Votei contra a proposta da Comissão que institui a abolição das mudanças de hora sazonais porque entendo não ser possível proceder a uma apreciação séria desta proposta dado que continua a faltar uma avaliação de impacto da mesma, o que constituiu um grave precedente no processo de tomada de decisão da União.Acresce que o atual sistema existe desde antes da criação da União Europeia e em Portugal desde 1916.A avaliação feita pelo Observatório Astronómico de Lisboa foi contrária à aprovação do diploma por não respeitar a evidência científica. Portugal já por duas vezes procedeu à mudança da hora, mas rapidamente regressou ao atual sistema que se revelou o mais apropriado.

Votei favoravelmente a versão final da Diretiva relativa aos direitos de autor no mercado único digital porque considero que traduz um equilíbrio razoável e possível entre os vários interesses em presença.Recordo que o Governo português votou, em sede de Conselho, favoravelmente este Diploma tendo explicado que a preocupação foi a de "atingir o equilíbrio entre três vetores (proteção dos direitos de autor, criadores e artistas; circulação de conteúdos e desenvolvimento da inovação) procurando corrigir potenciais desequilíbrios do mercado".A versão final da Diretiva eliminou, a meu ver, os riscos de censura, bem como a afetação da liberdade e participação na Internet.Considerando a complexidade dos interesses em causa, a solução final encontrada parece-me equilibrada, justa e eficiente.

Votei contra as alterações 1359 e 1370 apresentadas ao relatório geral do orçamento da União Europeia para o ano de 2019, porque considero essas propostas irrelevantes e, em certo sentido, provocatórias.O objetivo destas alterações, elaboradas em perfeito alinhamento com o denominado movimento Me Too, é o de reforçar os meios disponíveis do Parlamento Europeu para a luta contra o assédio no interior da própria instituição.A aceitação destas alterações significa, a meu ver, que o PE reconhece a existência de um problema de assédio, da responsabilidade, sobretudo, dos seus membros.Os deputados são eleitos democraticamente e são permanentemente escrutinados em todas as suas ações, o que significa que já existem checks and balances suscetíveis de controlar alguns eventuais desvios.O PE não pode alinhar, de forma acrítica e maximalista, com todas as proclamações do movimento Me Too, que tem uma agenda própria e nem sempre coincidente com os objetivos desta instituição.

Votei, com naturalidade e interesse, a favor do relatório Fernandes não apenas porque tive uma participação ativa na sua elaboração e aprovação, mas, sobretudo, porque traduz, por exclusivo mérito do relator, um excelente apoio para Portugal.A eficiência e a rapidez na mobilização do Fundo Europeu de Ajustamento à Globalização a favor de Portugal revela não apenas a forma correta como o respetivo regulamento está elaborado, mas também a eficiência do Estado Português e o interesse da Comissão de Orçamentos na rápida disponibilização dos 4 655 milhões de euros que serão colocados à disposição do Governo de Portugal para apoiar a reintegração no mercado de trabalho dos 730 trabalhadores despedidos em duas empresas do sector do vestuário.

. – Votei favoravelmente o Relatório Voss que aprova uma nova posição do PE sobre direitos de autor, reforçando, desta forma a posição do Parlamento Europeu que levará para a mesa de negociações com os Estados-Membros sobre esta matéria.O Relatório Voss conseguiu um equilíbrio que garante que artistas (músicos, intérpretes e argumentistas) bem como editores de imprensa e jornalistas sejam remunerados pelo seu trabalho quando o mesmo é objeto de partilha em plataformas digitais. Este relatório assegura igualmente de forma equilibrada o acesso de cidadãos às plataformas digitais de informação e respetivos conteúdos.

Abstive-me na votação da proposta de envio para início das negociações com o Conselho, formulada pela Comissão JURI acerca do relatório sobre Direitos de Autor.O que esteve em causa nesta votação foi uma questão de processo e não uma questão de apreciação de matéria. É abusivo afirmar que o PE chumbou a proposta de diretiva que tinha sido aprovada pela referida comissão. Por outro lado, considero inaceitável o clima de pressão e ameaças exercido por ambos os lados sobre os deputados, situação que espero não se repita quando a matéria for retomada para a votação de setembro.Esta é uma matéria complexa e delicada que exigiu um estudo aturado das diversas opções e alternativas (o que a Comissão JURI fez), mas a paixão excessiva e alguma desinformação criaram condições negativas para dar provimento a um tratamento mais rápido deste relatório.Reconheço, por isso, a necessidade de encontrar um novo consenso entre a defesa dos produtores que desejam legitimamente salvaguardar os seus direitos de autoria e o livre acesso dos utilizadores, com regras, ao conhecimento e à informação. Neste sentido, a proposta aprovada na Comissão JURI constitui um razoável compromisso e é sobre ela que deve ser definida, em setembro, a posição do Parlamento.

