Conclusion of the EU-Moldova Common Aviation Area Agreement (A9-0084/2020 - Roberts Zīle)

Prezentul acord a fost negociat de către Comisie în urma autorizării primite de la Consiliu și înlocuiește cadrul acordurilor bilaterale privind transportul aerian dintre statele membre ale UE și Moldova, prin instituirea spațiului aerian comun între UE și partenerii săi din cadrul Parteneriatului estic. Normele prevăzute pentru a asigura o astfel de cooperare și unitate strânsă ar trebui să includă linii directoare clare pentru reprezentarea locală, printre altele prin confirmarea necesității unei abordări comune, în special ca parte a politicii de vecinătate a UE.Am votat în favoarea acestei recomandări deoarece consider că este necesară alinierea legislației Moldovei din domeniul aviației la legislația UE în ceea ce privește siguranța, securitatea și gestionarea traficului aerian și va oferi beneficii reciproce pentru ambele părți ale acordului.Sunt de părere că Acordul privind spațiul aerian comun reprezintă un instrument important pentru aprofundarea relațiilor economice cu Republica Moldova, cuprinzând nu numai drepturile de trafic aerian, pentru a permite zboruri directe între orice aeroport din UE și Moldova, ci și o gamă largă de probleme de aviație, cum ar fi drepturile pasagerilor, gestionarea traficului aerian, reglementarea economică, concurența sau aspectele sociale.

Recommendations on the negotiations for a new partnership with the United Kingdom of Great Britain and Northern Ireland (A9-0117/2020 - Kati Piri, Christophe Hansen)

Pe 18 iunie, în cadrul sesiunii plenare, am votat recomandarea privitoare la evoluția negocierilor dintre Uniunea Europeană și Regatul Unit al Marii Britanii și Irlandei de Nord. Raportul evidențiază progresul (sau mai degrabă lipsa acestuia) în rundele de negociere ce au avut loc în ultimele șase luni și sunt prezentați următorii pași pe care cei 27 de membri ai UE îi au în vedere în formularea unei viitoare înțelegeri cu Regatul Unit al Marii Britanii și Irlandei de Nord.A fost reiterată susținerea și încrederea de care se bucură negociatorul-șef al UE, Michel Barnier, împreună cu echipa sa de experți. Misiunea acestora este una dificilă, însă ei trebuie să se asigure că elementele esențiale convenite în Acordul de retragere și în Declarația politică vor fi prezente în documentul final din toamnă.Ca deputat în Parlamentul European, sunt deosebit de preocupat de evoluția acestor negocieri. Pe lângă însemnătatea istorică a acestui proces – retragerea unui stat membru din Uniune –, sunt îngrijorat de ce ar însemna pentru sutele de mii de români stabiliți în Regatul Unit colapsul negocierilor și retragerea acestuia din UE fără acord. Salut solidaritatea cu care statele membre abordează negocierile și urmăresc activ soluțiile optime pentru părțile menționate anterior.

Am votat, în cadrul sesiunii plenare, recomandarea privind Parteneriatul estic (EaP). Acest vot vine în urma summitului liderilor EaP, din data de 18 iunie 2020.Documentul este unul de substanță, ce acoperă principalele direcții care guvernează relațiile Uniunii Europene cu statele partenere din vecinătatea estică: Azerbaidjan, Ucraina, Moldova, Armenia, Belarus și Georgia. Recomandarea merge în profunzime și, în contextul actual al pandemiei, cere sporirea gradului de asistență pentru țările care au capacitatea și voința de a implementa o cooperare mai strânsă cu UE. Toate acestea sunt dovezi clare ale importanței deosebite de care se bucură această cooperare în toate statele partenere.Pentru România, buna vecinătate și sporirea cooperării cu statele membre din Parteneriatul estic sunt elemente esențiale de politică externă, un proiect ambițios și necesar în care eu, în diverse calități, activez de mai bine de un deceniu.Recomandarea cere intensificarea dialogului cu statele care au încheiat deja acorduri comerciale și de asociere cu UE și continuarea cooperării în domenii-cheie precum securitatea, economia, energia, transporturile și conectivitatea digitală. De asemenea, partenerii noștri sunt încurajați să accelereze reformele cu privire la statul de drept și buna guvernare, libertatea presei, drepturile omului și lupta împotriva corupției.

Textul adoptat subliniază necesitatea unui plan de acțiune concret și detaliat privind monitorizarea și evaluarea strategiei de ieșire pe etape din criza COVID-19 și solicită instituirea unui mecanism la nivelul UE pentru stabilirea unui prag de securitate și siguranță.Consider că măsurile trebuie să se bazeze pe date fiabile și uniforme, iar angajamentul statelor membre trebuie să țină cont de principii obiective, nediscriminatorii și de criterii comune pentru funcționarea adecvată a pieței unice și libertății de mișcare. Restricțiile de călătorie și controalele la frontieră ar trebui ridicate pentru regiuni și state membre cu situații epidemiologice pozitive și similare, odată ce va fi stabilit un criteriu comun de evaluare. Acest lucru este esențial pentru restabilirea, în condiții de siguranță, a călătoriilor, transportului și serviciilor turistice. De altfel, consider că sunt necesare standarde înalte de igienă și protocoale de sănătate pentru a contribui la refacerea turismului.Salut inițiativa lansării unei campanii, prin intermediul unei aplicații de informare la nivelul UE, care să prezinte toate măsurile luate pentru a garanta siguranța călătorilor, sporind astfel încrederea cetățenilor cu privire la călătoriile în Uniunea Europeană, precum și sprijinul Parlamentului în strategia pentru turismul sustenabil, cu servicii inovatoare, durabile.

