Motion for a resolution Paragraph 5 5. Stresses that the EUSF is only a curative instrument and that the Union should also continue to address climate change adaptation and mitigation by supporting European and national policies to prevent natural disasters; underlines that the EEA Report No 1/2024 ‘European Climate Risk Assessment’ warned that the Union is unprepared for the effects of climate change and stresses the need for action to avoid that the climate risks identified reach critical levels; recalls the need for effective synergies with other Union policies and programmes and underlines that Member States should make best use of funding opportunities in particular, of the European Regional Development Fund, the European Social Fund+ and the Rural development programmes; underscores that assistance provided under the EUSF should not be to the detriment of European funding received by Member States under other Union policies or programmes; stresses the urgency of implementing effective preventive measures, not only to mitigate future damage but also to prevent the exacerbation of risk conditions following catastrophic events, such as wildfires, landslides, or the drying up of lakes and rivers; emphasizes that lands affected by fires are particularly vulnerable to subsequent hazard, including mudflows, and calls for swift interventions to enhance the resilience of the most at risk areas; asks the Commission and the Member States to consider including post- incident risk assessment and immediate intervention plans within national disaster prevention strategies, including the establishment of a dedicated Prevention Fund to complement existing programs, in order to address urgent needs;

Stresses that the EUSF is only a curative instrument and that the Union should also continue to address climate change adaptation and mitigation by supporting European and national policies to prevent natural disasters; underlines that the EEA Report No 1/2024 ‘European Climate Risk Assessment’ warned that the Union is unprepared for the effects of climate change even if the world manages to keep global temperature rise to 1.5 degrees Celsius and stresses the need for action to avoid that the climate risks identified reach critical levels; calls on Members States and the Commission to take the necessary measures to bring the Union to achieve the commitments made in the Paris agreement; recalls the need for effective synergies with other Union policies and programmes and underlines that Member States should make best use of funding opportunities in particular, of the European Regional Development Fund, the European Social Fund+ and the Rural development programmes; underscores that assistance provided under the EUSF should not be to the detriment of European funding received by Member States under other Union policies or programmes;

Stresses the need for more systematic changes in the regulatory framework covering the Common Provisions Regulation, the European Regional Development Fund and Cohesion Fund Regulation, the European Social Fund Plus Regulation and the Just Transition Fund Regulation in order to enable the Member states to help affected regions more effectively; calls on the Commission to consider flexibilities in durability of operations, programming and monitoring and the rules related to thematic concentration of ERDF support;

Notes that substantially increasing the EUSF would allow Member States to respond more effectively and quickly to disasters, especially in less developed regions, where immediate assistance is required; urges the Commission to explore all possible avenues for accelerating the mobilisation of the EUSF, in particular by amending current rules and granting higher advance payments to applicant countries;

Stresses that, due to climate change, islands, mountains and coastal regions are particularly vulnerable to natural calamities; acknowledges that phenomena such as earthquakes, floods, volcanic eruptions, and droughts - which also affect lakes and rivers - represent an increasing threat to many European regions, particularly those in the Mediterranean; questions whether the EUSF is adequately aligned with the emergency needs related to climate adaptation in these particularly fragile territories; therefore, believes that islands, mountains and coastal regions should receive adequate funding within the framework of EUSF to address their specific vulnerabilities;
