Motion for a resolution Recital D c (new) D c. whereas the militarisation of the Russian economy is taking place in the context of massive and systematic violation of the EU and international sanctions; whereas the circumvention of sanctions means that large quantities of sanctioned goods are entering Russia through a complex system of intermediary companies and fraudulent schemes with the involvement of European and American companies, large corporations and electronics manufacturers in South- East Asia, as well as the countries of Central Asia, Turkey and Middle East, which are being used for imports of sophisticated electronics components, microchips, optics, advanced composite materials, and even complex technical products such as engines for airplanes and helicopters, spare parts for aircraft and missiles; whereas the Russian Federation is still receiving very high revenues from its oil and gas exports by systemically circumventing energy sanctions inlcuding by using a huge ‘shadow tanker fleet’ to reorient supplies to Asia;

Motion for a resolution Recital D c (new) D c. whereas many opposition actors remain in Russia and continue to fight for democracy, rule of law and human rights from within Russia at great personal risk; whereas representatives of the opposition are systematically subjected to verbal attacks, ad hominem campaigns and dehumanization by the government or pro-government media; whereas over 500 people are currently jailed in Russia as political prisoners; whereas since the start of Russia’s full-scale invasion of Ukraine in 2022, Russian authorities have curtailed rights and individual liberties even further to stifle domestic dissent;

Motion for a resolution Recital D d (new) D d. whereas these revenues allow the Kremlin to pay for its mobilisation effort and to send new recruits in the war against Ukraine with salaries reaching EUR 3000 euros per month; whereas the mobilisation in the Russian Federation is combined with a heavy propaganda and remains very uneven throughout Russia, achieving more success in rural areas among less educated clusters of the population; whereas criminal offenders, including those who have committed the most serious crimes, such as murder, rape, robbery, and grievous bodily harm, easily escape punishment in the Russian Federation if they agree to join the army; whereas by the end of 2023 the Russian Federation will have mobilised at least 400 000 new soldiers; whereas a hidden mobilisation is ongoing with more hundreds of thousands being sent to Ukraine and a similar number not showing up at the mobilisations centres; whereas millions of Russian citizens oppose participation in the Russian invasion of Ukraine and part of them have already left the Russian Federation;

Whereas this criminal code allows to prosecute thousands of people across the country who openly oppose the war against Ukraine;