Situation in the Schengen area following the Covid-19 outbreak (B9-0165/2020)

În data de 19 iunie am votat favorabil rezoluția Parlamentului European cu privire la criza din spațiul Schengen creată în urma pandemiei de COVID-19.Acest vot este unul deosebit de important atât pentru România, cât și pentru viitorul spațiului de liberă circulație din cadrul Uniunii Europene. Libertatea de mișcare este una din realizările esențiale ale construcției europene și un pilon fără de care nu vom putea avea o recuperare economică substanțială a statelor membre.O întoarcere rapidă și coordonată la statu-quo-ante este cerută insistent în textul rezoluției. Documentul merge însă mai departe și cere statelor membre Schengen și instituțiilor europene responsabile să demareze fără întârziere procedurile de integrare a statelor candidate (România, Bulgaria, Croația). În același timp, o reformă a spațiului Schengen este prezentată ca esențială pentru evitarea pe viitor a acestor situații limită.Rezoluția Parlamentului condamnă abordările discriminatorii ale unor state membre și înțelegerile bilaterale dintre state ce pot afecta integritatea și buna funcționare a spațiului de liberă circulație al UE. Salut adoptarea acestei rezoluții ce reprezintă un pas important în direcția extinderii și consolidării spațiului Schengen și integrării României în acest sistem.

European protection of cross-border and seasonal workers in the context of the COVID-19 crisis (B9-0172/2020)

Lucrătorii transfrontalieri și sezonieri sunt importanți pentru furnizarea de bunuri și servicii esențiale în sectoare economice cheie, precum agricultura și producția de alimente, transporturile, logistica, construcțiile, serviciile sociale, inclusiv îngrijirea, munca socială și turismul, dar și prelucrarea și ambalarea alimentelor, asistența medicală și cercetarea, industria farmaceutică, fiind vitali pentru eforturile de redresare economică în contextul crizei provocate de coronavirus.În UE există 1,5 milioane de lucrători transfrontalieri și peste 2,3 milioane de operațiuni de detașare pentru care serviciile se desfășoară în alt stat membru, iar mulți dintre ei se lovesc uneori de practici ilegale, sunt angajați în baza unor contracte de muncă pe termen scurt, care le oferă prea puțină siguranță la locul de muncă și acoperire insuficientă sau inexistentă de securitate socială.Este de necontestat rolul esențial al acestor lucrători în susținerea economiei UE și în menținerea funcționării pieței unice, mai ales în situația generată de pandemie, dar sunt de părere că ei reprezintă o categorie vulnerabilă și trebuie să beneficieze de un tratament egal sau cât mai apropiat cu ceilalți lucrători cu ocupații critice.Am votat în favoarea acestei propuneri deoarece consider că protecția drepturilor de securitate socială și protejarea sănătății lor este vitală, în special în contextul crizei COVID-19.

Amending Regulation (EU) No 1303/2013 as regards the resources for the specific allocation for the Youth Employment Initiative (A9-0111/2020 - Younous Omarjee)

. – În data de 25 mai 2020, Comisia a prezentat o propunere de modificare a actualei reglementări de stabilire a normelor comune de finanțare a Inițiativei privind ocuparea forței de muncă în rândul tinerilor în 2020. Cred că aceasta inițiativă este folositoare, întrucât 3,4 milioane de tineri sub 25 de ani se aflau în șomaj în UE în noiembrie 2018.Această inițiativă vine în sprijinul acelora dintre ei care nu sunt încadrați profesional și nu urmează niciun program educațional sau de formare, tinerilor șomeri de lungă durată sau celor neînregistrați ca fiind în căutarea unui loc de muncă.În plus, inițiativa finanțează stagii, ucenicii și cursuri de educație continuă care permit obținerea unei calificări și asigură tinerilor sprijin direcționat din zonele Europei care se confruntă cu cele mai mari provocări.Inițiativa face parte din Garanția pentru tineret, un program prin care statele membre iau măsuri pentru a se asigura că tinerii până în 25 de ani primesc un loc de muncă de calitate, o ucenicie sau un stagiu în termen de patru luni de la ieșirea din sistemul școlar sau de la intrarea în șomaj.

. – Am votat împotriva propunerii Comisiei, întrucât nu au fost luate în considerare cerințele miniștrilor din cele 9 țări: Bulgaria, Polonia, Cipru, Estonia, Ungaria, Letonia, Lituania, Malta și România, care au trimis o scrisoare comună către Parlamentul European privind reglementările din Pachetul mobilitate, subliniind că acestea sunt „restrictive, discriminatorii și protecționiste”.Apreciez eforturile Comisiei de a asigura eficiența pieței transporturilor rutiere printr-o implementare armonizată a regulilor, totuși consider că măsurile propuse în pachet vor afecta în mod negativ industria transporturilor, prin restricționarea pieței pe care aceste state își desfășoară activitatea.Sunt de părere că ar fi trebuit reevaluată propunerea privind obligativitatea întoarcerii acasă a conducătorilor auto la trei săptămâni, deoarece este împotriva drepturilor și libertăților fundamentale ale persoanelor.De asemenea, ar fi trebuit incluse măsuri proporționale și echilibrate pentru îmbunătățirea muncii în acest sector care să sprijine, în același timp, competitivitatea companiilor, inclusiv cele românești, din sectorul transportului rutier de mărfuri.

Humanitarian situation in Venezuela and migration and refugee crisis (RC-B9-0211/2020, B9-0211/2020, B9-0212/2020, B9-0213/2020, B9-0214/2020, B9-0215/2020)

. – În 10 iulie am votat textul rezoluției referitoare la situația dramatică din Venezuela. În ultimele luni, peste acțiunile nefericite ale regimului socialist al lui Nicolás Maduro s-a suprapus impactul negativ și extins al pandemiei de COVID-19. Venezuela se găsește într-o situație mai mult decât critică, iar Uniunea Europeană are rolul moral de a acționa pentru a ajuta la redresarea situației.Criza deja existentă a refugiaților venezueleni din statele vecine a luat o noua amploare, devenind o criză umanitară majoră, ce afectează întreaga regiune.Gesturile necugetate și dăunătoare ale regimului de la Caracas au ca efect sărăcirea propriei populații și exacerbarea crizei din țară, cu efecte negative și de durata în America Latină.Parlamentul European și-a reafirmat susținerea pentru liderul opoziției, Juan Guaidó, pentru respectarea drepturilor omului și a voinței populare exprimate liber. UE continuă să susțină nevoile umanitare din Venezuela, precum și consolidarea proceselor democratice și a economiei cu sume ce depășesc 320 de milioane de euro.Reacția provocatoare a lui Maduro de expulzare a ambasadorului UE se înscrie într-o lungă listă de intimidări la adresa Uniunii. Chiar dacă decizia a fost retrasă, este obligatoriu ca Parlamentul European să continue formele actuale de presiune asupra acestui regim nociv.

