Mobilisation of the European Globalisation Adjustment Fund: application EGF/2016/008 FI/Nokia Network Systems (A8-0196/2017 - Petri Sarvamaa) FR

Le fonds d’ajustement à la mondialisation a été créé pour venir en aide aux travailleurs souffrant des conséquences de la mondialisation.La mobilisation de 2,65 millions d’euros est demandée ici pour permettre la réintégration sur le marché du travail de 821 travailleurs licenciés par Nokia en Finlande dans la région d’Helsinki.Je me positionne en faveur de cette aide à la réintegration de ces travailleurs qui subissent en réalité les conséquences désastreuses des politiques économiques européennes. J’ai donc voté pour ce texte.

Automated data exchange with regard to vehicle registration data in Croatia (A8-0171/2017 - Claude Moraes) FR

Ce texte vise à autoriser la Croatie à recevoir et à transmettre des données à caractère personnel, aux fins de la consultation automatisée de données relatives à l'immatriculation des véhicules. J'ai voté contre car nous sommes opposés à un échange systématique de données à caractère personnel.

Objection pursuant to Rule 106: GMO cotton GHB119 (B8-0293/2017) FR

J’ai voté en faveur de cette objection car elle vise à protéger la santé et les intérêts des consommateurs en s’opposant à l’autorisation d’importations des produits du coton génétiquement modifié GHB119. Une éventuelle importation de ces produits encouragerait l’utilisation d’herbicides à base de glufosinate auquel le GHB119 est résistant. Les États membres ont par ailleurs rappelé que le glufosinate est aujourd’hui classé comme produit toxique et ont émis des critiques en soulignant les lacunes dans l’évaluation des risques environnementaux et le problème des données manquantes.

Genetically modified maize DAS-40278-9 (B8-0292/2017) FR

Cette résolution s'oppose à la mise sur le marché des produits contenant du maïs génétiquement modifié DAS-40278-9.Une éventuelle commercialisation des produits de ce maïs n'est pas en mesure d'assurer un niveau élevé de protection de la santé des consommateurs ni de l'environnement. Des chercheurs indépendants ont émis des préoccupations sur les risques liés à l'utilisation de l'herbicide 2,4-D auquel ce maïs est conçu pour résister. Les États membres évoquent des problèmes de données manquantes et insuffisantes et des tests mal conçus sur l'utilisation de cet herbicide controversé qui pourrait avoir un lien avec des problèmes de développement de l'embryon, des malformations congénitales et des perturbations du système endocrinien.Considérant que la protection de la santé des consommateurs est l'élément primordial à prendre en compte dans ce genre de cas, j'ai voté en faveur de cette objection.

Situation in Hungary (B8-0295/2017, B8-0296/2017) FR

Les deux résolutions présentées constituent une attaque en règle contre la souveraineté de la Hongrie. Le gouvernement hongrois est dans le collimateur de l'UE depuis plusieurs mois essentiellement car il est attaché à la protection des frontières du pays et cela déplaît fortement aux technocrates de Bruxelles. L'Union européenne estime que le gouvernement provoque « une grave détérioration de l'état de droit, de la démocratie et des droits fondamentaux, notamment la liberté d'expression, la liberté académique, les droits fondamentaux des migrants, des demandeurs d'asile et des réfugiés, la liberté de réunion et d'association, les activités des organisations de la société civile, etc. »Je me suis opposé aux critiques contre un pays souverain qui ne fait que protéger les intérêts de ses propres citoyens.

European Qualifications Framework for lifelong learning (B8-0298/2017) FR

L'Union européenne souhaite mettre en place un cadre européen de certification (CEC). L'objectif serait de faciliter et de promouvoir le transfert des certifications entre les différents systèmes d’éducations et de formations afin d'assurer une meilleure adéquation entre les compétences disponibles et celles qui font défaut sur le marché du travail, et ainsi améliorer les possibilités pour les personnes de trouver un emploi. Cette initiative part, certes, d'une bonne intention mais il faut tout de même rappeler que l'éducation et la formation sont des compétences nationales des états membres et que l'Union européenne n'a, par conséquent, pas son mot à dire. D'autre part, cette question est une ouverture à la mobilité des travailleurs. Il s'agirait en outre, comme toute initiative européenne du moment, d'intégrer également les migrants dans le texte et de reconnaître leurs certifications étrangères afin faciliter leur intégration. Je me suis, par conséquent, opposé à ce texte.

Protocol to the EU-Mongolia Framework Agreement on Partnership and Cooperation (accession of Croatia) (A8-0074/2017 - Helmut Scholz) FR

Signé en avril 2013, l’accord-cadre de partenariat et de coopération UE-Mongolie instaure un nouveau cadre pour approfondir le dialogue et la coopération entre l’Union et la Mongolie dans les domaines économiques et politiques.Ce texte ne concerne qu’une modification sur un accord déjà ratifié pour tenir compte de l’adhésion de la République de Croatie à l’Union européenne. Il n’y a donc aucune modification sur le fond.J’ai cependant voté contre ce rapport puisque les accords d’associations sont généralement l’étape préliminaire à un traité de libre-échange dont je suis fermement opposé. Je suis au contraire en faveur de partenariats entre nations souveraines.

