Returning value to shareholders can be done through a dividend payment or by repurchase the shareholder’s stock/shares. By increasing the cost of share buybacks, the objective is to ensure that firms invest their surplus in economic activities, rather than returning this value to shareholders. Before the pandemic, the repurchase of shares represented 32% of amounts distributed to shareholders, while it represented 68% in the US. This phenomenon is growing inside the EU.

The term ‘bio-waste’ means biodegradable garden and park waste, food and kitchen waste from households, offices, restaurants, wholesale, canteens, caterers and retail premises and comparable waste from food processing plants. The proposal aims at selecting a sub-stream of waste, namely food, and extending it further than communal waste streams upwards in the food supply chain (production waste). There is a very clear desired policy outcome linked to a statistical based own resource on food waste that is also nearly unanimously shared and understood by citizens: less food waste is good, we have an overarching goal to decrease this waste stream. In addition, a wide range of possible policy measures are available to decrease food waste and there is large margin for industrial and social innovation and a large array of additional positive effects of such waste reduction including potential price reduction of food. Recalls that, when the EU's 2030 objective of lowering greenhouse gas emissions was only a reduction of 40%, the Commission had estimated the investment gap at EUR 662 billion per year and that it is obvious that the investment needs are much higher if we really want to achieve FitFor55; recalls also that at the end of the climate COP27, the EU pushed for the creation of a Loss and Damage Fund; is of the opinion that it would be dramatic if this new Fund does not receive sufficient funding commensurate with the stakes; recalls that the French President Emmanuel Macron and the Barbados Prime Minister Mia Mottley announced the organisation of a Global Summit in Paris in June 2023 to finance the Loss and Damage Fund; estimates that it is crucial that the EU knows how it will finance its fair share of the Loss and Damage Fund before the start of the Summit in order for the Summit discussions to be much more constructive and dedicated to how this fresh money will be most useful to facing losses and damages, rather than to discuss vague and insufficient funding promises that Global South countries no longer tolerate; is convinced that the best way to have a European answer to finance the Loss and Damage Fund, but also adaptation and mitigation policies, is to unlock the negotiations on new EU own resources as soon as possible;
