Įgyvendinant bendrą žuvininkystės politiką būtina rinkti duomenis, norint vertinti žuvų išteklių būklę, skirtingų sektoriaus segmentų pelningumą ir žuvininkystės bei akvakultūros poveikį ekosistemai. Duomenys taip pat būtini siekiant įvertinti ES politiką: žuvininkystės valdymo priemones, struktūrines finansines priemones, kuriomis remiami nuo žuvininkystės ir akvakultūros priklausomi rajonai, ir neigiamo žuvininkystės poveikio ekosistemai mažinimo priemones.

Manau jog NATO organizacija yra svarbiausias Lietuvos ir Europos saugumo garantas, tuo tarpu Europos integracija gynybos srityje yra svarbi ir būtina tol, kol nedubliuoja NATO funkcijų. Esu įsitikinęs, kad reikia stiprinant Europos vienybę skatinti taiką, saugumą ir stabilumą Europos kaimynystėje ir pasaulyje. Dėl susidariusių naujų geopolitinių ir geostrateginių aplinkybių, iškilus naujoms grėsmėms, valstybės negali vienos atremti naujų pavojų. Bendros politikos reikia siekiant užtikrinti bendrą atsaką, todėl svarbu gerinti valstybių narių bendradarbiavimą ir keitimąsi informacija bei geriausia patirtimi.

Balsavau už. Dėl klimato kaitos poveikio Arkties transformacija atvers naujus navigacijos maršrutus ir atsiras naujų žvejybos ir gamtos išteklių plotų, todėl regione padaugės žmogaus veiklos. ES palaipsniui suformavo bei išplėtė savo Arkties politiką. Europos Parlamentas ragina vykdyti tvarią Arkties politiką, atkreipia dėmesį į tai, jog Arktyje būtina laikytis tarptautinės teisės, ir pritaria tam, kad ES atliktų svarbų vaidmenį skatinant veiksmingus daugiašalius susitarimus ir pasaulinę taisyklėmis grindžiamą tvarką. Taip pat siūlo sustiprinti daugiašalį Arkties valdymą griežtinant atitinkamus tarptautinius, regioninius ir dvišalius susitarimus, sistemas bei nuostatas ir juos nuosekliai įgyvendinant.

Europos Parlamentas teigiamai vertina Juodkalnijos pažangą integruojantis į ES, tačiau ragina tęsti teisminių institucijų reformą ir užtikrinti veiksmingesnę institucinę ir asmeninę atskaitomybę tais atvejais, kai nagrinėjami kaltinimai korupcija. Atkreipia dėmesį į palankius ekonomikos pokyčius, tačiau primygtinai ragina naująją vyriausybę imtis priemonių fiskaliniam tvarumui užtikrinti, tuo pačiu metu sustiprinant socialines teises ir vartotojų apsaugą, pradėti vykdyti tolesnes struktūrines reformas siekiant pagerinti verslo ir investicijų aplinką.

Vokietijos kelių mokesčių sistemoje (vok. Pkw-Maut) vis dar yra elementų, dėl kurių kitų ES šalių piliečiai patiria diskriminaciją dėl pilietybės, todėl ragina Komisiją kaip Sutarčių sergėtoją, atidžiai stebėti šį procesą.

Išlaikant biudžetinę drausmę ES biudžetas turi būti aprūpintas priemonėmis, kad jis galėtų reaguoti į įvairias krizes tuo pačiu metu. Europos Parlamentas laikosi nuomonės, kad, nors ekonomikos augimas ir darbo vietų kūrimas ir toliau išlieka pagrindiniais ES biudžeto prioritetais, tvarios pažangos ir pokyčių šiose srityse turi būti pasiekta tuo pačiu metu sprendžiant ES piliečių problemas, susijusias su sauga ir saugumu. Nustatant 2018 m. Balsavau už pranešimą. Nors visas arklinių šeimos gyvūnų sektoriaus dydis ir mastas iki galo neaiškus, akivaizdu, kad jo poveikis ekonomikai yra reikšmingas. Ne viena organizacija yra dėjusi pastangas, kad būtų parengtos geros arklinių šeimos gyvūnų vežimo praktikos gairės. 2014 m. buvo paskelbtos praktinės sausuma vežamų arklinių šeimos gyvūnų girdymo gairės, o neseniai buvo parengtos naujos arklinių šeimos gyvūnų tinkamumo vežti gairės. EP ragina viešinti šias gaires ir didinti arklinių šeimos gyvūnų savininkų ir prižiūrėtojų žinias, siekiant apsaugoti ne tik pavienių gyvūnų sveikatą ir gerovę, bet ir ilgalaikę jų ekonominę vertę bei našumą.