EU-Bosnia and Herzegovina Stabilisation and Association Agreement (accession of Croatia) (A8-0169/2017 - Cristian Dan Preda) FR

Entré en vigueur en juin 2015, l’accord de stabilisation et d’association (ASA) UE-Bosnie instaure un partenariat et renforce les liens politiques, économiques et commerciaux entre l’Union et la Bosnie-Herzégovine. Il prévoit l’ouverture des marchés pour leurs entreprises respectives et contribue à l’alignement progressif des normes et de la législation de la Bosnie sur celles de l’UE.Ce texte ne concerne qu’une modification sur un accord déjà ratifié pour tenir compte de l’adhésion de la République de Croatie à l’Union européenne. Il n’y a donc aucune modification sur le fond.J’ai cependant voté contre ce rapport puisque je suis opposé à l’élargissement de l’UE et donc à l’adhésion de la Bosnie-Herzégovine. Je suis au contraire en faveur de partenariats entre nations souveraines. De plus, notons que les accords d’associations sont généralement l’étape préliminaire à un traité de libre-échange dont je suis fermement opposé.

EU-Norway Agreement on supplementary rules in relation to the instrument for financial support for external borders and visa (A8-0174/2017 - Tomáš Zdechovský) FR

J’ai voté abstention sur ce texte qui prévoit que les pays associés à la mise en œuvre, à l’application et au développement de « l’acquis de Schengen » devraient participer financièrement à l’instrument de soutien financier. Il s’agit ici de la Norvège à qui on demande en substance de payer une contribution financière pour sa participation. Même si nous sommes opposés à Schengen, nous pouvons difficilement voter contre le fait que les Norvégiens paient leur part.

EU accession to the International Cotton Advisory Committee (ICAC) (A8-0187/2017 - Fernando Ruas) FR

J’ai voté contre ce texte sur l’adhésion de l’Union européenne au Comité consultatif international du coton (CCIC) car la France est déjà adhérente à titre individuel comme 8 autres pays européens. Le CCIC est une instance consultative fondée en 1939 et regroupant 27 pays producteurs et consommateurs. Son but est d’aider à la promotion d’une économie mondiale saine et transparente du coton ainsi qu’à la collecte d’informations et de statistiques sur ce marché.Si je suis convaincu de l’utilité du CCIC, les autres pays de l’UE n’ayant pas adhéré pourraient le faire séparément. Je considère donc que cette adhésion n’a aucun intérêt pour la France puisque ce serait désormais l’UE qui parlerait en son nom.

EU eGovernment action plan 2016-2020 (A8-0178/2017 - Sabine Verheyen) FR

Ce texte concerne le plan d’action européen 2016-2020 pour l’administration en ligne dont l’objectif est de doter toutes les administrations et institutions publiques de services numériques «ouverts, efficients, inclusifs, conviviaux, personnalisés et sans frontières».Sur le principe ce plan de modernisation de l’administration en ligne paraît être une bonne chose puisqu’elle permettrait de la coordonner au niveau européen ce qui pourrait améliorer sa mise en place. En revanche le rôle prépondérant joué par la Commission ainsi que la dimension très européenne donnée à ce programme laisse entrevoir les prémisses d’une citoyenneté européenne forcée et technocratique puisque l’étape suivante consistera à en faire un système unique européen qui justifiera la création d’une citoyenneté unique. De plus, ce projet présente une menace supplémentaire pour notre pays car elle exposera encore plus nos entreprises à la concurrence déloyale qui règne dans le Marché unique.J’ai donc voté contre ce texte.

Annual report 2015 on the protection of EU's financial interests - Fight against fraud (A8-0159/2017 - Julia Pitera) FR

Le rapport de l’année 2015 sur l’efficacité de la protection des intérêts financiers de l’UE pointe l’augmentation très inquiétante du nombre d’irrégularité (+36 % par rapport à 2014) même s’il faut noter que les irrégularités frauduleuses ont baissé de 11 % sur cette même période. Pour ce qui est de la fraude, l’aspect le plus problématique est la fraude à la TVA intracommunautaire. Le texte dénonce également les principaux acteurs de la contrefaçon ainsi que la progression dangereuse du nombre d’irrégularités de fonds structurels.Même si ce rapport est très représentatif de la mauvaise gestion du denier européen, j’ai voté contre ce texte qui fait des références multiples à la création d’un parquet européen pour lutter contre la fraude, chose à laquelle je suis profondément opposé.

Resource efficiency: reducing food waste, improving food safety (A8-0175/2017 - Biljana Borzan) FR

J’ai voté en faveur de ce rapport qui vise à réduire le gaspillage et améliorer la sécurité alimentaire. En effet, ce texte propose une série de proposition qui vont dans le bon sens avec notamment une définition commune et claire du gaspillage incluant les pertes ainsi qu’une méthode commune pour les mesurer, un meilleur étiquetage relatif aux dates de péremption, la facilitation du don alimentaire ou encore le soutien aux circuits courts et donc au localisme.

Evaluation of external aspects of customs performance and management as a tool to facilitate trade and fight illicit trade (A8-0162/2017 - Tiziana Beghin) FR

Je me suis opposé à ce rapport visant à lutter contre la fraude. En effet, si l’objectif est louable, les solutions proposées par le Parlement sont tout bonnement inacceptables : davantage de mainmise de la Commission Européenne dans toutes les procédures et lui donner les pouvoirs de tout harmoniser. Le Parlement demande également de considérer le transfert des responsabilités des autorités douanières nationales au niveau européen pour de nombreuses compétences !La coopération entre pays doit être améliorée mais il est essentiel que les services de douanes restent dans les mains des nations !

