2019/2065(DEC) 2019/12/11 DEVE 8 amendments... Amendment 1 # Dominique BILDE Draft opinion Paragraph 1 1. Notes the Union’s focus on serious and sound financial management issues and underlines the importance of increasing the attribution of funds aiming to support good governance, democracy and the rule of law in developing countrieseconomic development and poverty reduction, particularly in the least developed countries, stressing that political conditionality must not penalise or seek to penalise the populations of those countries in particular; Amendment 2 # Beata KEMPA Draft opinion Paragraph 1 1. Notes the Union’s focus on serious and sound financial management issues and underlines the importance of increasing the attribution of funds aiming to support good governance, capacity building, democracy and the rule of law in developing countries; Amendment 3 # Dominique BILDE Draft opinion Paragraph 2 2. Welcomes the fact that budget support payments financed by the EDF in 2018 amounted to 796 million euros; urges, the Commission, however, to assess more clearly and define the development outcomes to be achieved through budget support in each case and, above all, to enhance control mechanisms concerning recipient Sstates' conduct in the fields of corruption, the respect for human rights, the rule of law and democracy, taking account of the specific situation in each state; Amendment 4 # Michèle RIVASI Draft opinion Paragraph 3 3. Considers that the design of the European Union Emergency Trust Fund (‘EUTF’) should have a clearer shape; notes with concern that while the Union contribution to the EUTF is made up mostly of Official Development Assistance (ODA) resources, a significant part of EUTF activities is related to migration management and border control; stresses that EUTF projects must integrate human rights at the core of programming and contribute to poverty eradication and the promotion of human rights in the countries concerned; is confident that DG DEVCO will follow the recommendations made in the Court of Auditors' Special Report 32/2018; Amendment 5 # Dominique BILDE Draft opinion Paragraph 3 3. Considers that the design of the European Union Emergency Trust Fund (‘EUTF’) should have a clearer shape and contribute to the financing of actions whose added value and utility have been proven; recalls that the main purpose of the EU trust fund is to resolve the root causes of migration and not provide financing for actions to promote legal migration; is confident that DG DEVCO will follow the recommendations made in the Court of Auditors' Special Report 32/2018; Amendment 6 # Beata KEMPA Draft opinion Paragraph 3 3. RCalls the Commission to ensure the visibility of the Union in the projects financed by EDF funding and managed by the international organisations and development agencies; reiterates the international organisations’ obligation to forward to the Court of Auditors, at the latter’s request, any document or information necessary to carry out its task as provided for in the TFEU; remindscalls once again on the Commission to monitor the compliance of international organisations’ compliance with that obligation in order to avoid further failures, as occurred during a recent audit of a water supply and sanitation project in Mozambique.; Amendment 8 # Hildegard BENTELE Draft opinion Paragraph 4 a (new) 4a.