Balsavau už EP siūlomus pakeitimus Europos Parlamento ir Tarybos reglamentui dėl gyvsidabrio. Gyvsidabris – vienas iš kenksmingiausių teršalų pasaulyje ir jo poveikis nepaprastai silpnina sveikatą. EP ragina kuo skubiau ratifikuoti teisiškai privalomą Minamatos konvenciją dėl gyvsidabrio, kuri reglamentuos šios medžiagos tiekimą, prekybą ir jos naudojimą, o vyriausybės bus skatinamos imtis priemonių, kuriomis būtų valdomas gyvsidabrio poveikis sveikatai.

Balsavau už šį pranešimą. EP nuomone, šiuo metu pernelyg daug bendrovių per daug dėmesio skiria didelio trumpalaikio pelno ir kapitalo grąžos reikalavimams patenkinti. Ši dinamika lemia planavimo trūkumus, nepakankamas investicijas ir neoptimalius ilgalaikius rezultatus.Siekiant bent iš dalies įveikti šią problemą, Komisija nori smulkiesiems akcininkams, pirmiausia instituciniams investuotojams, suteikti skaidresnį, lengviau valdomą ir įtakingesnį vaidmenį valdant bendroves. Manoma, kad jeigu investuotojai daugiau įsitrauks į valdymą ir jų dalyvavimas bus labiau orientuotas į ilgą laikotarpį, bendrovės teiks didesnį prioritetą ilgalaikiams aspektams. Tai savo ruožtu bus naudinga institucinių investuotojų ir turto valdytojų galutiniams klientams, bendrovėms ir visai visuomenei.

Esu įsitikinęs, jog siekiant mažinti terorizmo ir radikalizmo grėsmę, reikia sutelkti daugiau pastangų kovoje su nelegalia ginklų prekyba.

Tačiau nepaisant priemonių, naudojamų lyčių lygybei apibrėžti, šis tikslas vis dar toli gražu nepasiektas. Todėl šiame pranešime raginama biudžetą naudoti kur kas iniciatyviau ir tikslingai – kad būtų pasiektas lyčių lygybės tikslas.

Manau jog pasiūlymas padės įgyvendinti pagrindinį Šengeno acquis tikslą – dalytis atsakomybe, kad būtų užtikrinta veiksminga, aukšto lygio ir vienoda kontrolė prie išorės sienų.

Balsavau už, nes šis pasiūlymas turėtų užtikrinti, kad regione dominuojantys energetinių išteklių tiekėjai nepiktnaudžiautų savo pozicija. Naujos ES taisyklės įpareigos ES valstybes informuoti Europos Komisiją apie ketinimą pradėti derybas su trečiąja valstybe dėl energijos pirkimo ar energetikos infrastruktūros statybos bei eksploatavimo. Šiuo klausimu jau yra pasiektas neformalus susitarimas su ES Taryba.Šiuo metu galiojančios ES taisyklės nurodo, kad ES valstybių ir trečiųjų šalių tarpvyriausybiniai energetikos susitarimai turi būti pateikti Europos Komisijos vertinimui tik po jų pasirašymo, o tai labai apriboja jos galimybes užtikrinti, kad šie susitarimai neprieštarautų ES teisei.Todėl naujosios taisyklės numato galimybę Europos Komisijai įsitraukti į minėtų susitarimų derinimą nuo pat derybų pradžios. Tai turėtų padidinti ES energetikos politikos nuoseklumą ir užtikrinti energijos teikimo saugumą.

Balsavau už. Šis pranešimas parengtas siekiant išnagrinėti pirmąją patirtį, įgytą įgyvendinant 2014–2020 m. laikotarpio programą „Europa piliečiams“, kuri veikia jau dvejus metus. Šiuo pranešimu siekiama pateikti dabartinės programos įgyvendinimo būklės apžvalgą ir padėti geriau suprasti, kas šiuo programos įgyvendinimo etapu pasiteisina ir kokie yra pagrindiniai klausimai, keliantys susirūpinimą pareiškėjams ir paramos gavėjams. Į šiame pranešime pateiktas išvadas turėtų būti atsižvelgta tarpinėje programos įgyvendinimo vertinimo ataskaitoje, kurią Europos Komisija privalo pateikti 2017 m., ir komunikate dėl programos pratęsimo, kurį Komisija turėtų paskelbti 2018 m.