Negotiations with the United Kingdom following its notification that it intends to withdraw from the European Union (RC-B8-0237/2017, B8-0237/2017, B8-0241/2017, B8-0242/2017, B8-0243/2017) FR

J’ai voté contre cette proposition de résolution qui entend fixer les principes lors des négociations de sortie du Royaume Uni de l’Union européenne. Alors que ce texte prétend vouloir mettre en place des négociations loyales avec l’objectif de garder le Royaume Uni comme un proche partenaire, il s’immisce en fait largement dans les affaires intérieures du pays. Le but ? Réduire au maximum la marge de manœuvre du pays cherchant ainsi à envoyer un message aux autres États qui voudraient organiser une sortie de l’UE. La procédure proposée dans cette résolution va, de plus, contre ce qui est proposé par le gouvernement britannique et semble largement impraticable.Je me suis donc fermement opposé à ce texte : l’UE se doit de respecter l’issue de ce referendum et procéder à des négociations sans tenter de « punir » le Royaume Uni.

Ce texte a pour objet la ratification de la convention HNS, qui a pour but une meilleure indemnisation en cas de catastrophe maritime. Il propose, entre autres, d’établir la responsabilité des propriétaires de navires ainsi que de créer un fonds d’indemnisation lorsque le propriétaire ou son assureur fait défaut. Ces mesures sont avantageuses pour la France, dont la flotte est réduite, mais dont les eaux sont très fréquentées par des navires étrangers.Les normes internationales en matière de transport maritime ou aériens sont nécessaires, car ces secteurs nécessitent une approche globale. J’ai donc voté en faveur de ce texte.

Application of the provisions of the Schengen acquis relating to the Schengen Information System in Croatia (A8-0073/2017 - Nuno Melo) FR

Ce texte a pour objectif d’appliquer en Croatie les dispositions de l’acquis de Schengen relatives au système d’information Schengen (SIS) qui ne sont pas encore appliquées. Ce projet constitue la première étape de la levée des contrôles aux frontières intérieures de l’Union vers la Croatie.Profondément opposé au système de Schengen tel qu’il existe, j’ai voté contre ce texte. Au lieu d’élargir Schengen, il faut rendre aux États membres leur souveraineté sur leurs frontières !

Ces règlements font suite au scandale des prothèses PIP (prothèses mammaires fabriquées frauduleusement à partir de silicone non-médical, bien mieux onéreux) et des prothèses de hanche métal/métal (le frottement des deux pièces entraînant une libération de cobalt qui provoque de graves intoxications).Si certaines dispositions évoquées sont utiles (suppression au maximum des perturbateurs endocriniens ou traçabilité améliorée), ces règlements opèrent un transfert de compétences des autorités nationales vers les organismes notifiés, transformant ceux-ci en véritable police. Ceci entraînera la privatisation du système de santé dans sa partie amont et une augmentation considérable du coût des certifications en contrepartie de la responsabilité qui pèsera sur les ON et donc sur leur prime d’assurance en prévision des futurs procès.J’ai voté en faveur de l’amendement visant à rejeter ces nouveaux règlements qui portent une atteinte sans précédent à notre souveraineté sanitaire et alourdissent considérablement la charge administrative en marche normale.

Les fonds monétaires sont des placements de court-terme utilisés essentiellement pour placer de la trésorerie ou garantir un capital. Ils représentent des montants colossaux. La réforme de leur réglementation traîne depuis une quinzaine d’années et a fait l’objet de nombreux revirements.L’objectif de ce texte est d’améliorer la résilience de ces fonds et de limiter le risque de contagion en cas de crise financière. Néanmoins, la complexité des règles rend leur application délicate, ce qui n’incite pas à l’optimisme. J’ai donc voté contre ce texte.

Prospectus to be published when securities are offered to the public or admitted to trading (A8-0238/2016 - Petr Ježek) FR

Ce texte a pour but d’améliorer la directive «Prospectus » en vigueur, qui règlemente la documentation que doivent mettre à disposition des investisseurs les entreprises émettrices de titres financiers. L’idée est de dynamiser le financement des entreprises sur les marchés de capitaux.En plus de simplifier cette documentation, ce nouveau règlement propose d’imposer la publication d’un prospectus à partir d’un montant d’émission de 8 millions d’euros calculé sur une période de 12 mois. Le seuil, précédemment de 5 millions, est donc augmenté, en vue d’une meilleure information pour les investisseurs de détail.Sur le plan technique, cette révision se justifie. Il est en revanche plus contestable de vouloir financiariser davantage le financement des entreprises, et notamment des PME. Étant plus favorable à des partenariats de long terme des entreprises avec des banques recentrées sur leur métier, les prêts à l’économie réelle, et une moindre dépendance des entreprises envers les marchés, je me suis abstenu sur ce texte.

Multiannual financial framework for 2014-2020 (A8-0110/2017 - Jan Olbrycht, Isabelle Thomas) FR

Ce texte vise à accroître la flexibilité du budget de l’UE par l’augmentation et l’assouplissement des conditions de recours aux instruments de flexibilité fortement mobilisés pour répondre à la crise des migrants. À mon sens, accentuer la flexibilité n’est pas une bonne idée, alors que l’Union européenne accumule les factures impayées et que ce budget est déjà bien mal maîtrisé. Par ailleurs, ces instruments de flexibilité sont renforcés pour répondre à la crise des migrants, notamment pour financer le marché UE-Turquie, inacceptable à mes yeux. Pour toutes ces raisons, j’ai voté contre ce texte.