A comprehensive Union policy on preventing money laundering and terrorist financing – Commission's Action plan and other recent developments (B9-0207/2020)

. – Cu o majoritate decisivă, Parlamentul European a adoptat o rezoluție importantă referitoare la combaterea spălării banilor și a sponsorizării rețelelor teroriste. Venim astfel în întâmpinarea Planului de acțiune al Comisiei, menit să înlesnească cooperarea în cadrul Uniunii, dar și cu state terțe ce împărtășesc aceeași viziune pe aceste direcții.Textul rezoluției cere toleranță zero în cazul actelor de spălare de bani și solicită măsuri concrete împotriva statelor membre ce tergiversează procesele de implementare în legislația națională a directivelor deja adoptate.O bună cooperare între statele membre și coordonarea structurilor de investigare a spălării banilor și a crimei organizate trans-frontaliere, a instituțiilor judiciare, de informații și de supraveghere naționale și extinderea prerogativelor instituțiilor pan-europene de tipul OLAF si Europol sunt măsuri absolut necesare pentru combaterea acestor acțiuni criminale.Măsuri energice de punere pe „lista neagră” a statelor terțe care nu achiesează la aceste reglementări sunt încurajate, iar statele ce doresc să dezvolte cooperarea cu UE în aceste domenii trebuie să se alinieze unor norme stricte.Salut și încurajez aplicarea și extinderea acestor măsuri ce vor spori buna funcționare și transparența sistemului economico-financiar european și securitatea financiară, siguranța individuală și integritatea fizică a cetățenilor UE.

Recommendation to the Council, the Commission and the VPC/HR on relations with Belarus (A9-0167/2020 - Petras Auštrevičius)

Pe 20 Octombrie, am dezbătut în plen recomandarea Parlamentului European privind relațiile cu Belarus. Votul meu pe acest document a fost unul pozitiv; raportul este un rechizitoriu bine documentat, complet și coerent al situației din Belarus.Vreme de 24 de ani, cetățenii acestui stat au fost privați de dreptul de a-și alege liber conducătorii. Președintele Lukashenko este un impostor al cărui rol politic trebuie să se sfârșească cât mai curând posibil.Parlamentul European, împreună cu Consiliul și Comisia, lucrează în strânsă colaborare pentru a asista opozanții belaruși, atât pe cei aflați în țară cât și pe cei din exil, ce militează pentru schimbarea pașnică a regimului dictatorial de la Minsk.Trebuie menționat gestul de mare impact, făcut de Parlament, prin comisiile în care sunt membru (AFET și DROI, în tandem cu DEVE), de a conferi Premiul Sakharov pentru anul 2020 opoziției democratice din Belarus. Acest premiu, de maximă însemnătate simbolica pentru Europa, se adaugă măsurilor concrete, deja adoptate sau în curs de implementare, de sprijinire a opozanților și de sancționare a regimului actual din Belarus. Din aceste motive, raportul lui Petras Auštrevičius reprezintă un pas pozitiv și un nou imbold pentru politica Uniunii Europene cu privire la statul vecin.

Enhanced cooperation between Public Employment Services (PES) (A9-0128/2020 - Manuel Pizarro)

Prin decizia Parlamentului European și a Consiliului din 2014, a fost creată rețeaua europeană a SPOFM, cu mandat până la 31 decembrie 2020. Rețeaua are drept scop modernizarea și consolidarea serviciilor publice de ocupare a forței de muncă, punând accent pe capacitatea serviciilor, pe calitatea acestora și pe eficientizarea lor, oferind și o platformă pentru compararea performanței la nivel european.Rețeaua permite identificarea de bune practici și instituie un sistem de învățare reciprocă pentru a sprijini locurile de muncă incluzive și sustenabile.În același timp, rețeaua urmărește să ofere SPOFM mai multe oportunități de a elabora politici inovatoare, orientate către viitor, în conformitate cu obiectivele economice, sociale și de ocupare a forței de muncă. Rata șomajului în UE a fost de 7,5% în septembrie 2020, comparativ cu 6,6% în septembrie 2019.Am votat în favoarea acestui raport și pentru extinderea programului până în 2027; cooperarea serviciilor publice în vederea integrării persoanelor aflate în căutarea unui loc de muncă pe piața muncii din UE este esențială, în special în contextul crizei COVID-19.

General budget of the European Union for the financial year 2021 - all sections (A9-0206/2020 - Pierre Larrouturou, Olivier Chastel)

Cadrul financiar multianual curent (bugetul pe termen lung al UE, pe o perioadă de șapte ani) a fost adoptat în decembrie 2013. Aproximativ 93% din bugetul UE finanțează activități concrete în statele membre ale Uniunii Europene și nu numai. Se adresează cetățenilor, regiunilor, orașelor, fermierilor, cercetătorilor, studenților, ONG-urilor și întreprinderilor.În luna iulie a acestui an s-a convenit asupra unui buget global de 1 824,3 miliarde EUR. Combinând cadrul financiar multianual (1 074,3 miliarde EUR) și un efort extraordinar de redresare, cunoscut ca instrumentul NextGenerationEU (750 de miliarde EUR), pachetul va facilita redresarea economică în urma pandemiei de COVID-19.Bugetul Uniunii 2021-2027 va include fonduri dedicate programelor de climă și de biodiversitate, sprijinind Pactul verde și transformarea digitală. Obiectivul este de a sprijini finanțarea în domeniile schimbărilor climatice, energetic, rețelelor de transport, securității, migrației, drepturilor fundamentale prin programele și politicile UE, cum ar fi Orizont Europa, Garanția pentru copii, programul „UE pentru sănătate”, Fondul pentru o tranziție justă, Europa digitală, Mecanismul pentru interconectarea Europei, Erasmus+ și multe altele.Pachetul va contribui la redresarea post-COVID-19, Uniunea devenind astfel mai rezistentă în fața provocărilor actuale și a situațiilor neprevăzute.

