European Defence Fund (A8-0412/2018 - Zdzisław Krasnodębski) SV

. – Vi socialdemokrater valde att rösta för trepartsöverenskommelsen om inrättandet av den europeiska försvarsfonden. Det är en balanserad överenskommelse och som vi tidigare lyft fram, mot bakgrund av den försämrade säkerhetsutvecklingen och som ett bidrag till utvecklingen av den europeiska säkerhets- och försvarspolitiken, kommer fonden att bidra till etablerandet av en stark, konkurrenskraftig och innovativ industri och teknologisk kunskapsbas inom försvarsområdet. Med detta som utgångspunkt valde vi därför att rösta emot alla de ändringsförslag som lagts utöver trepartsöverenskommelsen. Flera av dessa ändringsförslag behandlar viktiga saker som vi normalt hade kunnat stödja, men för att inte riskera att överenskommelsen faller valde vi att rösta emot.

Establishing Horizon Europe – laying down its rules for participation and dissemination (A8-0401/2018 - Dan Nica) SV

. – Vi socialdemokrater valde att rösta för den partiella trepartsöverenskommelsen om förslaget till Europaparlamentets och rådets förordning om inrättande av Horisont Europa – ramprogrammet för forskning och innovation. Det är oerhört viktigt att vi gemensamt investerar i forskning och utveckling, och EU:s medel till forskning och innovation är viktiga för forskare och innovativa företag i Europa.Vi välkomnar särskilt de satsningar som görs på klimatforskning i det nya ramprogrammet. Däremot beklagar vi att överenskommelsen innehåller skrivningar om löner och lönesättning. Lönebildningen är nationell kompetens och ska hanteras enligt nationell praxis och nationella system för relationerna på arbetsmarknaden.

'Erasmus': the Union programme for education, training, youth and sport (A8-0111/2019 - Milan Zver) SV

. – Erasmus+ är en av EU:s mest positiva satsningar och vi anser att programmet bör ha en procentuellt större andel av budgeten. Men vi väljer att avstå, då vi anser att budgeten i sin helhet måste sänkas avsevärt med anledning av brexit. Parlamentets föreslagna ökning för Erasmus+ är för omfattande. Vi välkomnar dock särskilt att Erasmus föreslås bli mer tillgängligt.

Neighbourhood, Development and International Cooperation Instrument (A8-0173/2019 - Pier Antonio Panzeri, Cristian Dan Preda, Frank Engel, Charles Goerens) SV

. – Vi valde att stödja betänkandet från Europaparlamentets utrikes- och utvecklingsutskott inför förhandlingarna om det nya instrumentet för grannskapspolitik, utvecklingssamarbete och internationellt samarbete (NDICI). Vi tycker att förslaget från utrikes- och utvecklingsutskotten bidrar till att förbättra kommissionens ursprungliga förslag, bland annat genom ett större fokus på att värna utvecklingssamarbete, satsa på miljö- och klimatarbete, främja ökad jämställdhet och respekt för mänskliga rättigheter, rättsstatens principer och demokrati. Vi tycker det är bra att utskotten ställer krav på att en högre andel av finansieringen ska följa OECD/DAC:s kriterier för offentligt utvecklingsbistånd och att de tydligt lyfter upp vikten av FN:s hållbarhetsmål och Parisavtalet.Vad gäller betänkandets önskemål om ökad finansiering anser vi emellertid att EU:s totala budget ska minska i och med Storbritanniens utträde ur unionen, tvärtemot vad som presenterats av kommissionen när det gäller EU:s flerårsbudget för 2021–2027. Därför vill vi åter betona vår budgetrestriktiva hållning och understryka att vi inte vill ta ställning gällande några specificerade belopp. Även om vi ser ett tydligt mervärde i att satsa på utrikes-, utvecklings- och grannskapsområdena håller vi fast vid att ökade satsningar i EU:s budget ska kompenseras genom lämpliga besparingar inom lågprioriterade delar av budgeten.

Instrument for Pre-accession Assistance (IPA III) (A8-0174/2019 - José Ignacio Salafranca Sánchez-Neyra, Knut Fleckenstein) SV

. – Vi socialdemokrater i Europaparlamentet valde att stödja betänkandet från utrikesutskottet inför förhandlingarna om utformningen av den nya perioden för instrumentet inför anslutningen, det så kallade IPA-instrumentet. Vi tycker att förslaget från utrikesutskottet bidrar till att förbättra kommissionens ursprungliga förslag, bland annat genom att arbetstagares rättigheter, miljö- och klimatarbetet, jämställdhet, barn, minoriteters rättigheter, personer med funktionsvariationer, vikten av den akademiska friheten och icke diskriminering lyfts tydligare in i förslaget. Vi ställer oss också mycket positiva till att instrumentet inför den nya programperioden har utformats med en högre grad av flexibilitet.Vad det gäller budgetramen anser vi emellertid att EU:s totala budget ska minska i och med Storbritanniens utträde ur unionen, tvärtemot vad som presenteras av kommissionen när det gäller EU:s flerårsbudget för 2021–2027. Common rules for certain types of combined transport of goods between Member States (A8-0259/2018 - Daniela Aiuto) SV

. – Vi svenska socialdemokrater valde att rösta emot förslaget om revidering av direktivet om kombinerad transport. Vi stödjer givetvis kombinerade transporter och ser det som en viktig del i att ställa om till en grönare transportsektor. Det är viktigt för oss att godstransporter sker med det mest miljövänliga transportalternativet, och där kan kombinerade transporter spela en viktig roll. För att vi ska uppnå våra gemensamma miljömål måste vi ställa om till både järnväg och sjöfart. Men för oss svenska socialdemokrater är det också mycket viktigt att vägtransporterna i en kombinerad transport följer cabotagereglerna och utstationeringsreglerna. Därför röstade vi emot artikel 4, men eftersom den tyvärr gick igenom ändå, valde vi att rösta emot direktivet i slutet.

EU-Switzerland Institutional Framework Agreement (A8-0147/2019 - Doru-Claudian Frunzulică) SV

. – Vi socialdemokrater i Europaparlamentet valde att stödja betänkandet från utrikesutskottet avseende avtalet om en institutionell ram mellan EU och Schweiz. Vi tycker att betänkandet från utrikesutskottet betonar väl vikten av att de två parterna har ett nära, brett och omfattande partnerskap som gynnar båda parter samt vikten av att förnya och konsolidera den bilaterala strategin mellan EU och Schweiz.Vad det gäller att betona vikten av social lagstiftning anser vi emellertid att de nationella reglerna på arbetsmarknadsområdet skall respekteras, med utgångspunkt i den nationella lagstiftningen. Situationen för gränsarbetarna bör förbättras och det bör ske utanför ramen för den bilaterala strategin eller ramverk som betonar nationell lag eller praxis.

