Notes that the 2023 operating budget of the European Data Protection Supervisor (EDPS) amounted to EUR 22 711 559 and compared to the 2022 final budget, the operating budget increased by 12 %only 12%, although this increase is mainly due to more forecasted expenditures; welcomes that, in 2023, the implementation rate of the commitment appropriations by the EDPS was 96 %; Amendment 10 # Sebastian TYNKKYNEN Draft opinion Paragraph 4 4. Recalls that the EDPS workload is expected to further increase due to the growing digitalisation trend in the Union, the revision of agencies’ mandates and the initiatives presented by the Commission especially in the field of justice and home affairs; appreciates the contribution of the EPDS to the legislative work in cooperation with the European Data Protection Board; stresses the importance of adapting human and financial resources to the increasing workload and to increase the EDPS's budget accordingly. EmphasiseCommends the role of the EDPS in supervising the processing of personal data by Union institutions, bodies, offices and agencies; notes with concern the length of proceedings before the EDPS, as the EDPS did not close a single investigation in 2023, as well as the agreements involving the exchange of personal data between EUIs and international countries; notes the length of proceedings before the EDPS; stresses that according to the EDPS 2023 annual report: ‘adaptability to a changing world’, 58 notifications were submitted within the 72 hours, whilst 19 notifications were delayed by the controllers due to various reasons, namely due to the controller trying to identify how individuals’ personal data was affected, or due to lengthy internal procedures of the controllers concerning the final approval of the notification; appreciates the EDPS reiterated advise to EUIs to review and simplify their internal processes for personal data breach notifications in order to meet the legal deadline and comply with the accountability principle; welcomes that in comparison to the previous year, in 2023 the number of cases beyond the 72 hours significantly decreased; Amendment 8 # Konstantinos ARVANITIS Draft opinion Paragraph 3 3.