Balsavau už EP rezoliuciją dėl bendros ES prekybos politikos atsižvelgiant į laukinės gamtos tvarumo reikalavimus. Auganti neteisėta prekyba įvairiausių rūšių augalais ir gyvūnais yra skaudi problema. Dėl šių nusikaltimų masto prarandama biologinė įvairovė ir pažeidžiama ekosistema, didėja rūšių, kurios tampa pažeidžiamos ar net nykstančios skaičius. EP rezoliucijoje pateikiama eilė rekomendacijų ir priemonių, kurių pagalba būtų užkertamas kelias neteisėtai prekybai laukiniais augalais ir gyvūnais.

Todėl itin svarbu atnaujinti ES kovos su terorizmu ir teroristiniais tinklais teisinę sistemą, susijusią su šiais klausimais: teroristų rengimas ir dalyvavimas rengime Europoje ir už jos ribų, taip pat mokymas stovyklose bei internetu, vadinamųjų užsienio kovotojų kelionės į konflikto zonas teroristiniais tikslais; aukų teisių įtvirtinimas ir didesnė terorizmo aukų apsauga bei panašiai.

EP manymu, turi būti veiksmingiau vykdoma sanglaudos politika, taip mažinant išsivystymo skirtumus tarp ES regionų, tačiau sudarant sąlygas tam tikram lankstumui, kad būtų atsižvelgta į konkrečius kiekvieno regiono poreikius. Tam nemažą įtaką daro ir informatyvumas, todėl pranešime, be kita ko, raginama informaciją apie Europos struktūrinius ir investicijų fondus skleisti intensyviau ir modernesnėmis priemonėmis, kad ji būtų geriau prieinama visuomenei.

Balsavau už šį pranešimą. ES ir Kanados derybos dėl išsamaus ekonomikos ir prekybos susitarimo tarp ES ir Kanados (IEPS) yra pirmas laisvosios prekybos susitarimas. Kanada yra svarbi Europos Sąjungos prekybos ir investicijų partnerė, o dėl šio susitarimo Kanados rinkoje ES bendrovės turės tokias pačias sąlygas kaip ir visos kitos prekybos partnerės. Dėl šio susitarimo bus panaikinti beveik visi muitai. IEPS suteiks naujų ir geresnių galimybių patekti į rinką Europos paslaugoms, sudarys palankesnes sąlygas paslaugų teikėjams keliauti tarp ES ir Kanados. ES bendrovėms bus suteikiamos didesnės galimybės dalyvauti viešuosiuose konkursuose.

Europos Parlamentas teigiamai vertina pažangą, padarytą įgyvendinant 2015–2018 m. reformų darbotvarkę, taip pat šalies pasiryžimą toliau tęsti institucines ir socialines ekonomines reformas. Pažymi, kad padėtis šiek tiek pagerėjo, tačiau pabrėžia, kad reikia harmoningai ir efektyviai pagal veiksmų planą vykdyti reformų darbotvarkę, kad visoje šalyje būtų įgyvendinti realūs pokyčiai ir apčiuopiamai pagerėtų visų Bosnijos ir Hercegovinos piliečių gyvenimas.

Balsavau už. Dauguma ES valstybių narių yra ratifikavusios JT konvenciją prieš korupciją, kuri įpareigoja užtikrinti tinkamą ir efektyvią informatorių apsaugą. Informatoriai atlieka labai svarbų vaidmenį kovojant su organizuotu nusikalstamumu ir tiriant korupcijos atvejus viešajame sektoriuje, todėl labai svarbu sukurti teisinį pagrindą, pagal kurį informatoriai būtų saugomi visoje ES ir ES institucijose.