EU-Singapore Investment Protection Agreement (A8-0054/2019 - David Martin) SV

. – Avtalet om investeringsskydd mellan EU och Singapore är ett viktigt steg för en reform av det föråldrade systemet för investeringsskydd och tvistlösning, något som man från socialdemokratiskt håll har jobbat hårt för att reformera till att bli mer transparent och rättssäkert. Avtal som syftar till att säkerställa en skälig och rättvis behandling av investerare ska inte kunna påverka vår rätt att reglera på alla myndighetsnivåer eller att söka nå viktiga mål för den offentliga politiken, såsom folkhälsa och miljöskydd. Vidare är fungerande nationella domstolar förstahandsvalet för att lösa investerartvister. I relation till investeringsskydd vill vi också understryka skrivningen i Europaparlamentets resolution, som påminner om det ansvar som fastställs i OECD:s riktlinjer för multinationella företag och FN:s vägledande principer för företag och mänskliga rättigheter.

Common provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, and the European Maritime and Fisheries Fund and financial rules for those (A8-0043/2019 - Andrey Novakov, Constanze Krehl) SV

. – Vi svenska socialdemokrater välkomnar förbättringarna av reglerna för EU:s fonder som föreslås i betänkandet. Särskilt välkomnar vi de övergripande målen och att EU:s fonder ska användas som verktyg för grön omställning, innovation och ekonomisk omvandling samt sociala investeringar i hela Europa.Eftersom förslaget i linje med parlamentets tidigare ståndpunkter om EU:s fleråriga budgetram trots brexit behöll samma budget för sammanhållningspolitiken så valde vi att rösta emot i slutomröstningen.Vi är även kritiska till att den kompromiss om makroekonomisk konditionalitet (dvs. att medel ska kunna dras in från medlemsstater som inte har sina statsfinanser i ordning) som antogs i utskottet röstades ner.

Insurance of motor vehicles (A8-0035/2019 - Dita Charanzová) SV

. – Vi står bakom syftet med att öka tryggheten genom att förbättra regelverket för motorförsäkringar och ser flera vinster för vanligt folk med förslaget. Men vi är kritiska till den breda definitionen av fordon samt att det ska ställas krav på en särskild försäkring för ett släpfordon, och vad gäller att undanta motorsporten vore det bättre undanta verksamheten på det inhägnade området i stället för fordonen. Vi förväntar oss att fortsätta förhandlingar och trepartsmöten tar hänsyn till detta.

EU Anti-Fraud Programme (A8-0064/2019 - José Ignacio Salafranca Sánchez-Neyra) SV

. – Vi svenska socialdemokrater valde att rösta emot betänkandet om inrättande av EU-programmet för bedrägeribekämpning. Vi stöder ovillkorligt arbetet med att skydda EU:s finansiella intressen mot bedrägerier och andra oegentligheter, och välkomnar därför att programmet för bedrägeribekämpning inkluderas i nästa fleråriga budgetram. Dock behöver storleken på EU-budgeten minska väsentligt till följd av att Storbritannien lämnar unionen. När den totala volymen EU-medel som behöver skyddas mot bedrägerier och andra oegentligheter minskar, behöver medlen avsatta för bedrägeribekämpning åtminstone minska proportionellt. Europaparlamentet väljer istället att fördubbla anslaget för detta ändamål, vilket är direkt oansvarigt i ett läge när budgeten istället behöver minska.

Programme for single market, competitiveness of enterprises and European statistics (A8-0052/2019 - Nicola Danti) SV

. – Vi står bakom huvudsyftet med programmet för den inre marknaden. Vi välkomnar särskilt förbättringarna för marknadsövervakning, satsningarna på att bistå små och mellanstora företag och att stärka konsumenternas rättigheter. Men vi är som representanter för de svenska skattebetalarna kritiska till den stora kostnadsökning som föreslås och vi anser att vi borde kunna hitta de nödvändiga medlen inom de nuvarande budgetramarna.

Association of the Overseas Countries and Territories with the European Union including relations between the EU, Greenland and Denmark (A8-0480/2018 - Maurice Ponga) SV

. – Vi valde att stödja utvecklingsutskottets betänkande om associering av de utomeuropeiska länderna och territorierna med Europeiska unionen, inbegripet förbindelserna mellan EU, Grönland och Danmark.Vi uppskattar att föredraganden tar fasta på klimatfrågan och betonar vikten av hållbarhetshetsmålen i Agenda 2030, inklusive specifika referenser till jämställdhet. Vad gäller föredragandens önskemål om ökad finansiering anser vi emellertid att ökade satsningar ska kompenseras genom lämpliga besparingar inom lågprioriterade delar av EU:s budget. I och med Storbritanniens utträde ur unionen bör EU:s totala budget minska, tvärtemot vad som presenterats av kommissionen när det gäller EU:s flerårsbudget för 2021–2027.

Annual report 2017 on the protection of the European Union’s financial interests- fight against fraud (A8-0003/2019 - Marian-Jean Marinescu) SV

. – Vi svenska socialdemokrater anser att arbetet mot korruption bör intensifieras, både i medlemsstaterna och på EU-nivå, med målet att minska antalet bedrägerier som begås mot EU:s budget.I betänkandet uppmanas kommissionen att motivera de övriga medlemsstaterna att ändra uppfattning och ansluta sig till Europeiska åklagarmyndigheten. Likväl anser vi inte att Sverige bör gå med i samarbetet för en europeisk allmän åklagare och överlåta åklagarbehörighet till EU, eftersom detta skulle kunna få långtgående konsekvenser för det svenska åklagarväsendet och det straffprocessrättsliga systemet.

Situation in Venezuela (B8-0082/2019, B8-0083/2019, B8-0084/2019, B8-0085/2019, B8-0086/2019, B8-0087/2019) SV

. – Vi svenska socialdemokrater tycker att det är viktigt att EU står fast vid sitt krav om att nyval måste utlysas så snart som möjligt. Vi är överens med det huvudsakliga syftet med resolutionen, att sätta tryck på den illegitima auktoritära Maduroregimen. Det är viktigt att EU fortsätter att skicka tydliga signaler till Maduro om att EU står bakom venezuelanernas rätt att fritt få bestämma sin framtid. Demokratin måste återupprättas. En politisk process för att återupprätta demokratin i landet måste inledas. Lösningen på krisen måste inkludera oppositionen och nationalförsamlingen som landets enda demokratiskt valda institution.Juan Guaidó har som nationalförsamlingens talman en ledande roll när det gäller samarbete kring åtgärder för att val ska hållas och demokrati återupprättas inom den venezuelanska konstitutionens ramar. EU måste agera enat i frågan för att på bästa möjliga sätt bidra till en fredlig lösning på krisen.Vi stödjer det venezuelanska folkets protester kring de stora demokratiska, sociala, ekonomiska problemen och människorättsliga övergreppen i landet. Det är hög tid att venezuelanerna fritt och fredligt får bestämma sin framtid. EU bör fortsätta verka kraftfullt för att detta blir verklighet.