Ce rapport tend à mobiliser une marge supplémentaire afin de compenser les dépenses exceptionnelles de 2014 via le budget de 2017. Si l’idée générale est bonne, elle valide cependant les écarts de gestion de 2014 a posteriori, ce à quoi nous devons refuser de prendre part. J’ai donc voté contre ce texte.

Estimates of revenue and expenditure for the financial year 2018 – Section I – European Parliament (A8-0156/2017 - Richard Ashworth) FR

J’ai voté contre ce rapport. En effet, il propose une hausse du budget pour le Parlement européen de 3,26 % en prévision de 2018, alors qu’une réduction semble, au contraire, nécessaire. Exemple flagrant, le recrutement de gardes du corps, dans le cadre de nouvelles mesures de sécurité. Pourtant, des investissements déjà conséquents ont été réalisés en la matière, qui rendent donc inopportune cette nouvelle dépense. De façon cohérente avec nos précédents votes sur ces rapports, j’ai approuvé cette demande. Tout argent qui peut être redistribué aux États est bon à prendre.

Le fonds d’ajustement à la mondialisation a été créé pour venir en aide aux travailleurs souffrant des conséquences de la mondialisation.Il s’agit d’adopter ici une proposition de la Commission pour la mobilisation du fonds d’ajustement à la mondialisation à hauteur de 310 000 EUR pour financer la partie « assistance technique » de la Commission. La somme servira donc à traiter les demandes reçues et à maintenir une base de données permettant un meilleur suivi de l’utilisation du Fonds. Elle est inférieure de 70 000 EUR à celle de l’année 2016. De façon cohérente avec nos précédents votes sur ces rapports, j’ai approuvé la demande technique qui permettra un meilleur suivi de l’utilisation du Fonds. J’ai donc voté POUR.

Genetically modified maize Bt11 × 59122 × MIR604 × 1507 × GA21 (B8-0236/2017) FR

Ce texte est une objection à l’autorisation de mise sur le marché du maïs génétiquement modifié Bt11 × 59122 × MIR604 × 1507 × GA21. Alors que la Commission européenne a prévu d’accorder son autorisation de mise sur le marché, seuls 10 États membres l’ont soutenu, soit 38 % de la population. Ce maïs présente cinq caractéristiques modifiées. Il faut noter que cette autorisation concernerait en réalité 20 maïs différents puisque qu’elle concerne non seulement le maïs et les 5 modifications mais aussi les combinaisons possibles avec deux, trois ou quatre modifications.Fermement opposé à tout OGM portant ombrage à notre sécurité alimentaire, j’ai voté en faveur de cette objection.

J’ai voté contre ce texte profondément immigrationniste, qui tente d’élargir au maximum les possibilités de migration vers l’Europe abandonnant tout objectif de «retour» des migrants. Dans ce rapport, la politique migratoire ne devrait plus être limitée à la dimension sécuritaire. Il enjoint de plus aux États membres de mobiliser toujours plus de financements et appelle à un partage des responsabilités liées aux migrants.En tant que souverainiste, je considère que la gestion des frontières et la politique migratoire doivent rester des compétences nationales! De plus, nous sommes opposés à l’existence même du service d’action extérieure de l’UE. Émanation de la Commission européenne, il n’a aucun rôle à jouer.

J’ai voté abstention sur ce texte qui est une codification du règlement définissant les caractéristiques des navires de pêche. En effet, cette codification n’apporte pas de changements majeurs au règlement mais délègue à la Commission le pouvoir d’adapter au progrès technique les spécifications relatives à la détermination de la puissance continue du moteur. Nous pouvons donc nous interroger sur l’usage qu’en fera la Commission.

J’ai voté contre ce rapport visant à renforcer les prérogatives de surveillance du marché intérieur de la Commission. Suite à l’affaire Volkswagen, il s’agit en effet d’introduire une série de dispositions nouvelles en matière de surveillance des marchés, notamment la supervision stricte des États membres dans l’application des nouvelles législations. Au détriment des industries automobiles européennes, et donc de nos intérêts stratégiques, ce texte renforce une nouvelle fois les pouvoirs de la Commission, ce qui est parfaitement inacceptable.

Palm oil and deforestation of rainforests (A8-0066/2017 - Kateřina Konečná) FR

J’ai voté en faveur de ce rapport qui propose la fin de l’huile de palme pour les biocarburants d’ici 2020. Il préconise notamment d’instaurer un système de certification unique de l’huile de palme, de mettre en place des droits de douane sur les productions d’huile de palme non certifiées durables ainsi qu’un soutien aux ONG, aux petits producteurs et au développement de biocarburants de deuxième et troisième générations. Il est important de défendre nos petits producteurs, qui assurent 40 % de la production d’huile de palme. Leur accès aux certifications existantes doit être facilité. Le groupe ENF a cependant rappelé la nécessité d’une solution alternative viable, l’huile de palme n’étant pas aisément substituable pour l’alimentation ou les biocarburants à l’heure actuelle.

