I c. whereas Commission President von der Leyen announced on 28 March 2020 that the Commission will make an updated MFF proposal to address the fallout of the coronavirus crisis and called on 4 April 2020 for a Marshall Plan for Europe, having the next MFF at its heart, but without providing any other elements; whereas the Eurogroup welcomed on 9 April 2020 the Commission’s intention to update its MFF proposal to reflect the impact of this crisis and the size of the challenges ahead; whereas none of the Commission or the Council made any reference to the need for an MFF contingency plan despite the long- standing demand of the Parliament;

J. whereas, in light of the succession of delays and regardless of when the European Council will finally reach its conclusions, there is now a tangible risk that the next MFF will not be agreed in time to enter into force on 1 January 2021 and there will be no smooth transition between the 2014-2020 MFF and the 2021- 2027 MFF, considering the health crisis due to the pandemic COVID-19 and the unprecedented shock on our economies and the socio-economical impact on the life of the citizens; considering also the risk of widely diverging positions between Parliament and Council and the need for intense interinstitutional negotiations in the framework of both the consent procedure and the ordinary legislative procedure;

K. whereas the Covid-19 outbreak has overshadowed the MFF-related debate and will further delay the European Council in reaching its conclusions; stresses that the Unions response to the Covid-19 outbreak must be comprehensive and immediate, first and foremost in terms of securing the efficacy of the European health sector, guaranteeing free passage of goods across borders, and supporting the struggling European economy by ensuring that the Commission's help package of 37 billion euros supports small businesses that are hardest hit by this unprecedented crisis; nevertheless, the challenges as a result of the indecisiveness of the Council on the MFF are in this situation unmistakably illustrated, and therefore, as soon as the Covid-19 outbreak is under control, an agreement in Council must be reached to start interinstitutional negotiations to ensuring an ambitious and credible EU budget as from 1 January 2021;

C. whereas on 2 May 2018, the Commission presented a set of legislative proposals on the 2021-2027 MFF and Union Own Resources, followed by legislative proposals for the setting-up of new Union programmes and instruments; whereas this proposal entailed an overall MFF ceiling of 1,11 % of the EU-27’s GNI (including 0,03 % from the European Development Fund), which was already lower than the estimated 1,16 % of the 2014-2020 MFF in relation to the EU-27’s GNI, with the stated objective to provide a basis for a swift negotiation to be concluded before the Parliament elections of 2019; whereas this proposal deplorably entailed, inter alia, significant cuts in cohesion and agriculture;

4. The measures necessary for the implementation of the contingency plan shall be financed through the annual budget, within the limits of the MFF ceilings for 2020 and of the flexibility provisions of the 2014-2020 MFF, as extended in accordance with Article 312(4) TFEU, i.e. on the basis of a technical prolongation of the amounts already agreed by the budgetary authority in 2020, increased by the 2% deflator. This technical prolongation should also determine the national envelopes under the shared management programmes. The Commission should submit proposals, if necessary, to ensure the compatibility of the contingency plan with the Own Resources Ceiling as laid down in the Council Decision on the system of own resources of the European Union.

4. The measures necessary for the implementation of the contingency plan shall be financed through the annual budget, within the limits of the MFF ceilings for 2020 and of the flexibility provisions of the 2014-2020 MFF, as extended in accordance with Article 312(4) TFEU, i.e. on the basis of a technical prolongation of the amounts already agreed by the budgetary authority in 2020, increased by the 2% deflator and the amounts necessary to follow up on the measures taken in response to the COVID-19 epidemic within the framework of the 2020 budget. This technical prolongation should also determine the national envelopes under the shared management programmes.

1 b. In order to ensure transparency and accountability of the EU policy actions and financial spending related to the fight against COVID-19 pandemic and its consequences, the Commission should take steps towards the open dissemination of budget administration data, as a part of the EU strategic communication capacity. Commission needs to take specific steps for informing potential beneficiaries on financing opportunities in order to guarantee a swift and efficient implementation of funds dedicated to COVID-19. Additional communication efforts need to be dedicated to countering misunderstanding and disinformation in relation to the EU budget.