Programme for the Union's action in the field of health for the period 2021-2027 (“EU4Health Programme”) (A9-0196/2020 - Cristian-Silviu Buşoi)

Programul „UE pentru sănătate”, derulat in perioada 2021-2027 si initiat de Comisia Europeană în luna mai 2020, bazat pe experienta rezultata in urma pandemiei COVID-19, are trei priorități principale: consolidarea sistemelor de sănătate, punerea la dispoziție a medicamentelor la prețuri accesibile și capacitatea de a răspunde în mod eficace la amenințări transfrontaliere majore.Spre exemplu, prin intermediul Planului de combatere a cancerului, vor fi sprijinite cercetarea și inovarea în lupta împotriva cancerului, în special a cancerului pediatric.Va exista posibilitatea de a contribui la o rezervă europeană, ceea ce va permite stocarea de medicamente și echipamente individuale de protecție. Programul este foarte important pentru gestionarea crizelor sanitare, in sprijinirea statelor membre în domeniul politicilor de sănătate publică, pentru consolidarea rezilienței sistemelor de sănătate, precum și in contracararea penuriei de medicamente.Susțin cu tărie obiectivele „UE pentru sănătate”, deoarece acestea vor contribui la îmbunătățirea nivelului de pregătire și gestionare a posibilelor crize sanitare ce pot afecta Uniunea Europeană.

InvestEU, fondul care va sprijini investitorii prin integrarea și simplificarea finanțării, în cadrul unui sistem unic de garantare bugetară, va fi în măsură să ofere asistenta crucială companiilor din UE. Mai exact, Uniunea va oferi sprijin pentru solvabilitate, deoarece nu toate companiile au același nivel de acces la finanțarea pieței și este posibil ca anumite state membre să nu aibă suficiente mijloace bugetare disponibile pentru a sustine adecvat companiile afectate de criza COVID-19.Prin intermediul programului vor fi finanțate proiecte variate: investiții durabile de infrastructură, in domeniul siguranței rutiere, a retelelor feroviare și rutiere, a energiei regenerabile, a proiectelor de eficientizare energetica, a conectivității digitale, a cercetării de mediu și a rezilienței climatice.InvestEU va oferi acces la finanțare IMM-urilor, inclusiv celor din domeniul inovarii și celor care activează în sectoarele culturale și creative. De asemenea, va sprijini investiții sociale și investiții strategice, orientate spre viitor, inclusiv în asistența medicală, fabricarea produselor medicamentoase și infrastructura critică.Finanțarea pe termen lung a politicilor Uniunii în ceea ce privește redresarea în urma unei crize economice și sociale profunde, cum este cea generată de pandemia COVID-19, este esentiala.

The impact of Covid-19 measures on democracy, fundamental rights and rule of law (B9-0343/2020)

Pandemia de COVID-19 a creat enorme dificultăți și a afectat profund populația UE, insa măsurile adoptate pentru combaterea crizei nu trebuie să pună în pericol statul de drept, democrația sau drepturile fundamentale.Comisia a adoptat o serie de orientări și comunicări, precum și o recomandare privind coordonarea restricțiilor pe libera circulație, ca răspuns la pandemia COVID-19. Pe mai departe, trebuiesc reevaluate măsurile care au fost puse în aplicare, ce au limitat libertatea de circulație iar statele membre trebuie să asigure respectarea dreptului UE, în special a Codului spatiului Schengen și a Directivei privind libera circulație.Consider că statele membre trebuie să fie încurajate să ia măsuri pentru a asigura dreptul la educație în timpul pandemiei, să respecte dreptul la viața de familie, în special al familiilor care trăiesc și lucrează în state membre diferite.Statele membre trebuie să aplice măsurile legate de COVID-19, ținând seama în mod corespunzător de proporționalitate in executare, respectand drepturile fundamentale europene în aplicarea acestora.Am votat în favoarea acestei rezoluții, propusă în urma monitorizării impactului măsurilor COVID-19 asupra democrației, deoarece actiunile de combatere COVID-19 nu trebuie să pună în pericol statul de drept sau drepturile fundamentale.

Comisia Europeană a publicat, la 12 decembrie 2019, o propunere legislativă ce ar permite Uniunii Europene să își protejeze interesele comerciale internaționale, în pofida paralizării sistemului multilateral de soluționare a litigiilor din cadrul Organizației Mondiale a Comerțului. Înainte de revizuirea acestui text, UE putea reacționa doar în domeniul bunurilor și al achizițiilor publice.Prezentul regulament va asigura aplicarea coerentă a mecanismului de executare în litigiile legate de acordurile comerciale internaționale, inclusiv acordurile regionale sau bilaterale; regulamentul va acoperi nu doar bunurile, ci și serviciile și drepturile de proprietate intelectuală.În contextul în care numărul represaliilor de natură comercială este în creștere la nivel global, este esențial ca UE să își protejeze interesele, să acționeze cu celeritate în situațiile în care țările terțe adoptă măsuri unilaterale și blochează procesul de soluționare a litigiilor (cum a fost în cazul blocării organismului de apel al OMC) și să adopte măsuri de contracarare în domeniile în care acestea au un impact sporit.Am votat în favoarea modificării acestui regulament ce va permite consolidarea acordurilor comerciale și va asigura autonomia strategică a Uniunii, demonstrând capacitatea de a proteja eficace și la nivel global drepturile comerciale, cu un impact minim asupra propriilor interese.

Implementation of the Common Foreign and Security Policy - annual report 2020 (A9-0266/2020 -David McAllister)

Our foes are unabashedly blunt when it comes to making demands on the global arena and the aggressive nature of their posturing continues to grow. The European Union must take, once and for all, notice of the unfriendly international environment that has emerged during the last decade and act in accordance with these realities, like them or not. It is time to put strength and unity behind the responses we give on the international stage in regard to foreign policy and security. We must act in unison, or divided we shall fall. We have to persevere in constructing a unified voice in the aforementioned directions and avoid internal disagreements when common interests are at stake. I voted in favour of the annual report on the implementation of the common foreign and security policy which encapsulates the urgent needs on which we must immediately act in order to face current challenges and dangers: securing strategic autonomy while at the same time continuing to strengthen current alliances; fully supporting rules-based international order; being more assertive when it comes to protecting our values and interests globally. We must continue to believe in ourselves, to work in unity and strengthen our strategic capabilities.