Women and their roles in rural areas (A8-0058/2017 - Marijana Petir, Maria Lidia Senra Rodríguez) FR

Si quelques idées intéressantes sont évoquées dans ce texte, notamment sur le statut salarial, la protection sociale et la défense de l’agriculture familiale, les solutions proposées risquent en réalité de mettre en concurrence les hommes et les femmes dans le monde rural. Il s’agit ainsi de mettre en place une parité virtuelle et forcée : partage des statuts à parts égales, les femmes ne seraient importantes qu’en étant « chefs d’exploitation » ou « entrepreneurs », mise en place d’un module « égalité des genres » dans l’enseignement spécifique agricole et de programmes de sensibilisation sur la neutralité du genre de tous les métiers... Pour toutes ces raisons, j’ai voté contre ce rapport.

Draft recommendation following the inquiry into emission measurements in the automotive sector (B8-0177/2017) FR

À la suite de l’affaire Volkswagen, la commission EMIS a été créée au Parlement européen. Une enquête vise désormais le constructeur français Renault. Ce dernier nie avoir truqué les moteurs de ses véhicules.En l’absence de preuves ou de condamnation, il convient de ne pas accabler notre constructeur national, déjà soumis à une forte concurrence européenne, asiatique et américaine. De plus, ce texte n’apporte aucune caution au trucage des données d’émissions et est contraire aux intérêts de la France. Il prône en outre le renforcement de la Commission européenne car il lui est reproché de ne pas avoir utilisé tous les moyens contre les États membres. J’ai donc voté contre ce texte.

Ce texte vise à inclure la Croatie dans l’accord de libre-échange UE/Brésil. Profondément opposé aux accords de libre-échange, celui avec le Brésil est particulièrement contraignant car leurs agriculteurs produisent à faible coût par rapport aux nôtres. J’ai donc voté contre ce rapport. De plus, il est important de noter que cet accord a été conduit exclusivement par la Commission sans aucune consultation du Parlement européen.

Dans le cadre de l’approfondissement de la coopération transfrontalière, visant notamment à lutter contre le terrorisme et la criminalité transfrontalière, ce rapport prévoit l'échange automatisé de données relatives à l'immatriculation des véhicules (DIV) au Danemark.Fermement opposé à l’échange de données à caractère personnel dans un système commun de l’UE, je ne pouvais soutenir ce rapport. Cependant, afin de ne pas émettre un vote hostile au Danemark qui mène une politique migratoire sérieuse, je me suis abstenu sur ce texte.

Ce texte est une proposition de décision sur l’utilisation de la bande de fréquences 470-790 MHz dans l'Union.Il n’est nullement nécessaire de mettre en place une action de l’Union européenne car l’interopérabilité technique est déjà assurée par l’Union Internationale des Télécommunications (UIT). De plus, ce sont les États qui régulent ce marché et organisent le financement des obligations de service public.Notons cependant que des souplesses d’application ainsi que la réaffirmation de la libre disposition des fréquences par les États pour des motifs de sécurité nationale ont été accordés dans la résolution législative. C’est pourquoi je me suis abstenu sur ce texte.

Commission's approval of Germany's revised plan to introduce a road toll (B8-0180/2017) FR

Ce rapport fait suite à un litige entre la Commission et l’Allemagne à propos d’une réforme nationale sur le financement des infrastructures routières allemandes. Selon la Commission, cette réforme serait discriminatoire car elle avantagerait les citoyens allemands par rapport aux conducteurs étrangers. Elle entraverait en outre la libre-circulation et irait à l’encontre de la volonté de la Commission de créer un système de péage généralisé et harmonisé au sein de l’UE. En tant que fervent défenseur de la souveraineté politique des États, je me suis opposé à ce rapport. Le Parlement conteste en effet une loi votée par les organes parlementaires allemands, ce qui est parfaitement inacceptable.

Guidelines for the 2018 budget - Section III (A8-0060/2017 - Siegfried Mureşan) FR

Ce rapport sur les orientations pour le budget 2018 vise à établir les grands principes devant ordonner ce budget.Selon ce texte, le budget devrait largement s’orienter vers la création d’emplois et le soutien à la croissance. Le rapporteur regrette également de disposer d’un budget insuffisant en ce qui concerne la question migratoire, tout en se félicitant de la politique de répartition des migrants, pour laquelle il exige de nouveaux financements.Dans ce rapport, purement immigrationniste, il est également proposé de maintenir les programmes européens existants, qui ont pourtant semé le chaos social, la précarité et le chômage de masse. Notons enfin que le Parlement appelle dans ce texte à créer un impôt européen, énième tentative de violation de la souveraineté des États.Pour toutes ces raisons, je me suis opposé à ce texte.

Combating terrorism (A8-0228/2016 - Monika Hohlmeier) FR

J'ai voté en faveur de ce texte visant à modifier la décision-cadre relative à la lutte contre le terrorisme. En effet, ce texte propose des mesures allant dans le bon sens face à une menace terroriste accrue. Le groupe ENF a par ailleurs déposé un amendement visant à préciser dans le texte que l’espace Schengen a aggravé les problèmes liés au terrorisme.

Reinforcement of checks against relevant databases at external borders (A8-0218/2016 - Monica Macovei) FR

Ce texte a pour objectif de renforcer la sécurité dans l’espace Schengen en prévoyant des contrôles systématiques aux frontières extérieures. S’il est évident qu’il faut renforcer le contrôle des frontières extérieures de l’Union européenne, je regrette que cela n’ait pas été mis en place plus tôt. De plus, ce texte tend à dépanner le système Schengen qui a pourtant fait la preuve de son échec. Je me suis donc abstenu sur ce texte.

