Amendment 13 #
Draft opinion Paragraph 4 a (new) 4 a. Welcomes, in the context of the disruption caused by the UK’s withdrawal from the EU, the goal of fostering short- sea shipping links in the Atlantic to better integrate Ireland;

Amendment 15 #
Draft opinion Paragraph 5 5. Notes that, if the strategy is to be truly effective, the role of the regions must be strengthened, and above all that of the outermost regions, in particular because they are home to a significant proportion of European biodiversity, and that their insularity and remoteness must be taken into account with a view to putting them on an equal footing with the rest of Europe;
Amendment 16 #
Draft opinion Paragraph 5 5. Notes that, if the strategy is to be truly effective, the role of the regions must be strengthened, and above all that of the outermost regions, in particular because they are home to a significant proportion of European biodiversity, but also because these regions are greatly dependent of blue economy for their social and economic sustainability;
Amendment 17 #
Draft opinion Paragraph 5 5. Notes that, if the strategy is to be truly effective, the role of the regions and local authorities must be strengthened, and above all that of the outermost regions, in particular because they are home to a significant proportion of European biodiversity;
Amendment 18 #

Amendment 2 #
Draft opinion Paragraph 1 1. Calls on the Commission to review the current text and
Amendment 20 #
Draft opinion Paragraph 6 6. Believes that the Atlantic Strategy should incorporate links with the Farm to Fork Strategy and the Biodiversity Strategy, in order to guarantee synergy between these initiatives; The fisheries and aquaculture sectors play a key role providing healthy food with reduced carbon foot print, and the interconnection of the Atlantic Strategy with both strategies is essential;
Amendment 21 #
Draft opinion Paragraph 6 6. Believes that the Atlantic Strategy
Amendment 22 #
Draft opinion Paragraph 6 a (new) 6 a. Stresses that climate change is increasingly altering the distribution, productivity and species composition of the entire marine life chain, generation complex and inter-related impacts on oceans, estuaries and sea grass beds that provide habitats and nursery areas for fish. Scientists suggest that the most notable effect of climate change will be the poleward expansion of marine species. In line with the 2015 Paris Climate Agreement , the 2.0 strategy should focus on the need for effective and progressive transatlantic responses to climate change, through mitigation and adaptation measures, particularly to tackle the novel challenges for fisheries management and supply chain;
Amendment 23 #
Draft opinion Paragraph 6 a (new) 6 a. Welcomes the positive environmental elements of the Atlantic Strategy, including the creation of a network of green ports, focus on renewable energy development and coastal protection measures;
Amendment 24 #
Draft opinion Paragraph 6 b (new) 6 b. Recalls that fisheries has been a central plank in the economies on both sides of the Atlantic, making it fundamental to make joint progress on sustainable fisheries and trade policies that help combat illegal, unregulated and unreported (IUU) fishing, level the playing field for operators and prevent market access to unsustainably-sourced seafood products;
Amendment 25 #
Draft opinion Paragraph 6 b (new) 6 b. Welcomes the reference in the Action Plan to the mapping and preservation of coastal wetlands as part of Goal 6 “Stronger coastal resilience”; calls on the European Commission that these areas have effective management plans;
Amendment 26 #
Draft opinion Paragraph 6 c (new) 6 c. Recalls, in that regard, that Marine Protected Areas not only protect marine ecosystems but also play a role in climate mitigation and adaptation and contributing to healthy and resilient oceans; reiterates the call of the Commission, in its 2030 biodiversity strategy, to have at least 30 % of sea area in the EU protected, including through fish stock recovery areas as provided for under the CFP, and areas where the most destructive fishing techniques and economic activities are restricted; and a high level of protection for at least 10% of EU waters;
Amendment 27 #
Draft opinion Paragraph 6 c (new) 6 c. Notes with concern that the COVID19 pandemic has triggered a public health crisis followed by an ongoing economic crisis due to the measures taken by counties to contain the rate of infection. Urges the Commission to include in the Atlantic strategy measures to anticipate and tackle the impacts of the pandemic relating to changing consumer demands, market access, safety issues or logistical problems related to transportation and border restrictions of seafood and sea workers;
Amendment 28 #
Draft opinion Paragraph 6 d (new) 6 d. Stresses the importance of cooperation among Atlantic coastal states on research and development in emerging areas of renewable energy such as wave, tidal and floating offshore wind energy;
Amendment 29 #
Draft opinion Paragraph 6 e (new) 6 e. Regrets that the Action Plan 2.0 and its pillars make no mention of the implementation of the ecosystem approach to marine management as required by the Marine Strategy Framework Directive and that it should apply to all activities that are part of the Blue Economy;
Amendment 3 #
Draft opinion Paragraph 1 1.
Amendment 30 #
Draft opinion Paragraph 7 7. Stresses that the Atlantic coastline offers opportunities for other sectors with significant potential, such as renewable marine energy, research and shipbuilding; deplores the fact that no funding has been earmarked for the implementation of the strategy; takes the view that it should have an appropriate budget

Stresses the importance of aligning Commission and Member States efforts to improve ocean health and stewardship and the promotion of the sustainable management of its resources, as outlined in the Galway Statement on Atlantic Ocean Cooperation 2013 and Belém Statement on Atlantic Research and Innovation Cooperation 2017;
Amendment 5 #
2. Stresses that the only reference to fishing is to ‘fishing-for-litter actions’ and that, however important it is for fishers to take part in the clean-up of the oceans, which they already do, it is imperative that the socioeconomic impact of this sector
Amendment 6 #
Draft opinion Paragraph 2 2. Stresses that the only reference to fishing is to ‘fishing-for-litter actions’ and that, however important it is for fishers to take part in the clean-up of the oceans, it is imperative that the socioeconomic impact of this sector be taken into account, since fisheries is the oldest activity of the blue economy;
Amendment 7 #
Draft opinion Paragraph 2 2. Stresses that the only reference to fishing is to ‘fishing-for-litter actions’ and that, however important it is for fishers to take part in the clean-up of the oceans, it is imperative that the socioeconomic and environmental impacts of this sector be taken into account;
Amendment 8 #
Draft opinion Paragraph 2 a (new) 2a. Stresses that by collecting marine waste and thus taking part in the clean-up of the oceans, fishers play an important role in the development of the circular economy;
Amendment 9 #
Draft opinion Paragraph 2 a (new) 2 a. Notes that the issue of marine litter must be tackled first and foremost on land and by reducing waste at its source;