Annual report on competition policy (A8-0474/2018 - Michel Reimon) SV

. – Vi svenska socialdemokrater valde att avstå i årets omröstning om rapporten om EU:s konkurrenspolitik. Rapporten behandlar ett flertal sektorer inom ramen för EU:s konkurrenspolitik, där åtskilliga utmaningar kvarstår gällande schysst och rättvis konkurrens på den inre marknaden. Bland annat understryker betänkandet den långtgående koncentrationen av livsmedelskedjan, där ett par företag bildar oligopol på den globala marknaden för utsäde och bekämpningsmedel, till nackdel för konsumenterna, jordbrukarna, miljön och den biologiska mångfalden.När det gäller de upprepade skrivningarna om nya EU-skatter i rapporten vill vi likväl betona att flera av skrivningarna är problematiska. Det handlar bland annat om förslaget att införa en digital skatt i EU, och förslaget om en gemensam konsoliderad bolagsskattebas. Vi står entydigt bakom rekommendationernas avsikt att bekämpa skatteflykt och skatteundandragande. De medlemsstater inom unionen som erbjuder fördelaktiga skattearrangemang för skatteminimering bör hamna på EU:s svarta lista över skatteparadis.Vi står även bakom OECD:s BEPS-regler mot internationell skatteflykt och skatteundandragande samt EU:s DAC6-regler för obligatoriskt automatiskt informationsutbyte mellan nationella skattemyndigheter i syfte att komma åt skattefusk och skatteundandragande. Det pågår nu emellertid ett arbete inom OECD för global samsyn om företagsbeskattningen av den digitala ekonomin, som EU inte bör föregå.

Differentiated integration (A8-0402/2018 - Pascal Durand) SV

. – EU:s integrationsprocesser, som präglas av möjligheten till differentierad integration enligt fördragen, har gjort det möjligt för vissa medlemsländer att behålla viss rättslig kompetens inom olika sakpolitiska områden på nationell nivå. Även fast begreppet omfattar olika politiska och tekniska definitioner för i vilken fart ett medlemsland vill integreras in i EU, delar vi inte föredragandens uppfattning att inga så kallade ”opt-outs” ska vara möjliga i framtiden, som då skulle omfatta en fördragsändring. Därför ställer vi oss kritiska till en rad skrivningar i betänkandet. Vi anser att differentiering absolut inte bör tillåtas för medlemsstater vad gäller tillämpningen av EU:s grundläggande värderingar om demokrati, rättsstat och mänskliga rättigheter, som fastslås i artikel 2 i EU-fördraget. Men vi valde att lägga ner våra röster i betänkandet eftersom vi ställer oss kritiska till skrivningar om att i framtiden ta bort möjligheten helt för enskilda medlemsstater att begära undantagsklausuler vad gäller den ekonomiska eller sociala politiken.

European Social Fund Plus (ESF+) (A8-0461/2018 - Verónica Lope Fontagné) SV

. – Vi svenska socialdemokrater stödjer idén om en barngaranti inom ramen för Europeiska socialfonden. Det är en positiv prioritering att EU:s budget stödjer medlemsländernas satsningar på de allra mest utsatta i samhället. Vi kan dock inte stödja förslag som innebär en ökning av EU:s budget med anledning av ett stundande brexit som vi menar bör medföra nedskärningar i EU:s budget. Barngarantin bör genomföras inom en bantad långtidsbudget för EU.

Union’s authorisation procedure for pesticides (A8-0475/2018 - Norbert Lins, Bart Staes) SV

. – Vi socialdemokrater välkomnar att Europaparlamentet antagit ett starkt betänkande om unionens förfarande för godkännande av bekämpningsmedel. Det särskilda granskningsutskottet har utfört ett förtjänstfullt arbete och identifierat en rad aspekter som måste förbättras i EU:s nuvarande system. För oss är det viktigt att insynen i de ansvariga myndigheternas arbete stärks, så att godkännandet av bekämpningsmedel och verksamma ämnen vilar på solid vetenskaplig grund, utan otillbörligt inflytande från industrin. Försiktighetsprincipen ska tillämpas och bekämpningsmedel som har skadlig inverkan på människors hälsa, ekosystemen och miljön ska givetvis inte tillåtas. Därför ställer vi oss bakom betänkandets krav på att det befintliga tillståndet för glyfosat ska ses över. Vi hade velat se skarpare skrivningar på en rad punkter, men för att säkerställa att det progressiva betänkandet i sin helhet inte fälldes av konservativa ledamöter valde vår socialdemokratiska grupp att avstå i omröstningen av några enskilda ändringsförslag.

Gender equality and taxation policies in the EU (A8-0416/2018 - Marisa Matias, Ernest Urtasun) SV

. – Vi socialdemokrater valde att rösta för initiativbetänkandet rörande jämställdhet och skattepolitik i EU. EU-samarbetet är en mycket viktig plattform för att sprida god praxis mellan medlemsstaterna. Sverige har genom att helt förflytta sig till en individuell beskattning genomfört en mycket tydlig feministisk reform för att öka kvinnors frihet och självbestämmande. Något som inte alls är självklart i EU, då vi delar denna uppfattning tillsammans med endast ett annat medlemsland, Finland. Dock ställer vi oss kritiska till texten i punkt 32 – som emellertid inte antogs – om avskaffad enhällighet för medlemsstaterna i rådet när det gäller skattefrågorna. Även fortsättningsvis måste medlemsstaternas möjlighet att införa, och behålla, egna nationella skatteregler bibehållas och värnas. Den nationella skattesuveräniteten utgör nationell kompetens och bör så förbli.

. – Vi socialdemokrater anser att det är oerhört viktigt att vi gemensamt investerar i forskning och utveckling. Vi behöver såväl framstående grundforskning som framtidsinriktad tillämpad forskning som sker i nära samverkan mellan näringsliv och akademi. För framgångsrik forskning och nya innovationer krävs långsiktighet och samarbete. Då ges forskningen stabila förutsättningar att leverera goda resultat. Det nya forskningsprogrammet Horisont Europa fyller här en viktig funktion och genom stöd till banbrytande forskning och innovationer, kan samhällsutmaningar bemötas med nya lösningar som förändrar vår vardag i positiv riktning. Med detta som utgångspunkt valde vi att rösta för betänkandet om Horisont Europa.Vid omröstningen valde vi dock att avstå om ett ändringsförslag som handlar om att vissa enheter eller företag ska uteslutas från deltagande på grund av allvarliga kräkningar av internationell humanitär rätt och/eller grova kränkningar av de mänskliga rättigheterna. Vi socialdemokrater kan självklart ställa oss bakom andemeningen i ändringsförslaget men då texten är oerhört detaljerad och långtgående i visa avseenden valde vi att avstå i den omröstningen.

Vi beklagar dock att den för oss viktiga frågan om att tilldelning av EU:s medel måste ge likvärdiga möjligheter till industri i alla europeiska länder, oavsett grad av europeiskt ägande, inte fullt ut beaktas i betänkandet. Vi förväntar oss dock att skrivningarna förbättras i de kommande trepartsförhandlingarna mellan Europaparlamentet, ministerrådet och EU-kommissionen.