Possible evolutions of and adjustments to the current institutional set-up of the European Union (A8-0390/2016 - Guy Verhofstadt) FR

Je me suis fermement opposé à ce texte visant à faire évoluer la structure institutionnelle actuelle de l’Union européenne. La montée de l’euroscepticisme dans toute l’Europe ainsi que la sortie du Royaume-Uni de l’Union européenne ont incité les députés européens à apporter des réponses. Or ces dernières vont totalement à l’encontre de la demande citoyenne! Il s’agit en effet dans ce texte de proposer une nouvelle gouvernance économique et monétaire en créant un poste de ministre des finances de l’Union européenne et en faisant passer les politiques budgétaires et économiques en compétences partagées. Il propose enfin une Union européenne de la défense et la possibilité pour la Commission européenne d’intenter des actions à l’encontre des États, ce qui bafoue les droits fondamentaux...Ce texte s’inscrit donc dans une perspective fédéraliste que je ne peux évidemment pas soutenir, en proposant des mesures qui bafouent une nouvelle fois la souveraineté des États membres et leur enlève la liberté qu’il leur reste dans la définition de leur politique économique et budgétaire.

Je me suis opposé à ce texte qui prévoit de renforcer l’Union européenne. En effet, ce texte ne propose aucune solution adaptée aux nombreuses difficultés que rencontre l’Union européenne (crise des réfugiés, terrorisme, chômage, manque de compétitivité, etc.). Au contraire, les propositions bafouent une nouvelle fois la souveraineté des États membres en préconisant notamment la mise en place d’une défense européenne. Enfin, en imposant des quotas des migrants et en ne permettant pas aux États membres de retrouver la maitrise de leurs frontières, ce texte expose une nouvelle fois sa posture immigrationniste, à laquelle je m’oppose.

Civil Law Rules on Robotics (A8-0005/2017 - Mady Delvaux) FR

Je me suis opposé à ce texte visant à instaurer un cadre juridique commun sur la robotique. En effet, il s’agit ici d’admettre la personnalité juridique des robots ce qui, in fine, est un premier pas vers la limitation de la responsabilité des concepteurs et fabricants. De plus, le texte met en avant le concept de revenu universel de base. Enfin, il se montre favorable à l’extension du rôle de la Commission dans l’encadrement de cette nouvelle technologie. Pour toutes ces raisons, je ne pouvais soutenir ce texte.

Je me suis fermement opposé au traité CETA dont les conséquences seraient désastreuses, en particulier pour nos agriculteurs. En effet, l’application du CETA entraînerait la suppression de 93 % des droits de douane avec le Canada dans ce secteur. Or l’élevage canadien est beaucoup plus compétitif que l’élevage européen puisqu’ils ne respectent pas les même normes (utilisation des hormones et autres activateurs de croissance) et parce qu’ils ont des coûts de revient dans l’élevage porcin et bovin bien inférieurs aux nôtres. Des dispositions d’alignement de ces normes vont être mises en place, ce qui tirera forcément les nôtres vers le bas! Il est également important de noter que, à l’inverse de l’Union européenne qui n’en a pas demandé, le Canada a droit à une clause de sauvegarde en cas de problème pour son agriculture. Enfin, la justice d’exception permettra aux multinationales canadiennes (et américaines via leurs filiales au Canada) d’attaquer l’État français via des tribunaux d’arbitrage! Pour toutes ces raisons, je ne pouvais soutenir cet accord qui représente presque l’entrée du Canada dans l’Union européenne.

J’ai voté contre ce texte qui prévoit un accord de partenariat stratégique entre l’Union européenne et le Canada, et est un complément de partenariat politique au CETA. Ce partenariat vise en effet à intensifier la coopération bilatérale dans des domaines tels que la politique étrangère et la sécurité, ce à quoi je suis fermement opposé.

EU-Mongolia Framework Agreement on Partnership and Cooperation (A8-0382/2016 - Helmut Scholz) FR

Cette proposition de résolution est la transposition européenne du projet de loi français autorisant la ratification de l’accord-cadre de partenariat et de coopération entre l’Union européenne et ses États membres, d’une part, et la Mongolie, d’autre part. La loi sur cet accord a été présentée en conseil des ministres du 2 mars 2016 et adoptée définitivement à l'Assemblée Nationale à la fin de l’année 2016. Cet accord-cadre, signé à Oulan-Bator le 30 avril 2013, «renouvelle la relation entre l’Union européenne et la Mongolie et offre un nouveau cadre pour approfondir le dialogue et la coopération entre les Parties». Il s’agit donc de développer une relation globale avec la Mongolie, tant sur les champs politique qu’économique. Même si la Mongolie a fait des progrès considérables au niveau de son fonctionnement démocratique depuis les années 1990, j'ai voté contre ce texte car les champs économiques ne sont pas détaillés, notamment au niveau d’un éventuel accord de libre-échange et sur des accords sur les visas poussés à outrance.

Cette proposition de résolution est la transposition européenne du projet de loi français autorisant la ratification de l’accord-cadre de partenariat et de coopération entre l’Union européenne et ses États membres, d’une part, et la Mongolie, d’autre part. La loi sur cet accord a été présentée en conseil des ministres du 2 mars 2016 et adoptée définitivement à l‘Assemblée Nationale à la fin de l’année 2016.Cet accord-cadre, signé à Oulan-Bator le 30 avril 2013, «renouvelle la relation entre l’Union européenne et la Mongolie et offre un nouveau cadre pour approfondir le dialogue et la coopération entre les Parties».Il s’agit donc de développer une relation globale avec la Mongolie, tant sur les champs politique qu’économique. Même si la Mongolie a fait des progrès considérables au niveau de son fonctionnement démocratique depuis les années 1990, je me suis abstenu sur ce texte car les champs économiques ne sont pas détaillés, notamment au niveau d’un éventuel accord de libre-échange et sur des accords sur les visas poussés à outrance.

