Draft opinion Paragraph 5 a (new) 5 a. Congratulates the slight increase of underrepresented Member States’ participants in the 2020 Call, thanks to the efforts made by the Undertaking and the increase of TRL of the Programme; welcomes the ongoing work on collaboration agreements with various European regions and European and international organizations and bodies in order to increase synergies with other Union programmes and funds; welcomes in particular the signature of a new Memorandum of Understanding (MoU) with the Basque Region on 22 January 2020;

Notes the Undertaking detailed reply in the framework of the 2020 ECA report on the status of the unfulfilled requirement to publish up-to-date CVs or conflict of interest declarations of its Governing Board members on its website, as required by the Governing Board’s Decision 07/2018 adopting the rules on the prevention and management of conflicts of interests applicable to the bodies of the JU;

Commends the Undertaking’s continued reporting, since 2018, on its contribution to the attainment of the United Nation’s Sustainable Development Goals and in particular through the reduction of the life-cycle cost of the railway transport system as well as the negative externalities linked to railway transport; expects the same level of reporting and overall efforts from bodies related to other modes of transport, with higher negative externalities, as a necessary contribution towards their due internalisation;

Welcomes, in coincidence with the designation of 2021 as the European Year of Rail, the Undertaking's upgrade in the new Horizon Europe programme into a new partnership named Europe's Rail, in order to contribute further to a modal shift towards rail, in line with the Sustainable and Smart Mobility Strategy and the broader European Green Deal objectives;

7 a. Highlights the role of the Undertaking in contributing to the objectives of the European Green Deal; welcomes in this respect, the research and innovation efforts of the Shift2Rail to achieve more sustainable, digital, competitive, reliable and attractive railway system to Europe;

Notes that due to the crisis, some of the payments initially foreseen for the year are becoming due only in 2021; however the Undertaking is taking the necessary measures to ensure that the payment appropriations are available for re-activation to the following year;

Draft opinion Paragraph 5 b (new) 5 b. Welcomes that the Undertaking’s projects are progressing towards their demonstration in 2022-2023 paving the way for Europe’s rail joint undertaking research and innovation activities;

Encourages the undertaking to seek to develop, integrate, demonstrate, and validate innovative technologies and solutions that uphold the strictest safety and security standards in order to remove the remaining technical obstacles holding back the rail sector in terms of interoperability, product implementation and efficiency and to reduce the negative externalities linked to railway transport, in particular noise, vibrations, emissions and other environmental impacts;

Draft opinion Paragraph 5 c (new) 5 c. Welcomes the fact that the Undertaking carried out a staff survey for the first time and that an action plan was drawn up as a consequence, in order to address the key aspects resulting from it, including the establishment of a “well being training programme” to accompany the staff during the pandemic situation;