Votei favoravelmente esta proposta de resolução pois a sua aprovação vai permitir ao Parlamento e ao Conselho mobilizar verbas do Fundo de Solidariedade da União Europeia, para ajudar Portugal, Espanha, França e Grécia a financiar a recuperação dos enormes prejuízos materiais e sociais, causados pelas catástrofes naturais.Está em causa a mobilização de cerca de 105 milhões de EUR, cabendo a Portugal pouco menos de 51 milhões. Este é um bom exemplo da aplicação do princípio da solidariedade, defendido na declaração Schumann e que está, na origem, da construção da União Europeia.

Votei a favor da objeção a este ato delegado, essencialmente por duas razões.1- Sou, por princípio, contra o uso de atos delegados, que se traduzem na diminuição dos poderes do Parlamento Europeu em favor da Comissão Europeia, neste tipo de apreciações de carácter iminentemente político.2- Está em curso um processo de negociação com a Tunísia visando melhorar o quadro legislativo deste país em favor do combate à corrupção e ao financiamento do terrorismo. Ora, a entrada da Tunísia na lista (negra) de países terceiros de risco elevado, nesta altura concreta, traduz-se num sinal negativo para o sucesso dessas mesmas negociações.

Abstive-me na votação deste Orçamento porque o S&D, depois de um profundo e democrático debate, decidiu que esta seria a posição oficial, considerando o Orçamento insuficiente.Defendi, com outros colegas, um voto favorável, sem ignorar as limitações existentes, mas a minha posição, ligeiramente minoritária, não foi aprovada.Este Orçamento, que surge numa altura fulcral para o futuro do projeto europeu, deveria ser um sinal de avanço decisivo, de reafirmação dos valores europeus.Algumas rubricas importantes deveriam ter sido mais bem aprovisionadas, mas existem componentes novos que saúdo e várias evoluções positivas em rubricas que considero essenciais.O processo de decisão final, incluindo a conciliação, deve ser reformulado, a bem da transparência, da accountability e do respeito pelos poderes do Parlamento Europeu.O Tratado de Lisboa tem mais de 8 anos, mas o Conselho continua a considerar-se a verdadeira autoridade orçamental, diminuindo o papel do PE.O S&D absteve-se nesta votação, mas não pôs em causa a aprovação final do Orçamento, o que, a ocorrer, conduziria a União a uma gestão por duodécimos.É um grave erro político do S&D por razões essenciais, mas também porque o segundo grupo político do PE não deve ter uma posição frágil sobre a política orçamental.

Votei favoravelmente esta resolução 0146/2017 pelas seguintes razões:1. Sou totalmente favorável à generalização do comércio internacional. A forma mais adequada para regular os fluxos comerciais passa pelo estabelecimento de acordos comerciais de natureza bilateral ou multilateral.2. O CETA é um bom acordo, bem negociado, que salvaguarda genericamente os interesses dos europeus, das suas empresas, das condições de saúde e dos compromissos ambientais. Contém um aceitável processo para dirimir conflitos entre Estados, empresas e consumidores, que garante o essencial da proteção e da transparência que se encontram plasmadas nas legislações europeias.3. O CETA constituirá um exemplo da regulação comercial, que defende os direitos dos trabalhadores, a exigência de escrutínio das sociedades e um comércio justo.4. O CETA foi ferozmente contestado pelos extremistas do PE (direita e esquerda), com argumentos iguais, o que demonstra que, por trás da sua rejeição, estão aspetos fortes de natureza política relativos à essência da UE.5. A UE, além das ameaças internas, está prisioneira da ameaça externa, constituída pelo protecionismo da nova administração americana, pelo que o estabelecimento deste acordo com um país que se identifica com os valores principais da UE é um fator da maior importância para o futuro e para a consolidação do projeto europeu.

The general objective of the Programme shall be to contribute to institutional, administrative and growth-sustaining structural reforms in the Member States by providing support to national authorities for measures aimed at reforming and strengthening institutions, governance, public administration, and economic and social sectors in response to economic and social challenges, with a view to enhancing cohesion, competitiveness, productivity, sustainable growth, financial stability, quality job creation, and investment, which will also prepare for participation in the euro area, in particular in the context of economic governance processes, including through assistance for the efficient, effective and transparent use of the Union funds.;