J’ai voté contre ce texte qui étend l’accord relatif au commerce des aéronefs civils à d’autres produits tels que les moteurs et les simulateurs de vol.Je suis fermement opposé à ce type d’accord, en particulier dans ce secteur stratégique pour l’industrie européenne et pour les entreprises françaises, qui sont soumises à une concurrence déloyale notamment de la part des États-Unis.De plus, il faut absolument protéger cette industrie européenne et française qui est le fruit d’une coopération entre États et non celui de l’Union européenne.

Cost-effective emission reductions and low-carbon investments (A8-0003/2017) FR

Ce texte a pour objectif de durcir les règles relatives à la réduction d’émissions des gaz à effet de serre pour atteindre l’objectif de réduction de 40 % pour 2030. Si les intentions de ce texte sont louables, il n’en demeure pas moins qu’il présente de nombreuses failles.Premièrement, le durcissement de ces règles représente un risque accru de délocalisation vers des pays moins contraignants (comme la Chine) et donc une menace très sérieuse pour un grand nombre d’emplois en raison des distorsions de concurrence engendrées par cette réforme.Deuxièmement, la Commission se présente comme l’élément central en la matière et empiète sur les compétences de l’organisation maritime internationale et l’organisation de l’aviation civile internationale. Pour être efficaces, ces décisions devraient pourtant être prises au niveau mondial, entre tous les États. Je me suis donc opposé à ce texte qui présente des risques sérieux, en particulier pour l’emploi, et donne à l’Union européenne un rôle central en la matière.

Ce rapport contient l’ensemble des préconisations de la Commission européenne en vue d’une adhésion prochaine de l’Albanie à l’Union européenne. Les domaines de la justice, de la représentation politique et de son pluralisme, de la liberté d’expression au travers des médias et le droit de manifester librement sont concernés.Fermement opposé à l’élargissement de l’UE, je me suis prononcé contre ce texte. De plus, il convient de noter que ce texte ne traite pas de manière claire et égale les minorités. Si les roms et les égyptiens sont mentionnés, quid des grecs, des serbes, des bulgares et des macédoniens qui sont historiquement présents sur le territoire albanais ?

2016 Report on Bosnia and Herzegovina (A8-0026/2017 - Cristian Dan Preda) FR

Ce rapport annuel évoque une perspective d’adhésion de la Bosnie-Herzégovine à l’Union européenne sur le long terme, alors que ce pays ne remplit clairement pas à ce jour les critères. D’autre part, il apparait étonnant que, dans ce texte, la Commission européenne critique les partis sécessionnistes et prônent leur interdiction alors que dans le même temps d’autres États membres se désagrègent sous leur impulsion sans que la moindre résolution européenne ne soit prise sur le sujet (Espagne/Catalogne). Enfin, il semble absurde que le rapporteur se permette de donner des recommandations en matière de création d’emplois en Bosnie-Herzégovine quand on voit le taux de chômage dans les États membres de l’Union européenne.La demande d’adhésion à l’Union européenne de la Bosnie-Herzégovine semble donc compromise mais n’est pas exclue à la lecture de ce rapport. J’ai donc voté contre.

European Semester for Economic Policy Coordination: employment and social aspects in the Annual Growth Survey 2017 (A8-0037/2017 - Yana Toom) FR

Ce rapport expose le volet social des grandes priorités d’action sur le Semestre européen pour la coordination des politiques économiques.Sur le fond, ce texte ne tire aucune conclusion des échecs de l’Union européenne en matière d’emploi et sur le volet social. La croissance économique de la zone euro reste très faible, et pourtant ce texte appelle à poursuivre les mêmes efforts que l’année passée. La situation sociale dans les États membres se détériore d’année en année, et il faudrait continuer à soutenir la stratégie Europe 2020...Concernant le volet social, aucune priorité d’action sociale n’est inscrite pour les citoyens européens alors que le parti pris immigrationniste de l’Union européenne est omniprésent dans ce rapport.Je me suis donc opposé à ce texte.

Biological low risk pesticides (B8-0140/2017) FR

J’ai voté en faveur de ce texte dont la député ENF, Mireille d’Ornano, est corédacteur. Il vise notamment à dénoncer les risques liés à l’utilisation des pesticides chimiques traditionnels et encourager celle des pesticides biologiques. Le groupe ENF a par ailleurs déposé 10 amendements au texte pour notamment souligner le nombre trop faible de pesticides à faible risque d'origine biologique autorisés et soutenir le développement et la recherche des pesticides biologiques.

Ce rapport vise à instaurer des règles claires concernant la composition des groupes d’experts auxquels la Commission européenne fait appel afin de garantir la qualité de ses politiques. Les commissions du contrôle budgétaire et du budget avaient en effet, par le passé, émis des réserves quant au fonctionnement de ces groupes et à leur niveau de transparence.J’ai voté en faveur de ce texte qui favorise la transparence et permet davantage de visibilité sur le processus décisionnel de la Commission ainsi qu’un regard plus critique sur ses propositions.