Coordination of social security systems (A8-0386/2018 - Guillaume Balas) SV

. – Vi svenska socialdemokrater stödjer förslaget om att gå till förhandling om revideringen av socialförsäkringskoordineringen. Detta särskilt då föredraganden Balas vill prioritera att bekämpa fusket med A1-intyg vilket är ett akut problem på arbetsmarknaden, särskilt i samband med utstationering. Det måste finnas ett bättre regelverk som tillgodoser att företag betalar sina sociala avgifter, så att arbetstagare inte riskerar att hamna utan skyddsnät i ett annat medlemsland. Nuvarande regelverk möjliggör osund konkurrens. I övrigt betonar vi behovet av att framöver hitta balanserade kompromisser i relation till rådet, bland annat gällande arbetslöshetsförsäkringen.

Establishing a Programme for the Environment and Climate Action (LIFE) (A8-0397/2018 - Gerben-Jan Gerbrandy) SV

. – Vi socialdemokrater välkomnar parlaments betänkande om Unionens program för miljö och klimatpolitik (Life). Life-programmet har alltsedan det inrättades år 1992 spelat en mycket viktig roll för miljö- och klimatåtgärder i EU. Vi stödjer betänkandets prioritering av åtgärder som stärker skyddet av naturen och den biologiska mångfalden samt övergången till en cirkulär ekonomi. Vi välkomnar särskilt att ändringsförslag från den socialdemokratiska gruppen antagits, då de på ett bra vis understryker vikten av att omställningen till det hållbara och klimatsmarta samhället görs på ett socialt rättvist sätt. Däremot beklagar vi att kammaren avslog föreslagna skrivningar om att i förvaltningen av ekosystem också inrymma åtgärder för stora rovdjur, vilket är en naturlig del i den balanserade svenska viltförvaltningen.

Accession of Samoa to the EU-Pacific States Interim Partnership Agreement (A8-0376/2018 - David Martin) SV

. – Vi och vår politiska grupp ställde oss bakom anslutningen till interimsavtalet om partnerskap, på grund av att Samoa annars skulle förlora sitt marknadstillträde för varor till EU:s marknad nu vid årsskiftet. Däremot anser vi att det är dåligt att avtalet inte innehåller något fullständigt hållbarhetskapitel och att det saknas en övervakningsmekanism som inkluderar civilsamhället. Därför står vi bakom rapportörens krav på att avtalsparterna, genom ett beslut i handelskommittén för avtalet om ekonomiskt partnerskap, snarast ska inleda förhandlingar för att inkludera ett fullfjädrat kapitel om handel och hållbar utveckling, som innehåller bestämmelser om en lämplig övervakningsmekanism för det civila samhället. Vi vill också betona att Samoa är med på EU:s lista över icke samarbetsvilliga jurisdiktioner, vilket kräver tydliga förbättringar på skatteområdet.

Interim report on the Multiannual Financial Framework 2021-2027 – Parliament's position with a view to an agreement (A8-0358/2018 - Jan Olbrycht, Isabelle Thomas, Janusz Lewandowski, Gérard Deprez) SV

. – Vi svenska Socialdemokrater valde att rösta emot interimsbetänkandet om den fleråriga budgetramen 2021–2027. Vi ser gärna satsningar på flertalet av de områden som betänkandet förordar – exempelvis ökade medel för att hantera de humanitära konsekvenserna av flyktingkrisen, konfliktförebyggande åtgärder och stärkt utvecklingspolitik, klimatinvesteringar, investeringar i forskning och innovation samt satsningar för att angripa arbetslösheten i Europa, särskilt bland unga.Som huvudregel anser vi emellertid att budgetrestriktivitet bör bejakas inför förhandlingarna om den långsiktiga budgetramen. När Storbritannien lämnar unionen försvinner en betydande finansiär. EU:s budget borde då minska med lika mycket. Det vore inte rimligt att de länder som betalar mest till EU:s budget blir stående med notan. Sverige är liksom Storbritannien en betydande nettobetalare till unionen. Därför behöver EU:s budget minska jämfört med idag, och utgiftstaket bör sättas till 1 procent av bruttonationalinkomsten.Vidare bör dagens system med medlemsstaternas BNI-avgifter till budgeten behållas intakt eftersom det främjar närhetsprincipen och demokratiskt ansvarsutkrävande. Därför ställer vi oss tveksamma till de förslag som presenteras om nya egna medel.Sammanfattningsvis kan vi inte stödja resolutionens avsikt att EU:s budgetram ska växa i omfattning. Följaktligen kan vi inte stödja betänkandet om den fleråriga budgetramen 2021–2027.

State aid rules: new categories of State aid (A8-0315/2018 - Sander Loones) SV

. – Vi svenska Socialdemokrater valde att rösta för resolutionen om nya kategorier av statligt stöd. Kommissionens förslag till ändring av EU:s bemyndigandeförordning för statligt stöd syftar till att förbättra samspelet mellan EU:s finansieringsprogram inom ramen för nästa långsiktiga budgetram, och reglerna om statligt stöd.Kommissionen föreslår två nya kategorier i bemyndigandeförordningen. Dels gäller det gruppundantag för medlemsstaternas finansiering som kanaliseras genom eller stöds av EU:s finansieringsinstrument eller budgetgarantier som förvaltas centralt av kommissionen, dels stöd för europeiskt territoriellt samarbete.Det behöver dock säkerställas att de nya kategorierna inte bidrar till att luckra upp EU:s generella regelverk för statligt stöd. EU-medel som administreras centralt av kommissionen, eller i samarbete med en medlemsstat, bör inte tillåtas bidra till att företag flyttar från en medlemsstat till en annan.Det kan snarare finnas fog för att skärpa delar av regelverket i syfte att främja konkurrens på lika villkor inom den inre marknaden. Frikostiga statliga subventioner, ekonomiska frizoner och social dumpning bör inte accepteras i detta sammanhang.Det finns därför skäl att följa effekterna av de nya reglerna och, om så erfordras, skärpa regelverket för statligt stöd i syfte att förhindra att företag flyttar från en medlemsstat till en annan.

. – Vi röstade för en skrivning om minimiinkomst för att parera vissa negativa konsekvenser, i ett betänkande från Europaparlamentets utvecklingsutskott om digitalisering för utveckling. Vi tolkar skrivningen som den står i den engelska originalversionen, dvs. minimum income security , och inte som den felaktiga svenska översättningen om garanterad minsta lön. Vi har framfört till Europaparlamentets administration att den svenska översättningen var felaktig.

Protection of the EU’s financial interests - Recovery of money and assets from third-countries in fraud cases (A8-0298/2018 - Cătălin Sorin Ivan) SV

. – Vi svenska socialdemokrater valde att rösta för Europaparlamentets initiativbetänkande om skyddet av EU:s ekonomiska intressen – Återvinning av pengar och tillgångar från tredjeländer i fall av bedrägeri.Betänkandet uppmärksammar det fortsatta problemet med förlorade EU-medel på grund av bedrägerier i samband med överföringar till tredjeländer. Det finns i dag inte några säkra uppgifter om hur mycket EU-medel som går förlorade årligen på grund av bedrägerier i samband med överföringar till tredjeländer, vilket i sig inte är acceptabelt. Effektiviteten avseende EU:s hantering av skattebetalarnas pengar måste säkerställas för hela EU:s budget, där andelen fel för 2017 fortfarande är för hög.Dock är vi principiellt emot införandet av en europeisk åklagare och anser inte att Sverige bör överlåta åklagarbehörighet till EU. Samtidigt måste arbetet mot korruption intensifieras, både i medlemsstaterna och på EU-nivå, med målet att minska antalet bedrägerier som begås mot EU:s budget. Vår utgångspunkt är att åklagarverksamhet även i framtiden, oavsett vilken typ av brottsbekämpning det handlar om, bör ligga inom medlemsstaternas ansvarsområde.

