Amendment 14 # Dominique MARTIN, Joëlle MÉLIN Draft opinion Paragraph 1 a (new) 1a. Expresses its concern about the traceability of the funds devoted to social action procedures for these marginalised groups; observes that the abuses which have recently been identified in Italy under the name ‘Mafia Capitale’, where the chain of subsidies has been diverted by associations supported by the city, demonstrate the possible dimensions that corruption may attain; Amendment 15 # Renate WEBER, Marian HARKIN Draft opinion Paragraph 1 a (new) 1a. Considering that the recent economic and financial crisis has hit in particular the marginalised groups, such as migrants and minorities, recalls that education and employment is the best way out of poverty and thereby integrating the marginalised communities into labour market should be a priority. Highlights the need for a dual approach when working towards helping and integrating the marginalised groups: directly with those affected by providing education, including education facilities, training, counselling and job opportunities; and with the local community and authorities in order to improve and / or change the public perception by raising awareness of the effects of prejudice, improving public services and adapt social systems. Amendment 16 # Terry REINTKE Draft opinion Paragraph 1 a (new) 1a. Stresses that particular attention should be paid to ensure that EU funds never contribute in any way to segregation; calls on the Commission to monitor closely whether the principle of non-discrimination and related legislation is respected and supports the Commission to start infringement procedures against Member States that transgress the Racial Equality Directive 2000/43/EC; Amendment 17 # Georgi PIRINSKI, Vilija BLINKEVIČIŪTĖ, Miapetra KUMPULA-NATRI Draft opinion Paragraph 1 a (new) 1a. Calls on the Commission to offer technical support needed to improve the administrative capacities of bodies involved in the administration of the Structural Funds, and calls on the Member States to provide advice and administrative assistance, e.g. by organising training and by helping with aid applications and explications, to make it easier for marginalised communities such as Roma, to obtain information concerning European and national funding programmes in support of entrepreneurship and employment and to submit the relevant applications; Amendment 18 # Sofia RIBEIRO Draft opinion Paragraph 1 a (new) 1a. Notes that Roma people, who are Europe's largest ethnic minority and among the most marginalised communities in the EU, suffer from poorer health than the rest of the population, and gives a fair warning that, according to UNDP survey data, approximately 20 per cent of Roma people are not covered by medical insurance or do not know if they are covered, and that about 15 per cent of Roma children under the age of 14 are not vaccinated compared to 4 per cent of children from non-Roma households; calls on the Member States to improve and consequently pursue the provision of tailored health information materials and disease prevention strategies as well as community initiatives to enhance health engagement in Roma communities; Amendment 25 # Georgi PIRINSKI, Vilija BLINKEVIČIŪTĖ Draft opinion Paragraph 1 d (new) 1d. Calls on the Member States to take into account the multidimensional and territorial aspects of poverty, to mobilise sufficient budgetary resources from national budget and EU programmes through the use of Community-Led Local Development, Joint Action Plans, Integrated Territorial Investments and Integrated Operations in order to carry out the objectives identified in their NRIS, to develop integrated multi-sectorial and multi-fund programmes targeting the most deprived micro-regions; Amendment 27 # Terry REINTKE Draft opinion Paragraph 2 2. Draws the attention of Member States and the Commission to the fact that after 2020, even though there will be fewer and fewer people of working age, active inclusion policies will nonetheless be needed for these people and there will be ever greater competition for jobs, while the private sector will provide fewer and fewer jobs for those who are currently relatively low-skilled, which will require a new approach and not only long-term strategies but also short-term measures, such as forms of income support to prevent social exclusion of the most vulnerable groups, to facilitate relations between school, university and undertakings and to prevent permanent unemployment and a lasting increase in it, inter alia because of the high level of youth unemployment; Amendment 33 # Renate WEBER, Marian HARKIN, Martina DLABAJOVÁ Draft opinion Paragraph 2 2. Draws the attention of Member States and the Commission to the fact that after 2020, even though there will be fewer and fewer people of working age, there will be ever greater competition for jobs, while the private sector will provide fewer and fewer jobs for those who are currently relatively low-skilled, which will require a new approach and not only long-term strategies but also short-term measures, to prevent permanent unemployment and a lasting increase in it; In this context recalls the need for vocational training and basic skills developing