Je regrette cependant que la question des lanceurs d’alerte ne se borne ici qu’à la protection des intérêts financiers de l’Union.

Le Danemark ne fera plus partie d’Europol à partir du 1er mai 2017. Le peuple danois a en effet voté « non » au référendum leur demandant si le Danemark devrait pouvoir participer à la politique de l’UE en matière de justice et affaires intérieures de façon flexible.Cependant, le gouvernement danois veut conclure un accord avec Europol pour pouvoir consulter les bases de données d’Europol et échanger des données avec elle. Le Danemark doit pour cela figurer sur la liste des pays avec lesquels Europol veut conclure des accords. Ce texte vise donc à faire figurer le Danemark sur cette liste.J’ai voté «abstention» sur ce texte car il prévoit des accords stratégiques et opérationnels qui incluent l’échange de données à caractère personnel, auquel je suis fermement opposé.

Subjecting the new psychoactive substance methyl 2-[[1-(cyclohexylmethyl)-1H-indole-3-carbonyl]amino]-3,3-dimethylbutanoate (MDMB-CHMICA) to control measures (A8-0024/2017 - Lorenzo Fontana) FR

J’ai voté en faveur de ce rapport visant à soumettre la nouvelle substance MDMB-CHMICA à des mesures de contrôle. Cette substance, détectée dans vingt-trois États-membres depuis le mois d’août 2014, a eu des conséquences très graves, dont 28 décès et 25 intoxications aiguës. Plusieurs rapports ont de plus mentionné la possibilité d’actes violents après utilisation ainsi qu’un risque potentiel pour la sécurité publique en cas de détection lors de la conduite. Autant d’éléments sérieux incitant à soumettre le MDMB-CHMICA à des mesures de contrôle dans toute l’Union.

J’ai voté pour ce rapport qui vise à la mobilisation du Fonds européen d’ajustement à la mondialisation en faveur des Pays-Bas. Ce Fonds européen a été créé pour apporter une aide aux travailleurs subissant les conséquences de la mondialisation et du libre-échange. Il s’agit ici de mobiliser le Fonds pour 800 travailleurs licenciés après la fermeture de 6 usines dans le secteur du commerce. Je me positionne en faveur de cette aide à la réintégration de ces travailleurs qui subissent les conséquences désastreuses des politiques économiques européennes.

Promoting gender equality in mental health and clinical research (A8-0380/2016 - Beatriz Becerra Basterrechea) FR

J’ai voté contre ce texte qui prétend promouvoir l'égalité entre les hommes et les femmes dans la santé mentale et la recherche clinique. Si ce texte mentionne plusieurs points positifs comme le fait de devoir lutter contre la dépression et l’isolement chez les femmes âgées, la diminution très dangereuse du nombre de sages-femmes ou de médecins obstétricien ainsi que la lutte contre les mutilations génitales féminines, de nombreux points négatifs sont à déplorer. En effet, ce texte lie de manière globale les maladies mentales au genre. Par exemple, les femmes lesbiennes, transsexuelles, bisexuelles, transgenres, intersexuées seraient plus particulièrement touchées par des troubles de la santé mentale engendrés par le stress de la minorité... Ce rapport préconise également «l’éducation sur la santé mentale» et lutter contre «les stigmates et les stéréotypes de sexes». Pour ces exemples et de nombreux autres encore, je n’ai pas soutenu ce texte.

Sur le Gabon, cette résolution évoque des irrégularités non prises en compte dans la réélection du Président Ali Bongo et notamment dans son fief d’origine. Les observateurs européens ont été écartés du processus de consolidation des votes en dépit du protocole d’accord signé avec le gouvernement gabonais. Le Parlement demande donc une réforme approfondie du système électoral pour les prochaines échéances mais ne réclame pas un nouveau scrutin présidentiel.... étonnant compte tenu de la fraude massive!Sur la RDC, l’élection présidentielle n’a pas été convoquée dans les délais constitutionnels. Par conséquent le Parlement «invite» tous les acteurs internationaux à fournir un appui pour l’organisation d’un scrutin avant décembre 2017 et déplore les violences à l’encontre des manifestants hostiles aux méthodes du Président Joseph Kabila.Assistant à une véritable hypocrisie du Parlement européen, tant sur le constat qu’il semble découvrir au Gabon et en RDC, que sur l’immense responsabilité pesant sur les dirigeants européens dans la situation explosive de ces deux pays, je me suis abstenu sur ce texte. Même si les intentions paraissent louables, il n’en demeure pas moins que les états de l’UE ne contribuent pas au bon développement démocratique dans cette zone de l’Afrique.

D. whereas the EUGS further states that the EU will “adopt a joined-up approach to its humanitarian, development, migration, trade, investment, infrastructure, education, health and research policies” and will, inter alia, pursue tailor-made policies to support inclusive and accountable governance, promote human rights, pursue locally owned rights-based approaches to the reform of the justice, security and defence sectors, support fragile states, fight poverty and inequality and promote sustainable development, deepen relations with civil society, promote energy and environmental sector reform policies and support sustainable responses to food production and the use of water; whereas, nevertheless, this EUGS encroaches upon the sovereign choices of the Member States, because foreign and security policy are areas of national competence; whereas, therefore, it requires in-depth reform and changes and it is high time that Member States were given the option of diverging and of amending and redirecting these two policies, acting in full sovereignty;