Charging of heavy goods vehicles for the use of certain infrastructures (A8-0202/2018 - Christine Revault d'Allonnes Bonnefoy) SV

. – Vi svenska socialdemokrater arbetar för ett progressivt miljö- och klimatarbete. Principen att användaren ska betala anser vi ska gälla för transportsektorn, där utsläppen måste minska för att vi ska nå miljö- och klimatmålen. Därför valde vi att rösta för betänkandet om avgifter på tunga godsfordon för användningen av vissa infrastrukturer. Dock röstade vi emot enskilda förslag om att tidsbaserade vägavgifter ska avskaffas helt och måste ersättas med avståndsbaserade vägtullar. Vi anser att det är viktigt att EUs medlemsländer uppnår de gemensamt uppsatta miljö- och klimatmålen, men då vår geografi och storlek på land ger oss olika förutsättningar anser vi det bäst att låta medlemsländerna själva bestämma vilket system, tids- eller avståndsbaserade vägavgifter, som passar bäst.

General budget of the European Union for 2019 - all sections (A8-0313/2018 - Daniele Viotti, Paul Rübig) SV

. – Vi svenska socialdemokrater valde att avstå i omröstningen om paketuppgörelserna i block 1, 3 och 4, röstade emot i block 2 samt avstod i omröstningen om budgetresolutionen för 2019.Flera poster i parlamentets budget har hög prioritet. Här finns välfungerande verksamheter med tydliga europeiska mervärden. Investeringar i forskning och utveckling inom Horisont 2020, och kampen mot ungdomsarbetslösheten inom ungdomssysselsättningsinitiativet hör till det bästa som görs i EU-samarbetet. Dessa program bör drabbas så lite som möjligt till följd av omdisponeringar till investeringsfonden Efsi.Vi ser gärna betydande satsningar på ett flertal program som budgetutskottet – och nu hela parlamentet – förespråkar. Som huvudregel anser vi emellertid att de satsningar som genomförs ska kompenseras genom lämpliga besparingar i lågprioriterade delar av EU:s budget.Exempelvis hade vi gärna sett omprioriteringar från jordbruksstödet till jämställdhetspolitiska satsningar och bistånd. Vi motsätter oss även neddragningen i faciliteten för flyktingar i Turkiet, som främst skulle drabba kvinnor och barn i en redan utsatt situation.Eftersom enskilda anslag i budgetprocessen generellt inte har prövats mot varandra i syfte att omdisponera medel till prioriterade områden, bidrar detta till att parlamentet kraftigt överskrider det fastlagda budgettaket för den fleråriga budgetramen. Således kan vi inte heller ställa oss bakom parlamentets förslag till budget för 2019.

Quality of water intended for human consumption (A8-0288/2018 - Michel Dantin) SV

. – För oss socialdemokrater är det en självklarhet att alla människor i samhället ska ha tillgång till rent dricksvatten. Därför är det bra att EU nu moderniserar detta regelverk. I alla EU-länder ska dricksvattnet vara lättillgängligt för alla och renat från farliga ämnen. Med dagens teknik har vi bättre möjligheter än förr att rena dricksvattnet. Därför måste EU nu skärpa gränsvärdena för den tillåtna halten kemikalier i vattnet, så att vattnet är säkert att dricka. Det är viktigt för människors hälsa. Samtidigt skiljer sig förhållandena och systemen för vattenförsörjning åt mellan EU-länderna, inte minst av geografiska skäl. Därför är det viktigt att EU-länderna ges ett mått av flexibilitet i genomförandet av reglerna.

The EU's input on a UN binding instrument on transnational corporations with respect to human rights (B8-0443/2018, B8-0472/2018, B8-0473/2018, B8-0474/2018) SV

. – Vi tycker att det är av största vikt att mänskliga rättigheter inte kränks genom multinationella företags verksamhet, och vi vill betona att företag har ett stort ansvar för att respektera mänskliga rättigheter.Vi vill dock upprepa att vi i nuläget tror att det är mer verksamt med fullständig implementering och bättre tillämpning av befintliga internationella regelverk och riktlinjer. Det är därför viktigt att arbetsgruppens verksamhet inte saktar ner genomförandet av de principer och riktlinjer som redan antagits inom ramen för FN och OECD. Vidare är det viktigt att alla medlemsstater tar fram en nationell handlingsplan samt har fungerande nationella kontaktpunkter för uppföljning av OECD:s riktlinjer för multinationella företag. Slutligen vill vi understryka vikten av att stater alltid lever upp till sin skyldighet att skydda enskilda individer mot att deras rättigheter överträds av tredje part, och att ett eventuellt nytt FN-instrument bör vara utformat i linje med FN:s vägledande principer för företag och mänskliga rättigheter.Mot bakgrund av de frågetecken som finns kring de praktiska och rättsliga effekterna av ett nytt bindande FN-instrument är det viktigt att parlamentet tar upp ämnet till diskussion och att de svårigheter som siktas av EU:s medlemsstater tydliggörs.

Provision of audiovisual media services (A8-0192/2017 - Sabine Verheyen, Petra Kammerevert) SV

. – Vi svenska socialdemokrater valde att lägga ner våra röster i omröstningen om översynen av direktivet för audiovisuella medietjänster. Vi är besvikna över att lagstiftningen inte skärptes när det gäller alkoholreklam. Vi har från början drivit att direktivet ska omfatta inte bara alkoholdrycker utan även alkoholprodukter. Vi anser vidare att det inte ska vara möjligt att komma undan nationella förbud mot alkoholreklam genom att sända från ett annat medlemsland.Vi är också kritiska till kravet om 30 % europeiskt innehåll. Vi vill gärna stödja europeisk kultur, men det ska ske genom främjande insatser (såsom Creative Europe -programmet), inte genom tvingade lagstiftning. Samtidigt är det viktigt att direktivet breddas för att omfatta även ”video on demand”-plattformar. Vi ska inte ha snedvriden konkurrens på den inre marknaden. Det är även positivt att barn kommer att skyddas på ett bättre sätt när barnprogram tas in på plattformar i likhet med det skydd som funnits för barnprogram på linjär tv.

