Schon im Vorfeld der Abstimmung zu diesem Punkt der Tagesordnung – der umstrittenen Reform des Urheberrechts im digitalen Binnenmarkt – war absehbar, dass es sich um eine pure Farce handelte. Das Ergebnis der Abstimmung stand längst vorher fest. In den vergangenen Wochen hatten Lobbyvertreter und konservative Kräfte im Parlament ganze Arbeit geleistet. Selbst die Fraktion „Europa der Nationen und Freiheiten“, die noch vor einigen Monaten gegen die neue Richtlinie war, ließ sich zu guter Letzt noch von den Upload-Befürwortern vereinnahmen.Die einzige Möglichkeit, gegen diese undemokratische Abstimmung zu protestieren, bestand darin, dem Abstimmungsvorgang fernzubleiben. Selbstverständlich lehne ich den Entwurf auch in der nun beschlossenen Form weiterhin aus vollem Herzen ab.

Die Richtlinie über das Urheberrecht im digitalen Binnenmarkt ist auch in ihrer überarbeiteten und jetzt zur Abstimmung vorgelegten Fassung abzulehnen, weil das Dokument nach wie vor mit verunklarenden und undefinierten Konzepten gefüllt ist, zahlreiche Widersprüche enthält und letztlich ein Flickwerk von Inhalten wie „Datenlokalisation“, nicht-personenbezogene Daten und Haftungsfragen zum „Internet der Dinge“ enthält. Letztlich läuft die jetzt verabschiedete Richtlinie nicht auf eine Liberalisierung, sondern auf eine fundamentale Gefährdung der Informationsgesellschaft hinaus.Ein zentrales Argument gegen die neue Richtlinie in ihrer jetzt verabschiedeten Fassung ist der Einsatz von sogenannten Upload-Filtern. Diese sind aufgrund ihres verdachtsunabhängigen und der Veröffentlichung vorgeschalteten Einsatzes in der Fachwelt außerordentlich umstritten. An anderer Stelle wird „jedwede populistische Rhetorik“ verurteilt. Hier sind nicht mehr „Bürgerrechte“, sondern die Einschränkung von Meinungsfreiheit und die Privilegierung von Minderheiten das Ziel, weshalb hier ein klares „Nein“ geboten war.

Europäische Handelsmaßnahmen für und zugunsten der Ukraine zielen auf eine erweiterte ökonomische und politische Verflechtung der Ukraine mit der EU ab und stehen in direkter Konsequenz des vom Westen unterstützten und geförderten Maidan-Putsches im Februar 2014, der den Frontwechsel der Ukraine aus dem russischen in den westlichen Einflussbereich bewirkte. Diese Politik ist nicht im Interesse gutnachbarschaftlicher Beziehungen zu Russland und dient in erster Linie transatlantischen geostrategischen Zielen.Ablehnung ist auch deshalb geboten, weil die EU hier mit gespaltener Zunge spricht: Während sie der Ukraine einerseits entgegenkommt und eine Intensivierung der Handelsbeziehungen anstrebt, sabotiert sie andererseits – erst kürzlich erneut geschehen durch die Verlängerung der Sanktionen gegen Russland – die gutnachbarschaftlichen und Handelsbeziehungen zu Moskau. Hier war mit „Nein“ zu stimmen.

Der in Rede stehende Bericht bietet ein Musterbeispiel für Heuchelei und Messen mit zweierlei Maß. Während einerseits Russland, China und Syrien kritisiert werden, finden alltägliche Menschenrechtsverletzungen im Zusammenhang mit „Kriegsverbrechen und Verbrechen gegen die Menschlichkeit“, wie sie von den USA – etwa im Zusammenhang mit dem Einsatz von Kampfdrohnen – permanent begangen werden, keinerlei Erwähnung. Auch die von den USA und ihren lokalen Verbündeten verursachten „Kollateralschäden“ unter der Zivilbevölkerung – aktuell etwa bei wiederholten Kampfeinsätzen in Syrien, die sich gegen die syrischen Regierungsstreitkräfte und mit ihnen verbündete Milizen richteten – werden in dem Bericht nicht erwähnt, von früheren Kriegsverbrechen und Menschenrechtsverletzungen, die von den USA etwa im früheren Jugoslawien und im Irak begangen wurden, gar nicht zu reden. – Hier war ein „Nein“ geboten.

Die Anwendung von militärischer Gewalt ist eine hoheitliche Aufgabe. Sie kann bzw. darf grundsätzlich nicht an nichtstaatliche Akteure ausgelagert werden. Eine solche Auslagerung militärischer Aufgaben an private Leistungsträger verwischt die Grenzen zwischen staatlichem und nichtstaatlichem Handeln, führt zur Verschleierung von Verantwortlichkeiten und zu Intransparenz. In den USA, die auf diesem Weg schon erheblich weiter sind als die EU, ist inzwischen ein gigantischer Markt für militärische Dienstleistungen entstanden, und nichtstaatliche Sicherheitsanbieter wie Blackwater/Academi bieten mittlerweile ganze Armeen für die nichtstaatliche Kriegsführung an.Als weiteres Problemfeld kommt der ungeklärte Status der Angehörigen der in Rede stehenden Sicherheits-Dienstleister als Kombattanten bzw. Nichtkombattanten hinzu. – Da die skizzierte Entwicklung generell abzulehnen ist, war hier Ablehnung geboten.
