Calls on the Commission and the Member States to offer appropriate guidance on the legally secure application of derogations from copyright law in the education sphere and straightforward access to licences for public, non-profit- making establishments in the formal and informal education sphere, combined with rules specifying that the Member States are responsible for compensating publishers and rights-holders who make educational and teaching material available; takes the view that teachers and pupils need security when using digitally accessible resources and imparting and learning the skills which are fundamental to democratic Internet use, along with knowledge about data protection and modern copyright laws which attach just as much importance to the rights of creatives to fair remuneration as to the rights of individual and institutional users to engage in free online communication;