for people with low skills or no qualifications based not on a "one-size- fits-all" policy solutions, but on tailored policy recommendations, contingent on the region's existing knowledge assets. Emphasizes the public–private policy- learning agenda as a consequence of partnerships between civil society organizations and local authorities, capitalizing on the results/outcome indicators, ongoing monitoring and evaluation, combined with pilots, policy experiments and test cases. Points to the necessity of a policy-design framework which considers the potential innovation and entrepreneurial opportunities associated with the region's existing characteristics, its realistic diversification potential so as to design appropriate strategy interventions on the basis of these features and intended outcomes; and thus prevent the risk of over qualification or skills training which in certain regions can induce a non- desired aspect of outflow of population towards more developed regions where these skills are required. Recalls that 30 million people are currently unemployed in Europe and that no Member State has yet taken the urgent measures which are required, in the form of reducing the social security contributions payable by SMEs (which in France provide 97% of employment); Amendment 35 # Ádám KÓSA Draft opinion Paragraph 2 a (new) 2a. Draws the Commission’s attention to the fact that, even in certain of the most affluent Member States (e.g. Denmark or Luxembourg), long-term unemployment is increasing alarmingly (in the European Union, nearly 12 million people are classified as long-term unemployed, which is 5% of the workforce, and 59% of them have gone for two years without finding work), and at the same time calls on the Commission, in cooperation with Member States, to seek practical, bridging employment solutions for particularly low-skilled and unskilled workers and/or to help them find work again; Amendment 36 # Terry REINTKE Draft opinion Paragraph 2 a (new) 2a. Recalls that the services sector does not represent an adequate source of employment, except in the case of tourism, but that numerous alternatives exist, particularly a renewed emphasis on the primary sector, which should be accompanied by an economic development model which is more sustainable and less based on profit; Amendment 47 # Ádám KÓSA Draft opinion Paragraph 3 a (new) 3a. Draws the Commission’s attention to the fact that greater efforts are needed to ensure that the positive impact of technological innovations on the labour market genuinely makes itself felt and at the same time that more support needs to be provided to the Member States to prepare their education and training systems for making future relatively disadvantaged workers more able to acquire more complex, flexible and competitive knowledge in order to raise the employment level; Amendment 48 # Danuta JAZŁOWIECKA Draft opinion Paragraph 3 b (new) 3b. Draws particular attention to the need for action to be taken aiming at the full integration of migrants, with regard to the legalisation of employment, language qualifications, and boosting their professional qualifications; points out, at the same time, that, as a group, immigrants are the most at risk of losing their jobs when there is turbulence on the labour markets; Amendment 49 # Ádám KÓSA Draft opinion Paragraph 3 b (new) 3b. Calls on the European Institutions in future to devote more attention to drawing up labour market forecasts which also take into account innovative, more advanced technologies, one point of departure for which could be the new research project launched by the European Parliament2a, and also encourages the Commission to have similar research conducted; __________________ 2aThe project on ‘The Impact of Digitalisation on the labour market’ was adopted by the STOA Panel and Bureau meetings on 30 April 2015. Amendment 5 # Terry REINTKE Draft opinion Paragraph -1 a (new) -1a. Notes with concern that members of marginalised communities are frequently socially excluded, suffer discrimination and consequently face barriers accessing high-quality education, rights-based quality employment, health care, transportation, information and services in general, which poses a complex problem that needs to be properly addressed through the complementary use of structural funds; in line with this, emphasises the need of making special efforts regarding already existing EU programmes, such as the Youth Employment Initiative, Erasmus+, and Creative Europe to reach out to members of marginalised communities, accompanied by regular monitoring of the success of the outreach of the programmes, in order to break the cycle of poverty and marginalisation. Amendment 50 # Jérôme LAVRILLEUX Draft opinion Paragraph 4 4. Calls on Member States, while budgeting prudently and ensuring macroeconomic balance, to provide more funding and to take effective, focused measures to ensure that disparities in development within geographical regions, both rural and urban, are not passed on in the form of social inequalities and inequalities of opportunity which already manifest themselves at the free primary and secondary education levels; nor should this be allowed to happen at later stages either.
