Appreciates the Authority’s work to assist Member States and the Commission in ensuring a fair and effective enforcement of Union rules on labour mobility and social security, and in facilitating effective labour mobility in Europe through European Employment Services (EURES) activities; in this regard, welcomes the work of the Authority’s four working groups on Information, Inspections, Mediation and European Platform tackling undeclared work; welcomes in particular the Authority’s report on the ‘analysis of shortage and surplus occupations 2021’ and on the ‘impact of teleworking during the COVID-19 pandemic on the applicable social security;

Highlights that the Authority has the highest proportion of seconded national experts (SNEs) posts in its staff structure (60 SNEs, including 27 national liaison officers, out of 144 staff)compared to all EU decentralised agencies; calls for the conversion of 15 SNEs posts into temporary agents posts (TAs) to ensure the need for appropriate staffing for the Authority to be able to continue fulfilling its mission;

Is worried about the fact that the Court reported that the Authority has not yet adopted an appropriate risk management and control strategy, nor a charter of the authorizing officer or a charter of the authorizing officers by sub- delegation, or a charter of the accountant; notes that these gaps hinder the implementation of Authority’s internal control framework; notes that following the Court’ audit, the Authority finalized the risk assessment process.