Transparent and accountable management of natural resources in developing countries: the case of forests (A8-0249/2018 - Heidi Hautala) SV

. – Vi tycker det är viktigt att alla politikområden samverkar för att nå en hållbar utveckling i världen, och uppskattar därför att utvecklingsutskottets betänkande presenterar en stor mängd olika idéer för hur detta kan förbättras med utgångspunkt i betydelsen av skogar med biologisk mångfald. Utan bättre samstämmighet och synergier mellan EU:s olika politikområden kommer vi inte uppnå de globala hållbarhetsmålen i Agenda 2030 och målen från klimatöverenskommelsen i Paris.På grund av rösttekniska skäl fick vi dock inte möjlighet att rösta om vissa separata skrivningar i betänkandet, trots att dessa medför potentiellt negativa implikationer för en hållbar bioekonomi och dess stora potential i EU:s klimatarbete. Därför kunde vi inte stödja betänkandet i dess helhet.Gällande skrivningarna om förhandlingarna om ett nytt bindande FN-instrument för transnationella företag vill vi betona vikten av implementering av de vägledande principerna från FN för företag och mänskliga rättigheter samt att stater inte heller ska kunna kringgå sitt ansvar för de mänskliga rättigheterna.

Copyright in the Digital Single Market (A8-0245/2018 - Axel Voss) SV

. – Vi valde att rösta emot rättsutskottets mandat till trepartsförhandlingar om förslaget till nytt upphovsrättsdirektiv eftersom vi anser att förslaget behöver en mer öppen och transparent debatt där hela kammaren får ta ställning, framförallt i ljuset av motstridiga argument från olika håll.Upphovsrätten måste reformeras och värnas i vårt digitala landskap. Artister och andra skapare måste få betalt för sina verk och värdegap måste hanteras genom fler avtalslicenser. Åtgärderna i artikel 13 måste dock vara proportionerliga och välbalanserade med allmänhetens andra intressen och grundläggande fri- och rättigheter. Det är viktigt att bevara internets karaktär av öppenhet. Förslaget om obligatoriska övervakningsfilter från tredje part på digitala plattformar är rättsosäkert och riskerar att hämma yttrandefriheten och digital innovation.Vi är även kritiska till artikel 11 om att ge tidningsutgivare ensamrätt inom upphovsrätten. Vi menar att det vore att fjärma sig från kärnan i de regler som idag styr skyddet av litterära och konstnärliga verk, den så kallade Bernkonventionen och skulle riskera att leda till ökad mediekoncentration inom mediebranschen. Men dagens snedvridna konkurrens på den digitala marknaden mellan svenska och europeiska mediebolag och amerikanska digitala jättar, är något vi lagstiftare behöver titta närmare på. Dock inom ramen för EU:s konkurrenspolitik, inte upphovsrätten.

2019 budget - Trilogue mandate (A8-0247/2018 - Daniele Viotti) SV

. – Vi svenska socialdemokrater valde att avstå i omröstningen om mandatet för trepartsmötet om förslaget till budget för 2019.Vi ser gärna satsningar på flertalet av de områden som resolutionen förordar. Vi kan se fördelarna med lanseringen av DiscoverEU och utdelningen av gratis interrailkort till 18-åriga européer – exempelvis främjandet av rörlighet i utbildningssyfte, och att ungdomar reser miljövänligt när de upptäcker Europa. Vi hade dock gärna sett att satsningen haft en tydlig strategi för att motverka social snedrekrytering.Vidare ser vi att EU i och med Brexit möter nya utmaningar när det gäller finansieringen av nästa långtidsbudget för 2021–2027. När ett land lämnar, bör principen om att budgeten minskar med lika mycket gälla. Nya projekt är i ett sådant läge svåra att motivera inför de europeiska väljarna.Betänkandet slår fast att EU:s budget har varit underfinansierad under nuvarande budgetperiod, och att nya projekt ska finansieras med nya medel i stället för omprioriteringar inom budgeten. Det är en princip vi svenska socialdemokrater inte kan ställa oss bakom, och vi förordar som regel just omdisponeringar inom EU:s budget vid nya satsningar. Således kan vi inte heller ställa oss bakom Europaparlamentets resolution om mandatet för trepartsmöte om EU:s budget för 2019.

73rd Session of the UN General Assembly (A8-0230/2018 - Eugen Freund) SV

. – Vi röstade för betänkandet om FN:s generalförsamlings 73:e session, eftersom vi tycker det innehåller önskemål om ett starkare, mer öppet och mer jämställt FN. Det är av största vikt att FN hanterar kriser bättre, främjar utveckling och jämställdhet, samt värnar folkrätten och mänskliga rättigheter.Vi stödjer skrivningar om ett mer transparent FN där ansvar kan utkrävas. Vi tycker att säkerhetsrådet borde reformeras och bättre reflektera världen som den ser ut idag. Vi uppskattar fokus på förebyggande arbete och medling, agendan för kvinnor, fred och säkerhet och ökad jämställdhet.Vi röstade för hela paragrafen om Västsahara, inklusive att FN-uppdraget MINURSO borde få ett mandat för mänskliga rättigheter.Vi röstade för en skrivning om att alla FN:s medlemsstater borde stödja ett förbud mot kärnvapen, eftersom ett sådant gemensamt scenario vore i linje med vårt engagemang för nedrustning och icke-spridning. Gällande Sveriges eventuella tillträde till den framförhandlade konventionen vill vi understryka att vi avvaktar utredningen som analyserar dess innebörd och konsekvenserna av ett svenskt tillträde. Även frågan om autonoma vapen är komplex och kräver analys.Vi tror också att implementering av de viktiga vägledande principerna från FN för företag och mänskliga rättigheter i nuläget är mer effektivt än en ny konvention på området.

. – Vi röstade för resolutionen om partnerskapsavtalet mellan EU, Europeiska atomenergigemenskapen och Armenien. De två ändringsförslagen täcktes redan in i resolutionen, eftersom den redan innehåller en hänvisning till en text som bland annat understryker att Turkiet borde erkänna folkmordet på armenier och på så sätt bana väg för en verklig försoning.

Violation of rights of indigenous peoples in the world (A8-0194/2018 - Francisco Assis) SV

. – Vi svenska socialdemokrater i Europaparlament röstade för betänkandet om kränkningar av urbefolkningarnas rättigheter i världen, inklusive markrofferi. Landstölder som drabbar ursprungsinvånare är idag ett stort problem i främst Latinamerika och Afrika, som får allvarliga följder ur ett människorättsperspektiv.Betänkandet innehåller en sektion om företag och mänskliga rättigheter. Inom detta område vill vi betona betydelsen av de enhälligt antagna FN:s vägledande principer för företag och mänskliga rättigheter och understryka vikten av att stater utvecklar nationella handlingsplaner för att implementera dessa. Vi tror att implementering av existerande konventioner och riktlinjer i nuläget är mer effektivt, och vi vill också betona uppföljningsmekanismer såsom hållbarhetsrapportering. Gällande företag och mänskliga rättigheter vill vi understryka betydelsen av möjlighet till prövning i nationell domstol och välfungerande nationella kontaktpunkter, detta eftersom det finns en oro för att ny extraterritoriell lagstiftning skulle kunna få oförutsägbara effekter om andra länder med mer problematisk lagstiftning skulle följa samma ansats.

. – Vi svenska socialdemokrater i Europaparlamentet avstod i slutomröstningen om betänkandet om förbindelserna EU–Nato. Vi ser värdet av det transatlantiska samarbetet för Europas säkerhet och är för ett fördjupat samarbete mellan organisationerna, som är komplementärt och respekterar de båda organisationernas mandat och beslutsfattande. Tyvärr berör betänkandet delvis interna frågor för Nato, vilket gjorde att vi inte kunde ställa oss bakom det.