Human Rights and Democracy in the World and the EU policy on the matter - annual report 2019 (A9-0259/2020 - Isabel Santos)

The European Parliament, on the 20th of January 2021, voted the resolution on human rights and democracy in the world and the European Union’s policy on the matter. As human rights and open democracy have been under siege globally over the past years, I voted positively for this report that very well takes into account the current, difficult status quo. The COVID-19 pandemic has further impacted on this situation; some countries abused health and sanitary measures by implementing unnecessary restrictions on certain freedoms, curtailing civil rights, attacking human dignity and abusing minorities of all kinds, with the insidious purpose of deepening and expanding government control over their societies and citizens. We, in the EU, must take account of these dangerous and worrying trends and act decisively both within our union (where serious problems are to be found) and also on the global arena. I urge the Commission and the Member States to take all necessary steps within their power to restore human rights and free and open democratic processes to their rightful place and strongly defend and also actively promote our European values around the world. We must act now, before we find ourselves in a much dire situation.

At this plenary session, I voted for the report on connectivity and EU-Asia relations. The report is a broad and comprehensive matrix that sets out the European Parliament’s vision in relation to our Asian partners, encompassing all present and possible directions of cooperation. The EU’s priorities in furthering this connectivity are presented in detail, and they range from the fight against the common threat of climate change and the promotion of a green transition, through the digital transformation of our societies and economies, to transport and mobility, trade, investment, competitiveness, health and security. The continuation and growth of global connectivity must be pursued without alienating nations and segments of the population, in a fair and equitable manner that is satisfying to most, if not all. At the same time, this endeavour must in no way compromise our values or present and future interests, which the EU must defend in the face of growing pressure from strategic and systemic rivals. Thus, we must also reconsider our relations with actors such as China and focus more on fostering ties with other nations, such as India.

The resolution passed by Parliament regarding the arrest and detention of Russian opposition leader Alexei Navalny strongly condemns the undemocratic and authoritarian attitudes fostered by the Putin regime. The detention of the outspoken critic of the Kremlin does not only go against his human rights and international law, but also contravenes the Russian Federation’s Constitution.The abuses perpetrated by the Russian government both inside its country’s borders, but also abroad have become a cause of great concern for the international community. Just weeks ago, Mr. Navalny presented his case passionately in front of the Members of this house. Months before that, he was the victim of an assassination attempt that was almost successful, most probably perpetrated by Russian secret services with a military-grade nerve agent, presumably at the instigation of high-ranking Russian decision makers. These attitudes are completely intolerable and in blatant disregard of human rights and dignity, fundamental freedoms and democratic processes.The resolution urges the Commission and the Member States to take a tougher stance to counteract the abuses and the attacks of the Kremlin and to proceed in more assertive ways to ensure the strengthening and the effectiveness of our common responses to threats.

The gender perspective in the COVID-19 crisis and post-crisis period (A9-0229/2020 - Frances Fitzgerald)

Raportul subliniază importanța unei abordări exhaustive a crizei COVID-19, care integrează pe deplin dimensiunea de gen. Suspendarea cursurilor școlare a sporit distribuția inegală a muncii casnice neremunerate pentru femei și necesitatea accesului la serviciile de îngrijire a copiilor. Pentru a contracara astfel de situații, a fost propusă crearea unei rețele cu rol de facilitare în schimbul de bune practici între statele membre. Aici se au în vedere șase aspecte principale: asistența medicală, violența împotriva femeilor, impactul socioeconomic, grupurile societale care pot suferi în special din cauza virusului sau a consecințelor acestuia, perspectiva globală și redresarea.Pandemia are un impact uriaș asupra pieței europene a forței de muncă. Situația trebuie analizată prin utilizarea de date defalcate pe gen și vârstă, atât în perioada de criză, cât și în cea de redresare. Acest raport vine cu recomandări clare pentru acțiunile ce vor fi întreprinse de instituțiile UE și de statele membre. Astfel, toți cetățenii vor avea șanse egale din punct de vedere economic, social și politic.Votul meu pe acest raport a fost unul pozitiv, deoarece trebuie să ne asigurăm că toți cetățenii UE au șansa de a duce o viață ambițioasă și împlinită, iar acest obiectiv trebuie să fie în centrul redresării Europei în siajul crizei COVID-19.

Strategia privind egalitatea de gen urmează angajamentul Comisiei de a atinge acest deziderat în cadrul UE; astfel, femeile și bărbații vor fi liberi să își urmeze parcursul ales în viață, vor avea șanse egale de a prospera, de a participa și, în egală măsură, de a conduce societatea noastră europeană. De asemenea, sunt abordate probleme legate de violența împotriva femeilor, politici digitale pentru egalitatea de gen, integrarea chestiunilor legate de gen în toate politicile UE.Inegalitatea de gen și discriminarea structurală continuă să fie ranforsate de diferite provocări, precum pandemia de COVID-19 și criza ulterioară. Femeile sunt afectate în mod disproporționat, în special mamele singure, mamele aflate în pragul sărăciei sau femeile cu afecțiuni cronice. Includerea unei perspective de gen în toate politicile și procesele UE este esențială pentru eliminarea decalajului dintre femei și bărbați și a inegalităților persistente între sexe în toate sectoarele, inclusiv cel digital.Am votat în favoarea acestui raport, deoarece strategia adoptată oferă un cadru comun și ambițios pentru combaterea tuturor formelor de violență de gen, încurajează participarea și remunerarea egală prin transparență salarială, combaterea stereotipurilor de gen și integrarea perspectivei egalității de gen în diferite politici europene.

