1. Urges the Commission and the EEAS to take practical steps to ensure greater coherence and consistency between EU external and internal policies, in line with the commitments set out notably in the Communication on an Action Plan Implementing the Stockholm Programme; calls therefore on the High Representative of the Union for Foreign Affairs and Security Policy/Vice President of the Commission (HR/VP), the Council and the Commission to strengthen the existing coordination mechanisms between the services and agencies in the area of Freedom, Security and Justice (FSJ) on the one side, and the European External Action Service (EEAS), including missions and operations under the Common Security and Defence Policy (CSDP) on the other side, taking advantage in particular of the new capabilities of the EU Situation Centre in order to provide common, effective, strategic analyses, threat assessments (internal and external) and timely information to all actors involved; takes the view that fruitful coordination among both the Internal Security Strategy and the European Security Strategy encompasses effective articulation between services, bodies, regional and thematic desks in a transversal way to the relevant Commission and EEAS services for it to be effective and coherent in light of FSJ and CFSP policies;