. – Vi svenska socialdemokrater i Europaparlamentet avstod i slutomröstningen om betänkandet om it-försvar. Vi välkomnar ökat samarbete på området it-försvar men motsätter oss de delar av betänkandet som förespråkar en framtida gemensam försvarsunion. Vi vänder oss även emot kraven på ökningar inom EU:s fleråriga budgetram. Vi vill istället se omfördelningar inom budgetramen när särskilda satsningar ska göras, särskilt i samband med brexit och att en stor finansiär lämnar unionen.

Gender equality and women's empowerment: transforming the lives of girls and women through EU external relations 2016-2020 (A8-0167/2018 - Linda McAvan, Dubravka Šuica) SV

. – Vi svenska socialdemokrater röstade för betänkandet om flickors och kvinnors egenmakt med hjälp av EU:s yttre förbindelser. I en tid när flickors och kvinnors rätt till självbestämmande och rätten att bestämma över sin egen kropp är hotad av konservativa och reaktionära krafter måste vi stå upp för jämställdhet.Vi ställer oss positiva till att EU som global aktör prioriterar jämställdhet genom sina yttre förbindelser. Ett arbete som vår socialdemokratiska nationella regering redan har påbörjat. Tillgång till familjeplanering, mödravård och säkra och legala aborter är viktiga insatser för att stärka flickors och kvinnors rätt till självbestämmande och rätten att bestämma över sina egna kroppar. Vi fördömer Förenta staternas återinrättande av Mexico City-strategin.Vi kan emellertid inte ställa oss bakom skrivningarna om EU:s utvecklingsbistånd. Det är av hög prioritet att EU genom sina yttre förbindelser tydligt prioriterar flickors och kvinnors tillgång till sexuell och reproduktiv hälsa. Det kan dock inte ske med effekten att öka EU:s budget, utan måste ske genom att tydligt prioritera jämställdhet inom ramen för nuvarande budget.

Responding to petitions on tackling precariousness and the abusive use of fixed-term contracts (B8-0238/2018) SV

. – Vi ser allvarligt på den utbredda förekomsten av otrygga anställningar och missbruket av visstidskontrakt runtom i Europa; arbetstagare har rätt till säkra anställningsförhållanden och en trygg livssituation. Europaparlamentets utskott för sysselsättning och sociala frågor bedriver ett mycket viktigt arbete för att stärka arbetstagares rättigheter på arbetsmarknaden. Utskottet för framställningar gör ett viktigt arbete, men genomgripande tycker vi att det främst ska vara utskott för sysselsättning och sociala frågor som ska handha ärenden som behandlar just sådana frågor. . – Vi svenska socialdemokrater valde att rösta emot Europaparlamentets icke-bindande resolution om kommissionens förslag till EU:s nästa långtidsbudget (åren 2021 – 2027).Vi ser gärna satsningar på flertalet av de områden som resolutionen förordar – exempelvis ökade medel för att hantera de humanitära konsekvenserna av flyktingkrisen, konfliktförebyggande åtgärder och stärkt utvecklingspolitik, klimatinvesteringar, investeringar i forskning och innovation, samt satsningar för att angripa den höga arbetslösheten i Europa, särskilt bland unga.Vi välkomnar även de neddragningar som kommissionen presenterat för jordbrukspolitiken och sammanhållningspolitiken. Likväl täcker dessa besparingar inte upp för de medel som försvinner när Storbritannien lämnar. Vi ser också positivt på möjligheten att hålla inne betalningar när medlemsländer inte respekterar EU:s fundamentala värden och brister upptäcks gällande rättsstatliga principer.Vi kan emellertid inte ställa oss bakom kommissionens förslag till ny långtidsbudget. När en stor finansiär som Storbritannien lämnar unionen borde EU:s budget rimligen minska med lika mycket.Följaktligen kan vi heller inte ställa oss bakom Europaparlamentets resolution om EU:s långtidsbudget som förordar en långt mer expansiv EU-budget än kommissionens förslag.

. – Vi stödjer betänkandets budskap att konflikten i Libyen endast kan lösas genom en konsekvent, övergripande och inkluderande strategi som omfattar alla internationella aktörer och berörda parter, och genom libyskt egenansvar för och deltagande i fredsprocessen. Det finns ingen militär lösning, och för närvarande utgör den libyska politiska överenskommelsen och FN:s handlingsplan för Libyen den enda möjliga ramen för att nå en lösning på krisen. Vi anser att det är av största vikt att EU:s agerande förblir rättighetsbaserat, trovärdigt och långsiktigt.Däremot tyckte vi det fanns problematiska skrivningar i betänkandet som inte var tillräckligt tuffa eller tydliga gällande våra krav på den libyska kustbevakningen inom ramen för samarbetet med EU, vilket är särskilt viktigt givet de rapporter vi hört om de grova övergrepp och de kränkningar av mänskliga rättigheter som begåtts. Vidare var språket inte tillräckligt skarpt gällande de förvar i vilka migranter hålls instängda under omänskliga och vidriga förhållanden. Eftersom delar av betänkandet hade krävt betydligt mer samarbete med Europaparlamentets LIBE-utskott, som behandlar migrationspolitiken, kunde vi inte stödja betänkandet i helhet.

Annual report on the implementation of the Common Commercial Policy (A8-0166/2018 - Tokia Saïfi) SV

. – Vi röstade för betänkandet som utvärderar genomförandet av EU:s gemensamma handelspolitik. Vi tycker det är bra att betänkandet uttrycker oro för uppkomsten av protektionistiska tendenser inom handeln världen över, ger stöd för ett öppet, hållbart och regelbaserat handelssystem samt noterar att EU-medborgarna tycker det är allt viktigare att EU främjar en värdebaserad handelsagenda. Som betänkandet understryker är det viktigt att maximera fördelarna och minimera nackdelarna som kan uppstå när handel liberaliseras.Vi röstade för ett ändringsförslag som noterade USA:s omställning i handelspolitiken, men stödde samtidigt ytterligare förslag som skulle tona ner språket i det ändringsförslaget. För att kompromissa röstade vi för vår politiska grupps två nyckelpunkter, även om vi tror att det i första hand är viktigast att implementera de konventioner och riktlinjer som finns. Vi avstod gällande ändringsförslaget om allmän obligatorisk spårbarhet, eftersom det kan vara praktiskt mycket svårt att införa. Vissa problem kan adresseras bättre genom ökad samstämmighet från andra politikområden, och i nuläget kan det ge mer effekt att införa åtgärder i särskilda branscher och satsa på stärkta uppföljningsmekanismer såsom hållbarhetsrapportering. Vidare är vi skeptiska till vissa skrivningar under rubriken ömsesidighet, eftersom vi tycker det är viktigt att EU står för en aktiv och öppen handelspolitik.