Po neigiamai pasibaigusio referendumo Danijoje nuo 2017 m. gegužės 1 d. ji nebepriklausys Europolui ir negalės dalyvauti jo veikloje, naudotis jo duomenų bazėmis ar su juo keistis duomenimis. Todėl šiuo metu siūloma Daniją susieti su Europolu sudarius operatyvinio bendradarbiavimo susitarimą. Teisinis šio susitarimo sudarymo kelias apimtų dvi paeiliui vykdomas teisėkūros procedūras – pirmiausia Danija bus įtraukta į sąrašą, kuriuo naudodamasis Europolas sudaro tarptautinius bendradarbiavimo susitarimus, antra, Europolas ir Danija sudarys operatyvinio bendradarbiavimo susitarimą. Dėl abiejų pasiūlymų reikia konsultuotis su Europos Parlamentu.Pritariu šių susitarimų sudarymui, nes siekiant kovoti su rimtu ir organizuotu tarpvalstybiniu nusikalstamumu ir tarptautiniu terorizmu Sąjungoje, visos Europos šalys turi glaudžiai bendradarbiauti ir dalytis duomenimis, taikyti atitinkamas apsaugos priemones ir duomenų apsaugą.

Nyderlandai turi teisę pagal nustatytą reglamentą gauti finansinę paramą, kuri bus skirta didinti atleistų darbuotojų įsidarbinimo galimybes rengiant jiems pritaikytus mokymus.

Atsižvelgiant į kylančias migracijos srautų valdymo problemas, ES vystomojo bendradarbiavimo politikos siekius sumažinti ir, ilgainiui, panaikinti skurdą bei į tai, kad besivystančios šalys tapo įvairesnės bei turi įvairių ir konkrečių vystymosi poreikių, atsiranda naujų paramos teikėjų ir naujų pasaulinio lygio subjektų, svarbu peržiūrėti ES vykdomą vystymosi politiką. Pritariu rezoliucijos nuostatoms, kad Europos parama vystymuisi pirmiausia turėtų būti diferencijuojama pagal konkrečių šalių atvejus ir vystymosi poreikius, o ne tik pagal mikroekonominius rodiklius ar politinius tikslus.

Balsavau už šią rezoliuciją. Atsakomybė už sveikatos srities politiką ES pirmiausia tenka valstybėms narėms. Tačiau ES turi kompetenciją sveikatos propagavimo ir ligų prevencijos srityje, be to, ji atlieka vaidmenį koordinuodama valstybių narių veiksmus ir padėdama joms siekti aukšto lygio žmonių sveikatos apsaugos. Manau, jog moterų sveikatos klausimas, kaip ES lygmens politikos dalis, gali reikšmingai prisidėti prie fizinės ir psichikos sveikatos paslaugų gerinimo ir bendros visuomenės gerovės augimo.

Taigi šiuo teisės aktu, dėl kurio balsavome, buvo nustatytos įgyvendinimo sąlygos, Komisijai suteikti įgyvendinimo įgaliojimai.

Balsavau už. Šiuo metu minimas Reglamentas taikomas dviem šalims, kurios nėra Pasaulio prekybos organizacijos narės, t. y., Baltarusijos Respublikai ir Korėjos Liaudies Demokratinei Respublikai. Siekiant gerinti dvišalius ES santykius su Baltarusija, Komisija siūlė panaikinti šios šalies kilmės tekstilės ir aprangos gaminių importo autonomines kvotas. Toks siūlymas priimtas atsižvelgiant į labai ribotą kvotų naudojimą bei į labai nedidelį jų poveikį ES tekstilės gamintojams. Manoma, kad Baltarusijai ir jos įmonėmis tai bus motyvuojanti paskata, be to, tai padės palengvinti tarpusavio dialogą ir padidinti investuotojų pasitikėjimą.

Naujasis Susitarimas pasirašytas 2015 m. ir reikalingas Parlamento pritarimas, kad įsigaliotų tos minėto Susitarimo dalys, kurios patenka atitinkamai į ES sutarties taikymo aprėptį.Susitarimas dėl TMTC veiklos tęsimo padės užtikrinti, kad būtų tęsiama dabar vykdomų ir naujų projektų veikla pasikeitus dalyviams, apimant platesnę geografinę taikymo sritį, galbūt įtraukus Artimųjų Rytų regioną, ir taikant naują tikslų, konkrečiau pritaikytų dvejopo naudojimo srities žinioms, rinkinį.Pagrindiniai Centro tikslai bus skatinti masinio naikinimo ginklų prevenciją, suteikti mokslininkams ir inžinieriams, turintiems dvejopo naudojimo srities žinių ir įgūdžių, mokymosi ir alternatyvaus įsidarbinimo taikiais tikslais galimybių; skatinti saugumo kultūrą.