Establishing the Recovery and Resilience Facility (A9-0214/2020 - Eider Gardiazabal Rubial, Siegfried Mureşan, Dragoș Pîslaru)

Parlamentul European și Consiliul au convenit asupra textului care stă la baza planului de restabilire Next Generation EU: Facilitatea de recuperare și reziliență (RRF), instrument ce își propune să sprijine reformele și investițiile statelor membre în vederea atenuării consecințelor economice și sociale ale pandemiei și pentru a consolida economiile Uniunii Europene.Cuantumul RRF este de 672,5 miliarde EUR și reprezintă cea mai mare parte a planului de recuperare de 1,8 trilioane EUR. UE va finanța șase direcții prioritare, și anume tranziția ecologică echitabilă, transformarea digitală, coeziunea economică, productivitatea și competitivitatea, coeziunea socială și teritorială, consolidarea instituțională și restul politicilor necesare pentru a asigura că următoarele generații de europeni nu vor deveni victime ale „efectului lockdown”.Reformele și investițiile sunt menite să sporească coeziunea socială și să contribuie la combaterea sărăciei și a șomajului, sunt esențiale pentru programele de recalificare a forței de muncă, în politicile de investiții pentru copii și tineri legate de educație, sănătate, nutriție, locuri de muncă și locuințe, precum și cele menite să reducă decalajul dintre generații.Sunt de părere că prin intermediul acestui instrument vom avea o creștere durabilă ce promovează economia circulară, precum și o redresare rapidă și eficientă, care să asigure bunăstarea generală.

Safety of the nuclear power plant in Ostrovets (Belarus) (B9-0109/2021)

Belarus a pus în funcțiune prima sa centrală nucleară, concepută și finanțată de agenția rusă Rosatom, în pofida opoziției exprimate de țara sa vecină, Lituania.Comisia ITRE a aprobat un proiect de rezoluție, inițiat de Lituania, care evidențiază îngrijorări cu privire la punerea în funcțiune a centralei nucleare Ostrovets, precum și lipsa de informații oficiale și transparență cu privire la opririle frecvente ale reactorului. UE a adus în discuție măsuri de interzicere a importului energiei electrice de la centralele nucleare din țări terțe, care nu îndeplinesc standardele de siguranță nucleară acceptate de UE.Centrala a început să genereze energie electrică în noiembrie 2020, fără a pune în aplicare recomandările făcute de UE și de Agenția Internațională pentru Energie Atomică.Centrala de la Ostrovets, aflată la 50 km distanță de Vilnius, este alcătuită din două reactoare de 1200 megawați fiecare, urmând să acopere o treime din nevoile energetice ale Belarusului.În contextul împlinirii a zece ani de la dezastrul nuclear de la Fukushima din 11 martie 2011 și 35 de ani de la cel de la Cernobîl din 26 aprilie 1986, consider întemeiate motivele de îngrijorare cu privire la siguranța centralei nucleare, astfel încât am votat în favoarea acestei rezoluții.

The situation in Myanmar (B9-0116/2021)

During the recent plenary session I voted for Parliament’s resolution regarding the worrying situation that is developing in Myanmar. This resolution, adopted with 667 votes for, is a much needed reaction from the EU and must be followed with concrete actions by our institutions – and here I make an appeal to the Council and the Commission.Our Union’s values are being trampled underfoot around the globe. Our systemic rivals are fostering authoritarian regimes at home and abroad and are actively promoting a populist style of democracy, that is neither inclusive, nor free, nor representative.This represents a danger to fundamental human rights. The 1 February military coup marks a stark regression on Myanmar’s road towards a free and democratic society.The result of the general elections of 8 November must be respected and power handed back to the elected civil authorities. The 2018 EU sanctions against officials responsible for human rights violations against the Rohingya population must be extended to include all those involved in the coup.Our response to this crisis (alongside other similar international issues) must show commitment to our values, must strengthen European unity and provide an example of strength and determination on the global stage.

Pandemia de COVID-19 a inversat tendința pozitivă a ratei de ocupare a forței de muncă din ultimii șase ani din UE, ceea ce a dus la o reducere a numărului persoanelor încadrate în muncă de aproximativ 6,1 milioane în al doilea trimestru al anului 2020. Mai mult, rata șomajului în rândul tinerilor a crescut, ajungând la 17,1 % în septembrie 2020, și se preconizează că va crește în continuare, deoarece 11,6 % dintre tinerii cu vârste cuprinse între 15 și 24 de ani nu sunt încadrați profesional.Anterior pandemiei, deși existau diferențe între statele membre, tendințele economice erau descrise ca fiind pozitive în evaluările anuale din cadrul semestrului european.În continuare, există inegalități persistente între persoane, între state și regiuni, precum și în interiorul acestora. The European Parliament has commemorated the ten years of agony and despair suffered by the people of Syria, since the popular revolt against the Assad regime in spring 2011.A people’s uprising against its abusive leadership, a struggle for democracy, civil and human rights, was turned into one of the most dramatic civil wars in recent history.The illegal and bloody foreign interventions, the savagery of Daesh, the incredible level of barbarity repeatedly shown by the government in Damascus have brutalised beyond words the Syrian nation.The resolution we voted in Parliament is an indictment that contains all of the abuses and violations that took place over this past decade, mentions all of the aggressors and stresses their guilts. Here, in the EU, we have felt the impact of this tragic conflict and European countries have become safe haven for very many Syrian refugees and asylum seekers. There is much to improve on our side also, that is clearly the case. It is imperative to continue to focus on the plight of migrants, the appalling conditions within the refugee camps, the catastrophic situation within Syria itself and do our utmost to address the causes of this tragedy and provide solace.

Certificatul digital al UE privind COVID va facilita revenirea circulației libere pentru redresarea economică, în special pentru sectorul turistic.Prețurile excesive ale testelor din Europa reprezintă o barieră semnificativă în calea circulației libere pentru mulți oameni. Nu se poate ca testele să fie mai scumpe decât biletele de călătorie, astfel că UE va pune la dispoziție fonduri pentru a sprijini accesibilitatea testării în toată Europa.Trebuie să protejăm cetățenii europeni și piața internă față de testele naționale arbitrare sau a restricțiilor de carantină atunci când este vorba despre trecerea frontierelor din Uniunea Europeană, mai ales în timpul sezonului estival.Vor fi trei tipuri de certificate: de vaccinare, de recuperare sau dovada testului negativ, prevenind astfel discriminarea, deoarece vaccinarea nu va fi o condiție prealabilă pentru călătorie.Am votat în favoarea certificatului digital european pentru redobândirea încrederii în libera circulație în rândul cetățenilor și al statelor membre.

