Draft opinion Paragraph 5 a (new) 5 a. Congratulates the slight increase of underrepresented Member States’ participants in the 2020 Call, thanks to the efforts made by the Undertaking and the increase of TRL of the Programme; welcomes the ongoing work on collaboration agreements with various European regions and European and international organizations and bodies in order to increase synergies with other Union programmes and funds; welcomes in particular the signature of a new Memorandum of Understanding (MoU) with the Basque Region on 22 January 2020;

Commends the Undertaking’s continued reporting, since 2018, on its contribution to the attainment of the United Nation’s Sustainable Development Goals and in particular through the reduction of the life-cycle cost of the railway transport system as well as the negative externalities linked to railway transport; expects the same level of reporting and overall efforts from bodies related to other modes of transport, with higher negative externalities, as a necessary contribution towards their due internalisation;

Encourages the undertaking to seek to develop, integrate, demonstrate, and validate innovative technologies and solutions that uphold the strictest safety and security standards in order to remove the remaining technical obstacles holding back the rail sector in terms of interoperability, product implementation and efficiency and to reduce the negative externalities linked to railway transport, in particular noise, vibrations, emissions and other environmental impacts;

Motion for a resolution Paragraph 6 a (new) 6 a. Notes that there are different procedures across the Joint Undertakings regarding the calculation for the in-kind contributions and calls for their harmonisation;

Motion for a resolution Paragraph 13 a (new) 13 a. Notes that, in the 2020 Annual Activity Report of the Shift2Rail Joint Undertaking regarding gender balance on the indicators for monitoring H2020 for that year the Joint Undertaking had the same percentage of women on the Governing Board as last year, namely 16 % , while they made up 33 % of the S2R Representatives and 33 % of the Scientific Committee; Regrets that the figures for women are the same compared to the previous year 2019;

Motion for a resolution Paragraph 13 b (new) 13 b. Notes with concern the challenges associated with the COVID-19 pandemic for employees, especially taking into account different living situations, lack of access to office space and possible effects of isolation; asks the Joint Undertaking to focus on employee wellbeing, stress management and work and life balance; asks management to ensure that appropriate support structures are in place to ensure the psychological wellbeing of staff;

Motion for a resolution Paragraph 21 a (new) 21 a. Emphasises that the Court’s findings confirmed persistent systemic errors in the personnel costs declared, and that in particular SMEs and new beneficiaries are more error-prone than other beneficiaries. Highlights that such errors are also regularly reported by the ex post audits of the CAS and its contracted auditors; emphasises therefore that streamlining of the H2020 rules for the declaration of personnel costs and the wider use of simplified cost options is a precondition for stabilising error rates to below materiality level. The Joint Undertaking is also encouraged to strengthen its internal control systems to address the increased risk regarding SMEs and new beneficiaries;