Šiame pranešime aptariamos pagrindinės logistikos ir daugiarūšio vežimo naujais transeuropinio transporto tinklo (TEN-T) koridoriais problemos: ES krovininio transporto logistikos strategija, integruoto daugiarūšio transporto skatinimas, bei kaip būtų galima geriau suformuoti krovininio transporto infrastruktūrą TEN-T, kai kalbama apie stipriai perkrautas teritorijas, kuriose tankūs tinklai dalijasi pajėgumais su keleivių transportu, o papildomas transportas padidina spūstis, triukšmą ir sudaro kitų netiesioginių išlaidų netoli gyvenantiems žmonėms.EP ragina Komisiją stiprinti TEN-T Europos koordinatorių veiksmų sritį, kuri neapsiribotų atitinkamų koordinatorių kompetencijai priklausančių koridorių geografine taikymo sritimi ir spręstų horizontaliuosius politikos klausimus, kaip antai didesnė transporto rūšių įvairovė ir veiksminga krovinių logistika.

Dėl šios priežasties kyla abejonių, ar Komisija tinkamai įgyvendino pinigų plovimo prevencijos direktyvą priimdama deleguotąjį reglamentą nustatant strateginių trūkumų turinčias didelės rizikos trečiąsias valstybes.

(2) The report from the Commission to the European Parliament and the Council on the state of the European carbon market in 20127 identified the need for measures in order to tackle structural supply-demand imbalances. The impact assessment on the 2030 climate and energy policy framework8 indicates that this imbalance is expected to continue, and would not be sufficiently addressed by adapting the linear trajectory to a more stringent target within this framework. A change in the linear factor only changes gradually the cap. Accordingly, the surplus would also only gradually decline, such that the market would have to continue to operate for more than a decade with a surplus of around 2 billion allowances or more. In order to address this problem and to make the European Emission Trading System more resilient to imbalances, a market stability reserve should be established. To ensure regulatory certainty as regards auction supply in phase 3 and allow for some lead-time adjusting to the introduction of the design change, the market stability reserve should be established as of phase 4 starting in 2021. In order to preserve a maximum degree of predictability, clear rules should be set for placing allowances into the reserve and releasing them from the reserve. Where the conditions are met, beginning in 2021, allowances corresponding to 12% of the number of allowances in circulation in year x-21 should be put into the reserve. In its assessment, the Commission shall take into account ambient air quality in the Member States, at present and in the future, of measures that have been taken by the Member States as well as estimated effects on ambient air quality of current Community measures and planned Community measures to be proposed by the Commission. Where the Commission has raised no objections within nine months of receipt of that notification, the relevant conditions for the application of paragraphs 1 or 2 shall be deemed to be satisfied. When the Commission considers that conditions in paragraphs 1 and 2 are not fulfilled, it shall inform the Member State concerned that its exemption cannot be accepted.

(7) In accordance with Article 2(2) TFEU, Member States are therefore entitled to have a possibility, during the authorisation procedure and thereafter, to decide to restrict or prohibit the cultivation of a GMO on their territory with the effect of excluding cultivation of a specific GMO in all or part of that Member State's territory. In that context, it appears appropriate to grant Member States, in accordance with the principle of subsidiarity, more flexibility to decide whether or not they wish to cultivate GMO crops on their territory without affecting the risk assessment provided in the system of Union authorisations of GMOs, either in the course of the authorisation procedure or thereafter, and independently of the measures that Member States are entitlrequired to take by application of Directive 2001/18/EC to avoid the unintended presence of GMOs in other products. The grant of that possibility to Member States should facilitate the decision-making process in the GMO field. At the same time, freedom of choice of consumers, farmers and operators should be preserved whilst providing greater clarity to affected stakeholders concerning the cultivation of GMOs on their territory. Member States are required to cooperate with the neighbouring Member States with a view to ensuring appropriate information sharing, aiming the Union. (a) environmental policy objectives distinct from the elements assessed according to this Directive and Regulation (EC) No 1829/2003. Those grounds may include: - the prevention of the development of pesticide resistance amongst weeds and pests; - the invasiveness or persistence of a genetically modified variety, or the possibility of interbreeding with domestically cultivated or wild plants; - the prevention of negative impacts on the local environment caused by changes in agricultural practices linked to the cultivation of GMOs; - the maintenance of local biodiversity, including certain habitats and ecosystems, or certain types of natural and landscape features, as well as specific ecosystem functions and services; - the absence or lack of adequate data concerning the potential negative impacts of the release of GMOs on the local or regional environment of a Member State, including on biodiversity;