Raportul subliniază importanța încurajării femeilor și fetelor să urmeze educația și carierele STIM (știință, tehnologie, inginerie și matematică) prin eliminarea barierelor, combaterea stereotipurilor de gen și îmbunătățirea accesului la educație și formare.Accesul la finanțare și investiții pentru antreprenoare este evidențiat ca o barieră problematică în calea dezvoltării în continuare în aceste domenii. Trebuie încurajată participarea femeilor la locuri de muncă tehnice prin depășirea barierelor educaționale și profesionale, precum și garantarea învățării digitale pe tot parcursul vieții. Parlamentul European ia în considerare noi politici și inițiative pentru a elimina decalajul de gen, pentru a asigura justiția socială prin egalitatea sporită între femei și bărbați.Consider că este necesară o abordare pe mai multe niveluri pentru a aborda decalajul de gen în toate nivelurile de educație și ocuparea forței de muncă în sectorul digital. De asemenea, este importantă sensibilizarea cu privire la oportunitățile digitale și a schemelor de mentorat cu modele feminine pentru fete și femei. Antreprenoriatul feminin trebuie promovat ca sursă neexploatată de creștere economică, inovare și crearea de locuri de muncă prin acces la finanțare, sensibilizare și campanii de informare, subliniind acțiuni specifice pentru patroane și întreprinzătoare de afaceri.

Relația transatlantică a fost, este, și va rămâne principalul parteneriat al Uniunii Europene, pe numeroase paliere fundamentale ale intereselor noastre globale; acesta este o realitate ce nu poate fi chestionată.Într-adevăr, în ultimii ani, a fost supusă unor presiuni pe care le cunoaștem prea bine. Realitățile scenei internaționale ne-au arătat însă că, indiferent de interesele de conjunctură, principalele provocări ne mențin în aceeași echipă, iar această situație nu se va modifica nici pe viitor.Din aceste cauze, trebuie să păstrăm o linie rațională și coerentă, care să ia în considerare atât interesele noastre, cât și pe cele mai largi, globale, ale partenerilor noștri de la Washington. Pozițiile comune în relație cu multilateralismul, cu susținerea unor agende pozitive pe comerțul internațional și drepturile omului, printre altele, sunt direcții absolut necesare în situația complexă a lumii de azi.Abordările diferite nu înseamnă neapărat competiție sau absența unui parteneriat între egali, ci din contră, dovada că suntem complementari. Disensiunile, chiar dacă minore, pot fi rezolvate prin stabilirea unui mecanism coerent și constant de dialog și cooperare, permanentizat în structuri bilaterale la nivel înalt. Salut raportul ce îl vom discuta astăzi și sunt încrezător în soliditatea și absoluta necesitate a parteneriatului UE-SUA.

La mai mult de un an după alegerile frauduloase din Belarus și de la brutala înăbușire a protestelor opoziției de către regimul autoritar al lui Lukașenko, relațiile UE cu guvernul ilegitim de la Minsk se înrăutățesc de la lună la lună. Deși poate părea că sancțiunile administrate de Uniunea noastră nu produc rezultate, acestea trebuie continuate, extinse, înăsprite și îndreptate împotriva tuturor celor responsabili. Rezolvarea situației necesită răbdare și consecvență.Provocările lui Lukașenko la frontiera Uniunii, pe granițele Poloniei, Lituaniei și Letoniei, unde sute și mii de migranți se regăsesc în ingrata situație de pioni, reprezintă un joc deosebit de periculos pentru toate părțile implicate. În timp ce Minsk-ul nu acordă nicio importanță drepturilor și libertăților fundamentale ale propriilor cetățeni, darămite celor ale migranților, Uniunea Europeană trebuie să aibă în vedere toate aceste lucruri esențiale.În același timp, integritatea frontierelor Uniunii și solidaritatea cu statele afectate direct de crizele generate de acest regim trebuie afirmate cu tărie, atât de către statele membre, cât și de instituțiile UE. Insist pe menținerea actualelor decizii și pe protejarea, prin toate metodele legale la îndemână, a valorilor Uniunii Europene. Din aceste motive, am acordat un vot pozitiv acestei rezoluții a Parlamentului European.

Russian aggression against Ukraine (B9-0123/2022)

Distinși reprezentanți ai instituțiilor europene, dragi colegi, este aproape o săptămână de când Federația Rusă a demarat asaltul militar asupra Ucrainei. Agresiunea nejustificată a Kremlinului a dus la o izolare fără precedent a Rusiei de către comunitatea internațională. De asemenea, a avut ca efect o revitalizare a lumii libere și a valorilor acesteia, repunând pe eșichierul global viabilitatea și atractivitatea cooperării transatlantice și, mai important, a dovedit mapamondului întreg solidaritatea nu doar internă a Uniunii Europene, cât și cu statele vecine, prietene, ce aspiră la integrare în proiectul nostru comun, bazat pe valori umane și democratice, și pe viziunea unei lumi pașnice și prospere.Armata ucraineană își apără cu consecvență propriul teritoriu, în ciuda neajunsurilor materiale și a suferinței poporului, în fața unui agresor numeric superior. Această rezistență se produce și în numele valorilor occidentale, și pentru îndeplinirea aspirațiilor europene ale Ucrainei, deziderat reiterat de Kiev pe parcursul ultimilor trei decenii.Putin și acoliții săi ne împing într-o logică terifiantă a confruntării, demnă de cele mai negre momente ale Războiului Rece. Din nou, salut din suflet unitatea și hotărârea cu care statele europene și aliații noștri au răspuns agresiunii, ridicându-se astfel la nivelul provocării și al așteptărilor tuturor oamenilor liberi.