Optimisation of the value chain in the EU fishing sector (A8-0163/2018 - Clara Eugenia Aguilera García) SV

. – Med röstsiffrorna 604 mot 39 har Europaparlamentet antagit ett initiativbetänkande om optimering av värdekedjan i fiskenäringen i EU. Vi socialdemokrater valde att rösta för initiativbetänkandet, då vi anser att betänkandet identifierar många förbättringsområden och konkreta åtgärder som behövs för att förbättra värdekedjan och för att låsa upp potentialen för en dynamisk, attraktiv och hållbar fiskenäring i EU. Exempel på detta är bland annat uppmaningen till kommissionen och medlemsstaterna att integrera jämställdhetsperspektivet i fiskeripolitiken, i syfte att synliggöra den viktiga roll som kvinnorna spelar i EU:s fiskerinäring och därmed stärka deras ställning. Betänkandet innehåller också positiva skrivningar i syfte att göra EU:s fiskerinäring mer hållbar ur ett miljömässigt och socioekonomiskt perspektiv.Vi beklagar dock inkluderandet av skrivningar som bland annat tar sikte på prisregleringar inom fisket, liksom uppmaningen att inrätta särskilda finansiella instrument inom EU. Av rösttekniska skäl var det emellertid omöjligt att rösta bort dessa enskilda element ur betänkandet.

. – Vi svenska socialdemokrater röstade för betänkandet om mediernas mångfald och frihet i Europeiska unionen. I en tid när mediefriheten är hotad på flera håll i Europa och journalister kränks måste vi stå upp för pressfrihet.Punkt 35 i betänkandet berör rätten att bli glömd, och betonar rätten för varje individ att få innehåll som ”kan skada individens värdighet” borttaget från sociala medier och sökmotorer.Vi är kritiska till denna skrivning som inte är i överensstämmelse med gällande lagstiftning och rättspraxis för sökmotorer, där borttagning av sökresultat kan ske efter en intresseavvägning mellan individers rätt till privatliv och allmänhetens rätt till information.Möjligheten att få sökresultat borttagna kan stärka skyddet exempelvis för personer som utsatts för kränkande behandling, men en exklusiv och automatisk rätt att få sökresultat borttagna skulle ingripa negativt på yttrande- och pressfriheten och försvåra granskning av makthavare.

. – Vi svenska socialdemokrater valde att lägga ner vår röst vid omröstningen om ekologisk produktion och märkning av ekologiska produkter. För oss är det viktigt att främja ekologisk produktion i EU och vi välkomnade därför revideringen av lagstiftningen. Den trialogsöverenskommelse som vi röstade om innehåller vissa delar som vi anser kan bidra till detta, exempelvis vissa förbättringar av djurskyddet, uppdaterade krav och villkor för användning av bekämpningsmedel, uppdaterade regler för nya produkter, krav på samma standarder för importerade ekologiska produkter, bättre möjligheter för mindre jordbrukare att odla ekologiskt. Trots detta kunde vi inte stödja överenskommelsen eftersom det svenska undantaget från att odla i öppen mark endast är giltigt under de första tio åren efter lagstiftningens ikraftträdande. Det tycker inte vi är en tillräckligt långsiktig lösning för att främja den ekologiska produktionen även i Sverige. Trots vårt klimat har vi skapat en marknad för ekologisk odling som växer genom innovativa stängda bäddar och växthus. Vi svenska socialdemokrater kommer fortsätta arbetet med ett bättre, mer klimatsmart och hållbart jordbruk i Sverige och EU.

Protection of investigative journalists in Europe: the case of Slovak journalist Ján Kuciak and Martina Kušnírová (B8-0186/2018) SV

. – Vi valde att rösta för resolutionen eftersom den väl betonar den problematiska utvecklingen av hot och våld mot journalister i EU. Det är bra att EU granskar behandlingen av journalister i unionen, men vi vill vara återhållsamma med projekt som kräver finansiering från EU. Därför ställer vi oss frågande till behovet av punkt 9 i resolutionen, det vill säga uppmaningen till kommissionen att skapa ett särskilt instrument för finansiellt stöd till fristående grävande journalistik. Det är väldigt viktigt att EU tar frågan om journalisters situation på allvar, eftersom det i grund och botten är en demokratifråga. Medlemsländerna bör uppmanas och inspireras till att värna om sina medier och sin pressfrihet, men fortsätta att ha huvudansvaret för finansiellt stöd nationellt.

. – Vi svenska socialdemokrater röstade för resolutionen, eftersom vi uppskattar initiativet taget av vår partigrupp i Europaparlamentet. Vi håller med om att ett välmående civilsamhälle och lokala organisationer är oerhört viktiga för demokratin. Det är bra att värderings- och demokratifrågor diskuteras på EU-nivå, eftersom de är grundstenar i samarbetet. Däremot tycker vi att stöd till de organisationerna bör ske på lokal nivå, och vill inte se en ökning av EU-budgeten för att finansiera ett nytt initiativ.

Implementation of the Development Cooperation Instrument, the Humanitarian Aid Instrument and the European Development Fund (A8-0118/2018 - Enrique Guerrero Salom) SV

. – Vi svenska socialdemokrater röstade för Europaparlamentets utvecklingsutskotts betänkande om genomförandet av instrumentet för utvecklingssamarbete, instrumentet för humanitärt bistånd och Europeiska utvecklingsfonden. EU och dess medlemsstater är de största givarna av officiellt utvecklingsbistånd, och EU:s fördrag fastställer tydligt att minskningen, och på lång sikt utrotandet, av fattigdom är de viktigaste målen för unionens politik för utvecklingssamarbete. Det är därför av största vikt att våra tillgängliga finansieringsverktyg fungerar väl samt överensstämmer med en ansvarsfull biståndspolitik med fattigdomsbekämpning i fokus. Betänkandet bidrar genom att granska EU:s instrument och lägga fram en mängd rekommendationer både inom ramen för den nuvarande budgetramen och inför framtiden. I relation till betänkandets skrivningar om utökade sammanlagda anslag samt en proportionerlig ökning av det avtalade taket för EU:s budget för nästa fleråriga budgetram vill vi åter betona vår budgetrestriktiva hållning, även om vi instämmer i att utvecklingssamarbete och bistånd är viktiga prioriteringar som givetvis måste värnas.

Recital 17
(17) A pre-condition for granting the Union’s macro-financial assistance (MFA) should be that Ukraine fulfills the conditions attached to past and future MFA programmes, notably the fight against corruption and the establishment of an independent anti-corruption court in line with the recommendations from the Venice Commission, respects effective democratic mechanisms – including a multi-party parliamentary system – and the rule of law, and guarantees respect for human rights. In addition, the specific objectives of the Union’s macro-financial assistance should strengthen the efficiency, transparency and accountability of the public finance management systems in Ukraine and should promote structural reforms aimed at supporting sustainable and inclusive growth, poverty reduction of the large part of the population, employment creation, reduction of shadow economy and of illegal employment creation and fiscal consolidation. Both the fulfillment of the preconditions and the achievement of those objectives should be regularly monitored by the Commission and the European External Action Service throughout the period of the MFA programme. The Commission is expected to present the Memorandum of Understanding (MoU) to the European Parliament as soon as possible and, in any case, prior to the disbursal of the first tranche of the macro-financial assistance.
