexible manner to emergency situations and to show solidarity with the population of regions struck by disasters.

Council Regulation (EU, EURATOM) No 1311/2013 laying down the multiannual financial framework for the years 2014-2020, allows for the mobilisation of the European Union Solidarity Fund, within an annual ceiling of EUR 500 million (2011 prices), over and above the relevant headings of the financial framework.

The conditions of eligibility to the Fund are detailed in the Council Regulation (EC) No 2012/2002 .

On the basis of applications from Romania, Bulgaria and Italy, the calculation of the aid from the Fund, based on the estimate of total damage caused is as follows:

Direct damage Romania: EUR 167.927 million (spring floods); Direct damage Romania: EUR 171.911 million (summer floods); Direct damage Bulgaria: EUR 79.344 million (floods); Direct damage Italy: EUR 2 241 052 million (floods); Aid proposed : Romania (spring floods): EUR 4 198 175; Romania (summer floods): EUR 4 297 775; Bulgaria: EUR 1 983 600; Italy: EUR 56 026 300.

Total: EUR 66 505 850 .

Therefore, the European Parliament and the Council decided to mobilise the total amount of EUR 66 505 850 in commitment and payment appropriations.

ENTRY INTO FORCE: 18.7.2015. The Decision shall apply retroactively from 8 July 2015.

The European Parliament adopted by 667 votes to 31, with 11 abstentions, a resolution on the proposal for a decision of the European Parliament and of the Council on mobilisation of the European Union Solidarity Fund, in accordance with point 11 of the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management (floods in Romania, Bulgaria and Italy).

Parliament approved the decision annexed to this resolution which seeks to mobilise the Solidarity Fund to provide a financial contribution of EUR 66 505 850 in respect of the applications submitted by Romania, Bulgaria and Italy hit by floods in 2014.

The Committee on Budgets adopted the report by Siegfried MUREŞAN (EPP, RO) on the proposal for a decision of the European Parliament and of the Council on mobilisation of the European Union Solidarity Fund, in accordance with point 11 of the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management (floods in Romania, Bulgaria and Italy).

The report aims to approve the decision annexed to this resolution.

To recall, the decision aims to mobilise the Fund in order to provide a financial contribution of EUR 66 505 850 in respect of the applications submitted by Romania, Bulgaria and Italy hit by floods in 2014.

PURPOSE: to mobilise the EU Solidarity Fund (Floods in Romania, Bulgaria and Italy)

PROPOSED ACT: Decision of the European Parliament and of the Council.

In the light of the examination of the applications and considering the maximum possible contribution from the Fund as well as the scope for reallocating appropriations, the Commission proposes to mobilise the European Union Solidarity Fund for a total amount of EUR 66 505 850 .

The Commission will present a draft amending budget (DAB) in order to enter in the 2015 budget the specific commitment and payment appropriations. In the event of disagreement, a trilogue procedure will be initiated in accordance with Point 11 of the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and sound financial management.

NON-LEGISLATIVE ACT: Decision (EU) 2015/1180 of the European Parliament and of the Council on the mobilisation of the EU Solidarity Fund (floods in Romania, Bulgaria and Italy). CONTENT: the European Union Solidarity Fund aims to enable the Union to respond in a rapid, efficient and flexible manner to emergency situations and to show solidarity with the population of regions struck by disasters. Council Regulation (EU, EURATOM) No 1311/2013 laying down the multiannual financial framework for the years 2014-2020, allows for the mobilisation of the European Union Solidarity Fund, within an annual ceiling of EUR 500 million (2011 prices), over and above the relevant headings of the financial framework. The conditions of eligibility to the Fund are detailed in the Council Regulation (EC) No 2012/2002 . On the basis of applications from Romania, Bulgaria and Italy, the calculation of the aid from the Fund, based on the estimate of total damage caused is as follows: Direct damage Romania: EUR 167.927 million (spring floods); Direct damage Romania: EUR 171.911 million (summer floods); Direct damage Bulgaria: EUR 79.344 million (floods); Direct damage Italy: EUR 2 241 052 million (floods); Aid proposed : Romania (spring floods): EUR 4 198 175; Romania (summer floods): EUR 4 297 775; Bulgaria: EUR 1 983 600; Italy: EUR 56 026 300. Total: EUR 66 505 850 . Therefore, the European Parliament and the Council decided to mobilise the total amount of EUR 66 505 850 in commitment and payment appropriations. ENTRY INTO FORCE: 18.7.2015.   • PURPOSE:: to mobilise the EU Solidarity Fund to assist Romania, Bulgaria and Italy following floods in 2014.

  • The Committee on Budgets adopted the report by Siegfried MUREŞAN (EPP, RO) on the proposal for a decision of the European Parliament and of the Council on mobilisation of the European Union Solidarity Fund, in accordance with point 11 of the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management (floods in Romania, Bulgaria and Italy).

    The report aims to approve the decision annexed to this resolution.

  • The European Parliament adopted by 667 votes to 31, with 11 abstentions, a resolution on the proposal for a decision of the European Parliament and of the Council on mobilisation of the European Union Solidarity Fund, in accordance with point 11 of the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management (floods in Romania, Bulgaria and Italy).

    Total: EUR 66 505 850.

    In the light of the examination of the applications and considering the maximum possible contribution from the Fund as well as the scope for reallocating appropriations, the Commission proposes to mobilise the European Union Solidarity Fund for a total amount of EUR 66 505 850.

    The Commission will present a draft amending budget (DAB) in order to enter in the 2015 budget the specific commitment and payment appropriations. In the event of disagreement, a trilogue procedure will be initiated in accordance with Point 11 of the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and sound financial management.