Pe 7 aprilie am votat, la Strasbourg, în cadrul plenarei Parlamentului European, rezoluția referitoare la ultimele evoluții ale războiului din Ucraina și sancțiunile aplicate de UE împotriva Rusiei. Textul rezoluției este unul foarte dur, și pe bună dreptate este așa. Agresiunea complet ilegală și abuzurile de nedescris ale Federației Ruse în Ucraina nu pot rămâne fără un răspuns tranșant, pe măsura atrocităților comise. De prea multe ori în istorie acțiuni necesare au venit mult prea târziu, iar contemporanii ce au supraviețuit ororilor războaielor au regretat faptul că nu au acționat mai hotărât și mai consistent, când agresiunea se prezenta în faza incipientă.Textul adoptat este un rechizitoriu complet și onest al acțiunilor barbare comise de armata rusă în statul vecin. Rezoluția cere, printre altele, încetarea importurilor de combustibili fosili din Federația Rusă, cât mai rapid cu putință. Acest lucru va fi dureros pentru numeroase țări și va avea, cu siguranță, un impact negativ asupra economiilor multor state membre și a populațiilor acestora, pe termen scurt. Avem însă la dispoziție mecanisme și soluții europene ce pot înlocui această dependență bolnăvicioasă prin alternative sustenabile și prietenoase. Și nu avem nicio scuză în a continua alimentarea mașinăriei de război a lui Putin.

2021 Report on Turkey (A9-0149/2022 - Nacho Sánchez Amor)

Raportul anual pentru 2020-2021 referitor la stadiul relațiilor UE-Turcia, votat în sesiunea plenară pe 7 iunie 2022, la care am avut privilegiul de a fi raportorul celui mai mare grup politic din Parlamentul European – PPE, este un document deosebit de constructiv și de echilibrat. Textul raportului, negociat într-un spirit de deplină cooperare de către grupurile parlamentare, evidențiază, în detaliu, încălcările comise de către instituțiile de putere din Turcia împotriva drepturilor fundamentale ale omului, a statului de drept și a democrației liberale reprezentative. Rechizitoriul consistent ce menționează aceste derapaje deosebit de îngrijorătoare este însoțit și de o recunoaștere a gesturilor de deschidere către dialog ale guvernului de la Ankara care, în acest moment, reprezintă o țară și o națiune confruntate cu diverse probleme complicate, aflate încă în plin proces de negociere pentru aderarea la UE, chiar dacă acest proces este, de facto, suspendat din 2018. Turcia rămâne, de asemenea, un aliat important pentru multe state europene în cadrul NATO și, în aceste momente de mare tensiune, cauzate de războiul de agresiune al Rusiei în Ucraina, s-a poziționat de partea corectă a istoriei. Din toate aceste motive, votul meu pe acest raport a fost unul pozitiv.

Recentele evoluții ale situației din Iran sunt atât îngrijorătoare, cât și îmbucurătoare. Suntem îngrijorați de abuzurile flagrante ale instituțiilor de stat iraniene, care au dus la agresiunea împotriva propriilor cetățeni la un nivel de neacceptat. Optimismul vine din faptul că aceste proteste legitime ale cetățenilor iranieni continuă și cresc, în ciuda represaliilor brutale ale regimului islamist de la Teheran. Soarta absolut tragică a tinerei Mahsa Amini și sfârșitul ei brutal și timpuriu, din motive complet absurde și în condiții inimaginabile, a catalizat o foarte mare parte a iranienilor și a născut proteste de o amploare nemaiîntâlnită în ultimii ani.Drepturile femeilor, drepturile oamenilor în general, nu ar trebui să mai necesite, în secolul nostru, asemenea jertfe de vieți, mai ales în state cu o istorie atât de bogată și îndelungată precum cea a Iranului care, în antichitate, a oferit omenirii una dintre primele reglementări în materie de drepturi universale, înscrise pe Cilindrul lui Cirus cel Mare. Este dramatic să vedem așa o națiune în captivitate față de un regim vremelnic, zbătându-se să își asigure drepturile naturale.Din aceste motive am acordat, în plenul din Strasbourg, un vot pozitiv rezoluției Parlamentului European din data de 6 octombrie.

În data de 5 octombrie, în Parlamentul European de la Strasbourg, a avut loc o dezbatere cheie referitoare la continuarea războiului de agresiune al Federației Ruse împotriva Ucrainei. Discuțiile s-au concentrat pe escaladarea atacurilor armatei ruse pe teritoriul vremelnic ocupat în Ucraina și pe abuzurile comise de combatanții ruși asupra civililor din zonele de ocupație.Mai mult, pericolul nuclear, prezent atât în relație cu declarațiile și amenințările extreme ale conducerii de la Kremlin, cât și pe teren, în jocul-cu-focul ce se desfășoară în jurul centralei atomoelectrice de la Zaporijia, este un factor omniprezent în abordarea Moscovei de semănare a spaimei și a panicii atunci când se știe sub amenințarea contraofensivei de succes a Kievului.Situația tragică a populației din zonele devastate de război și nevoia de sprijin în reconstrucția post-conflict a Ucrainei ocupă, de asemenea, un loc important în viziunea Uniunii Europene, pe lângă susținerea imediată și consistentă deja oferită luptei poporului ucrainean împotriva agresorului.Pe 6 octombrie, în cadrul sesiunii plenare, am susținut cu un vot pozitiv acest raport al Parlamentului European.

(11) Subject to an assessment by the Commission carried out in the context of the regular monitoring of the impact of this Regulation and launched either following a duly substantiated request from a Member State or on the Commission’s own initiative, it is necessary to provide for the possibility to take any necessary measures for imports of any products falling under the scope of this Regulation which are adversely affecting the Union market or the market of one or several Member States for like or directly competing products. There is a particularly precarious situation in the markets for cereals, oilseeds, poultry, eggs, and sugar and honey that may harm Union agricultural producers if imports from Ukraine were to increase. It is appropriate to introduce an automatic safeguard for cereals, oilseeds, eggs, poultry, and sugar and honey products that is activated if quantities imported pursuant to this Regulation exceed the arithmetic mean of quantities in 2021, 2022 and 2023.
