Considers that the potential of the EU’s cohesion policy to respond to the current economic crisis can only be fully used if the regulations governing the use of the Cohesion Fund are also adjusted; calls therefore the Commission, in line with the Presidency Conclusions of the European Council of 11 and 12 December 2008 calling for a simplification of procedures and faster implementation of programmes financed by the Cohesion Fund with a view to strengthening investment in infrastructure and in energy efficiency, to present concrete proposals in order to amend the Cohesion Fund regulation (Regulation (EC) No 1084/2006) to allow the co-financing of energy efficiency actions including cases where housing is concerned;
