The European Court of Auditors considers, in its special report 31/2016, that there is a serious of falling short of meeting the 20% target without more effort to tackle climate change. The Court recognises that the implementation of the target has led to more, and better- focused, climate action funding in some of the European Structural and Investment Funds namely the European Regional Development Fund and the Cohesion Fund.
