TReiterates its position that participation in the European Neighbourhood Policy does not preclude, for those eastern partners which are clearly identifiable as European countries, any perspective related to possible EU membership; takes the view that the gap existing between the Union's Enlargement Strategy and its Neighbourhood Policy needs to be filled in order to respond to the expectations of our eastern neighbours; is convinced that the Commission's strengthened neighbourhood policy is not sufficient in this respect, although it represents an already positive step in the right direction, and that a more substantive qualitative change is required; stresses that such a new policy should not be used as an alternative to EU membership;

Suggests, therefore, that, as regards those eastern neighbours which, in view of their political, economic and social situation and of the Union's current integration capacity, at present do not enjoy membership prospects but at the same time fulfil certain democratic and economic conditions, the Union should establish an area based on common policies covering, in particular, economic and financial issues, trade, energy, transport, environmental issues, the rule of law, justice, security, mobility and freedom of movement, migration and education; takes the view that these common policies, whilst striving gradually to achieve EU standards and opening the way for closer integration of these countries, should be shaped jointly with the participating countries on the basis of specific decision-making mechanisms, and should be underpinned by adequate financial assistance;

Is of the view that the importance of the foreign policy dimension of energy security, including the Union's dependence on energy and other strategic supplies from unstable or undemocratic countries and regions, will continue to increase in 2008; recommends wide-ranging diversification of energy sources and energy transport routes and increased energy efficiency as well as solidarity in energy policy among EU Member States; deplores the use of energy by third parties as a political instrument and the uncoordinated signing of bilateral energy agreements by Member States, which undermine the interests of the EU as a whole and of other Member States; underlines, therefore, the strategic importance of the Nabucco pipeline for the energy security of the European Union and calls upon the Commission and the Council to mobilise all efforts aimed at successful implementation of this project as soon as possible; reiterates its call for the creation of the post of High Official for Foreign Energy Policy under the authority of the future double- hatted High Representative/Vice-President of the Commission, with responsibility for coordinating the Union's activities in this field;
